PWS for AVTB EMS ii
INTRODUCTION
Objective The purpose of this contract is to provide the medical services of certified Emergency Medical Technicians (EMTs) and licensed Paramedics.
Background The Amphibious Vehicle Test Branch (AVTB) is a Marine Corps test facility that supports the development and acquisition of amphibious and combat vehicles. AVTB provides decision-makers timely and accurate information regarding the effectiveness and suitability of the platforms under test. AVTB is located at the boat basin in the Del Mar area of Marine Corps Base (MCB) Camp Pendleton, California. Since AVTB is not a deploying unit, the Navy does not have a requirement to support the branch with U.S. Navy Corpsmen. Per base regulations, a Corpsman, EMT, or Paramedic is required at each occupied training area on Camp Pendleton (CAMPENO 3500.1).
The Program Manager, Advanced Amphibious Assault (PM AAA) has tasked AVTB with conducting developmental testing of the Marine Corp’s future Amphibious Combat Vehicle (ACV). Beginning January 2017, BAE and SAIC will compete against each other with prototype vehicles as part of the Engineering and Manufacturing Development Phase of this acquisition. This testing will take place on Camp Pendleton.
Scope To ensure operations are executed in a safe environment, AVTB must have emergency medical personnel on site at Camp Pendleton, CA during all water and land operations, in accordance with the base regulations. The emergency medical personnel shall provide emergency medical support for the purposes of treatment, stabilization, and preparation to transport injured individuals. AVTB will provide transportation for all injured individuals. The Contractor must provide all necessary management, supervision, manpower, materials, basic EMT Trauma kit and clothing (foul weather gear) to perform emergency medical services for the AVTB test facility in support of the ACV developmental testing. AVTB will provide Government Furnished Transportation to transport the EMTs and Paramedics to all testing and training events on Camp Pendleton, CA.
APPLICABLE DOCUMENTS
Compliance Documents The test and training events conducted by AVTB, including the performance of the requirements of this PWS, must comply with MCB Camp Pendleton Range and Training Area Standing Operating Procedures (CAMPENO 3500.1).
PERFORMANCE REQUIREMENTS
Emergency Medical Services The Contractor shall provide emergency medical personnel to support AVTB during operator training, sustainment operations, and developmental test and evaluation. Emergency medical personnel must be physically able to lift up to 150 lbs up to 3 feet off of the ground.
The EMTs and Paramedics will satisfy Range Control requirements (CAMPENO 3500.1) during all training, sustainment, or test and evaluation events. These events will include water operations, land-based operations, and live-fire gunnery. Paramedics will primarily provide emergency medical support for the live-fire gunnery events, but may also be required at water or land testing events depending on the nature of the test. The Contractor will be briefed each morning on personnel involved in each operation.
The responsibilities and tasks include:
· Respond to all medical emergencies during supported test events.
· Treat minor injuries and triage treatment of individuals having multiple problems.
· Use acceptable medical industry standards to manage emergency medical events.
· Prepare personnel with minor injuries for transfer to the appropriate medical facility for treatment, if necessary. (AVTB will provide transportation for all injured personnel)
· Complete written Incident Reports and personnel care reports specific to emergency medical services.
· Determine the nature and extent of illness or injury, or the magnitude of catastrophe to establish first aid procedures.
· Administer first aid treatment at the site of the emergency, performing activities such as the application of splints, administration of oxygen, treatment of minor wounds or abrasions, or the administration of artificial resuscitation.
· Anticipate and acquire resources needed for routine and unexpected medical incidents.
EMS Personnel Experience and Certifications The National Registry of Emergency Medical Technicians (NREMT) provides National EMS Certifications. The Contractor is responsible for ensuring that any employees or subcontractors directly performing the emergency medical services under this contract possess current NREMT and California state certifications/licensure. Maintenance of certifications and licensure throughout the period of performance is the responsibility of the Contractor.
The NREMT certifications for EMT and Paramedic are individual certifications. NREMT certification means the EMT or Paramedic has met the standards of the certifying body. Certification is recognized by employers, state licensing agencies, and the public and indicates entry level competency. National EMS certification is not a license to practice medicine. The Contractor is responsible for medical oversight and direction of emergency medical personnel.
EMTs Experience: Minimum twelve months experience in the past 24 months
Certifications:
· National EMT (NREMT - EMT)
· California EMT Paramedics Experience: Minimum twelve months experience in the past 24 months
Certification:
· National Paramedic (NREMT - Paramedic)
Licensure:
· California Paramedic Scheduling Standard hours are 0730-1630 (90 percent of the time). Nonstandard hours occur from 1630-2359 (10 percent of the time), and depending on test schedules, possibly work on Saturdays and Sundays (10 percent of the time).
Task orders will be issued with a tentative schedule. The Contractor must be able to respond to schedule fluctuations with as little as 24 hours prior notice and direction by the COR or Contracting Officer. Schedule adjustments may require additional EMT or Paramedic staffing for concurrent test events. Testing events may be delayed or cancelled and rescheduled due to a variety of circumstances including, but not limited to, sea state conditions, vehicle reliability, range availability on base, and delays in schedule due to prior test event delays that impact subsequent events. If testing is cancelled for the day after the emergency medical personnel have arrived onsite, the vendor will be paid for a minimum of two hours.
Equipment The Contractor shall ensure emergency medical personnel are equipped with a standard EMT medical supply bag and foul weather gear. The Contractor shall furnish its own computer equipment, access to the Internet, administrative supplies, and any other supplies required for the tasking in this PWS. The Government will not reimburse the Contractor for cell phone or wireless Internet access charges under this PWS.
The Government (AVTB RSO) will provide access to oxygen tanks and defibrillators for use by the emergency medical personnel. During waterborne training events, the Government will also provide ocean capable life vest(s) and spine boards.
Government Furnished Transportation The Government representative (AVTB) will provide transportation for all testing events. AVTB has watercraft and operators to support waterborne testing and training events and vehicles and drivers for land-based testing or training events. The emergency medical personnel will be accompanying the Range Safety Officer (RSO) to each site.

ORGANIZATIONAL CONFLICT OF INTEREST
(a) “Organizational Conflict of Interest” means that because of other activities or relationships with other persons, a person is unable or potentially unable to render impartial assistance or advice to the Government, or the person’s objectivity in performing the contract work is or might be otherwise impaired, or a person has an unfair competitive advantage. “Person” as used herein includes corporations, partnerships, joint ventures, and other business enterprises.
(b) The Contractor warrants that to the best of their knowledge and belief, and except as otherwise set forth in the contract, the Contractor does not have any organizational conflict of interest(s) as defined in paragraph (a).
(c) It is recognized that the effort performed by the Contractor under this contract may create a potential organizational conflict of interest on the current contract or on future acquisition efforts. To avoid this potential conflict of interest, and at the same time to avoid prejudicing the best interest of the Government, the right of the Contractor to participate in future procurement of equipment and/or services that are the subject of any work under this contract shall be limited to the requirements of Federal Acquisition Regulation (FAR) 9.5.
(d) (1) The Contractor agrees that it shall not release, disclose, or use in any way that would permit or result in disclosure to any party outside the Government any proprietary information provided to the Contractor by the Government during or as a result of performance of this contract. Such information includes, but is not limited to, information submitted to the Government on a confidential basis by other persons. Further, the prohibition against release of Government provided information extends to cover such information whether or not in its original form (e.g., where the information has been included in contractor generated work or where it is discernible from materials incorporating or based upon such information). This prohibition shall not expire after a given period of time.
(d) (2) In accordance with DFARS 252.204-7000, the Contractor shall not release to anyone outside the Contractor's organization any unclassified information, regardless of medium (e.g., film, tape, document) pertaining to any part of this contract or any program related to this contract, unless the Contracting Officer has given prior written approval.
(d) (3) The prohibitions contained in subparagraphs (d)(1) and (d)(2) shall apply with equal force to any affiliate of the Contractor, any subcontractor, consultant, or employee of the Contractor, any joint venture involving the Contractor, any entity into or with which it may merge or affiliate, or any successor or assign of the Contractor. The terms of paragraph (f) of this Special Contract Requirement relating to notification shall apply to any release of information in contravention of this paragraph (d).
(e) The Contractor further agrees that during the performance of this contract and for a period of one year after completion of performance of this contract, the Contractor, any affiliate of the Contractor, any subcontractor, officers of the company participating in the contract, any joint venture involving the Contractor, any entity into or with which it may subsequently merge or affiliate, or any other successor or assign of the Contractor, shall not furnish to the United States Government, either as a prime contractor or as a subcontractor, or as a consultant to a prime contractor or subcontractor, any system, component, or services which is the subject of the work performed under this contract. This exclusion does not apply to re-competition for those systems, components, or services furnished pursuant to this contract. As provide in FAR 9.505-2, if the Government procures the system, component, or services on the basis of work statements growing out of the effort performed under this contract, from a source other than the Contractor, subcontractor, affiliate, or assign of either, during the course of performance of this contract or before the one year period following the completion of this contract has lapsed, the Contractor may, with the authorization of the cognizant Contracting Officer, participate in a subsequent procurement for the same system, component, or service. In other words, the Contractor may be authorized to compete for procurement(s) for systems, components, or services subsequent to an intervening procurement.
(f) The Contractor agrees that, if after award, it discovers an actual or potential organizational conflict of interest; it shall make immediate and full disclosure in writing to the Contracting Officer. The notification shall include a description of the actual or potential organizational conflict of interest, a description of the action the Contractor has taken or proposes to take to avoid, mitigate, or neutralize the conflict, and any other relevant information that would assist the Contracting Officer in making a determination on this matter. Notwithstanding this notification, the Government may terminate the contract if determined to be in the best interest of the Government.
(g) Notwithstanding paragraph (f) above, if the Contractor was aware, or should have been aware, of an organizational conflict of interest prior to the award of this contract or becomes, or should become, aware of an organizational conflict of interest after award of this contract and does not make an immediate and full disclosure in writing to the Contracting Officer, the Government may terminate this contract for default.
(h) If the Contractor takes any action prohibited by this requirement or fails to take action required by this requirement, the Government may terminate this contract for default.
(i) Nothing in this requirement is intended to prohibit or preclude the Contractor from marketing or selling to the United States Government product lines in existence on the effective date of this contract, nor shall this requirement preclude the Contractor from participating in research and development or delivering any design development model or prototype of any such equipment. Additionally, sale of catalog or standard commercial items are exempt from this requirement.
(j) The Contractor shall promptly notify the Contracting Officer in writing if it has been tasked to evaluate or advise the Government concerning its own products or activities or those of a competitor, to ensure proper safeguards exist to guarantee objectivity and to protect the Government’s interest.
(k) The Contractor shall include this requirement in subcontracts of any tier, which involve access to information, or situations/conditions covered by the preceding paragraphs, substituting “subcontractor” for “contractor” where appropriate.
(l) The rights and remedies described herein shall not be exclusive and are in addition to other rights and remedies provided by law or elsewhere included in this contract.
