Question Answer
1 26-Apr-19 Section L.3.2.3(4) refers to a POC List. Is that POC list to be sent to Keane Butts in advance of the solicitation closing by the Offeror? If so, that is not articulated anywhere?
Section L.3.2.3(4) states POC shall electronically complete Part II of the questionnaire and email the entire questionnaire to the Contract Specialist no later than the closing date and time of this solicitation.
2 26-Apr-19 In the Performance Specification Section 4.9.1, the system reliability spec references Section 3.8.1. There is no Section 3.8.1.
Should this refer to Section 3.7.1?
Yes, section 4.9.1 should refer to section 3.7.1. The spec will be updated to reflect this change.
3 26-Apr-19 Performance Specification Section 3.7.5 (for labels) references that a MIL-DTL-32075, Type VI label is required. This type of label is a sewn-on label that conflicts with requirement 3.5.9 Heat Seal Performance.
The stitching holes allow water to penetrate the insert. Additionally, since the labels are required to have both 1D and 2D bar coding, a Type IX label (heat sealable, durable barcoded) would be a better choice. Can the label type be changed?
The specification will be updated to reflect an updated label requirement.
4 26-Apr-19 Will source selection samples require the Tan 499 shade (Performance Specification Section 3.5.7)? Or can another color be used for proposal purposes?
Another shade can be used for submission of source selection sampels only. The correct shade shall be used for FAT.
5 26-Apr-19 Performance Specification Section 3.7.1 has changed significantly from the previous spec version. Is it the intent that the service life be 10 years of continuous use in all military field environments (previous requirement was 365 days)?
The intent is for the PC Gen III to have a shelf life of ten years and a service life of 365 days of continuous use in all military field environments. The spec will be updated to reflect this change.
6 26-Apr-19 Performance Specification Section 4.2.1.2.1 Surrogate Shoot Pack: When reading the description of the ballistic filler carrier and then looking at the Figure 1, it is unclear whether there are 2 pieces of plate pocket fabric required per carrier or just one. If reading it to be one, should the figure be updated to look like the picture below?
It should be one piece of plate pocket fabric layered before the soft armor insert. The spec will be updated to reflect this change.
7 26-Apr-19 In the SOW Attachment, Section 3.6.5.2 references ISO certification. Given that the ISO 9001:2008 standard was replaced on September 15, 2015 with ISO 9001:2015, can references to ISO 9001:2008 contained in the solicitation be changed to ISO 9001:2015? (Note that ISO 9001:2008 is no longer an applicable standard. From the reference, https://www.iso.org/iso-9001-revision.html, organizations that were certified to ISO 9001:2008 were granted a three-year transition period after the 2015 revision had been published to migrate their quality management system to the new edition of the standard; this transition period ended on September 15, 2018.)
Yes. The solicitation documents will be updated to reflect ISO 9001:2015.
