Pre-Solicitation Questions and Answers

Question

Pertaining to submission requirements, if an offeror submitted samples (sources selection samples and shootpacks) for the previous RFP M67854-18-R-1305, and they were found compliant, will the offeror be required to submit more samples as outlined in the RFI?

Will the government accept test reports, if they were found compliant, that were submitted for RFP M67854-18-R-1305?

Pertaining to M67854-18-R-1305 will the deliverables on that contract still be delivered or are those now included in the new opportunity M67854-19-R-1566?

Could you please tell me if the Presolicitation posted as solicitation number M6785419R1566 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement?

1. Is the DoD willing to accept a proposal for a plate insert that is slightly heavier than the specified weight requirements outlined in the Performance Specification document?

Answer

The draft RFP documents should be out in about 3 weeks or so, which will address the requirements for proposal submissions.

As we anticipate some changes to the specification, offerors will be required to submit new source selection samples as well as test reports. The quantities to be purchased will take into consideration the quantities not purchased under the current soft armor contract.

See answer to question 1

This requirement will be similar to work performed on previous contract number M67854-19-D-1509.

Source selection samples shall meet the requirement for areal density found in the Performance Specification.
