About this file
This document contains a request for proposal and summary of changes to an existing contract specification. The Marine Corps Systems Command intends to award an indefinite delivery, indefinite quantity contract for the design, engineering, fabrication, testing, production, and deployment of Mobile Electric Hybrid Power Sources. The systems shall integrate an internal combustion generator, battery storage, electronic controller, and optional solar photovoltaic array. The government seeks these hybrid power solutions to be employed as generator-only, generator with battery, controller-only, or full hybrid configurations. The award period is five years with an optional three-year extension. Offerors must submit both technical and pricing proposals, with technical factors weighted more heavily in a best value determination. The small business size standard is 250 employees for NAICS code 221118. The contract calls for firm fixed pricing over the ordering period.

Summary of Changes 2 (June 2020)
Paragraph 2.2.2: Added LTT-MCC, JLTV-Trailer, and AMMPS Riser Rail drawings to the list of Other Government drawings.
Original: N/A
Change:
MARINE CORPS SYSTEMS COMMAND
Light Tactical Trailer to Marine Corps Chassis Conversion Drawing Package Light Tactical Trailer – Marine Corps Chassis Drawing Package AMMPS Riser Rail Drawing Package Joint Light Tactical Vehicle Trailer Drawing Package
(Copies of these drawings are available from Marine Corps Systems Command, 2200 Lester Street, Quantico VA 22134, Attention: Program Manager Engineer Systems/Power Systems Team)
Reasoning: To provide the references to the detailed drawings needed for MEHPS form and fit design.
Paragraph 3.11.4.8: Clarified where high DC voltage cables can be used.
Original: 3.11.4.8. High DC voltage cable. If DC voltage in externally connected cabling exceeds 50VDC, cables must be labeled to warn users. (T)
Change: 3.11.4.8. High DC voltage cable. If DC voltage in externally connected cabling for the MEHPS-SA exceeds 50VDC, cables shall be labeled to warn users. With the exception of the MEHPS-SA, the external DC interfaces between MEHPS components shall not have a voltage above 50VDC. (T)
Reasoning: To reduce the risk of a shock hazard from potentially exposed energized conductors above 50 VDC.
PSpec for MEHPS-SA, Appendix A, Para 3.2.7: the words “no less than” are replaced with the words “no more than”.
Original: 3.2.7. High Temperature Power. The MEHPS-SA shall incur no less than 10% temporary power loss at 1000W/m2 irradiance and 125°F ambient air temperature. (T)
Change: 3.2.7. High Temperature Power. The MEHPS-SA shall incur no more than 10% temporary power loss at 1000W/m2 irradiance and 125°F ambient air temperature. (T)
Reasoning: “no less than” was a typographical error.
PSpec for MEHPS-SA, Appendix A, Paragraph 4.2, Table A-I. Verification Matrix: Added description of the test method for High Temperature Power requirement.
Original: No description of Test Method provided.

| The MEHPS-SA will be homogeneously heated to 125 degrees F under no solar load. Power will then be measured when flashed with a 1000 W/m^2 light source. |
Reasoning: To provide clarification that for this requirement the MEHPS-SA will not be tested at temperatures above 125 degrees F induced by solar load heating.
Paragraph Appendix E: Created Appendix E that provides information on the LTT-MCC, JLTV-Trailer.
