The soft armor must meet specified ballistic performance requirements and include a cloth cover. Respondents are asked to provide past performance information for a prior, relevant contract on the attached questionnaire to be completed by the customer agency and returned by the closing date in May 2019. Details requested include quality, schedule, cost control, business relations, and small business involvement ratings and explanations. The questionnaire also asks whether cure notices were issued, if the contractor would be recommended, and if CPARS reports were submitted.
