SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
INSTRUCTIONS TO OFFERORS
L-1.0 INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS
L-1.1. General Instructions
0. A single, concise and comprehensive proposal is required. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. The proposal shall be complete and clear in all respects without the need for additional explanation or information. The proposal shall be in sufficient detail and scope to permit the Government to evaluate it with respect to the evaluation factors specified in Section M of this solicitation.
0. Unnecessarily elaborate proposals beyond that sufficient to present a complete and effective proposal are not desired. Offerors shall confine their submission to essential matters sufficient to define their offer and provide an adequate basis for evaluation. Likewise, Offerors are cautioned against general, vague, or unsubstantiated statements, which prevent or render difficult the Government’s evaluation of the proposal. Statements such as "will comply," or "noted and understood" without supporting narrative to define compliance are not acceptable. Moreover, the Government will not assume that an Offeror possesses any capability, understanding, and/or commitment that is not specifically delineated and supported in its respective proposal.
0. A maximum number of pages in the proposal has been imposed, as indicated in the sections below. In the event that an offeror exceeds the maximum page limitations provided below, the government will only evaluate the pages that comply with the maximum number prescribed (starting with page one and continuing until the maximum number is reached) for the respective volume. All pages, or any other material, in excess of the maximum number of pages stated will not be evaluated. The Offeror shall not include classified material in any proposal section.
0. As prescribed by Federal Acquisition Regulation (FAR) 52.215-1, the government may award on the basis of initial offers received, without discussion. Therefore, each initial offer should contain the offeror’s best terms from a business and technical standpoint. Should an award on “initial offer” not be pursued, the Government will establish a “competitive range” and notify all Offerors of their inclusion or exclusion. Discussions will be held with those Offerors in the competitive range. Offerors eliminated from the competitive range shall be promptly notified in writing, in accordance with FAR 15.503. Debriefings may not be provided to excluded Offerors until after contract award has been publicized, as permitted by FAR 15.505 and 15.506.
0. If discussions are held with offeror(s) determined to be in the competitive range, upon completion, the Government will request that the offeror provide a Final Proposal Revision (FPR). When FPRs are requested, any revisions or non-compliance with contract terms and conditions submitted in the final proposal revision may not be subject to further discussion or negotiation and may render the offer unacceptable to the Government. This provision is not intended to restrict the offeror’s opportunity to revise figures, e.g., prices, discounts, or percentage rates. Rather, it is intended to preclude any misunderstandings by the Government, which could result if new or revised terms and conditions are submitted in the final proposal revision that have not been fully disclosed, discussed, and understood during discussions or negotiations. Therefore, such new or revised terms and conditions are not solicited and, if submitted in the final proposal revision, may render the offer unacceptable to the Government.
0. This requirement is not a small business set-aside.
L-1.2. Submission of Proposals
1. Proposals shall be delivered to the location listed in L-2.1 by 2:00pm Eastern Daylight Time (EDT) on 15 July 2020. Any proposal received after such time and date will be considered a late submission. Late submissions will be treated in accordance with FAR 52.215-1(c)(3). Facsimile submissions are not acceptable and will not be considered for award. Proposals shall be valid for a period of at least nine (9) months from the closing date listed above. The offeror shall notate the proposal validity period on the solicitation cover sheet.
L-1.3 Questions Questions about the solicitation documents are due by 2:00pm EDT on 27 May 2020 via email only with the subject line “M67854-20-R-5003 Questions.” to shannon.graves@usmc.mil using the format in Table L-1.3 below. The Government official will not entertain questions via telephone calls or facsimiles that pertain to this RFP. Please do not bundle multiple questions into one question. Questions received after the above time and date may not be included in the provided response. Government responses will be posted on beta.sam.gov (Contract Opportunities) as an amendment to the solicitation. Answered questions will not disclose the offeror’s identity.
