SUBJECT: Hydrostatic Testing of Cylinders for SEA, HABD & BC’s

Affected Units: SEA & HABD Egress Systems and BC’s with DOT 3AL Cylinders •

1.5 cu.ft. (P/N 079105), 2.0 cu.ft. (P/N 079120 & 079107)) & 2.5 cu.ft. (P/N 079103) Problem: Requirement for 5 year Hydrostatic Testing•

SITUATION

It has come to Aqua Lung’s attention that there is some question about the requirement for hydrostatically testing these egress system DOT 3AL cylinders every 5 years. All DOT 3AL cylinders require annual visual inspection and hydrostatic testing every 5 years with few exceptions. As always, local command directives take precedence over manufacturers recommendations.

VISUAL INSPECTION

Aqua Lung recommends performing an annual visual inspection of the cylinder according to local regulations or to Com-pressed Gas Association (CGA) standards. These standards are found in CGA pamphlet CGA C-6.1-2002, “STAN-

DARDS FOR VISUAL INSPECTION OF HIGH PRESSURE ALUMINUM COMPRESSED GAS CYLINDERS”.

HYDROSTATIC TESTING

Aqua Lung recommends following the DOT regulation as these cylinders fall under the Note 1 exemption for diameter and length. This recommendation is in accordance with the Department Of Transportation (DOT) Title 49 CFR Ch-1 (10-1-01) Section 173.34, Qualification, maintenance and use of cylinders, Table “Retest and Inspection of Cylinders1”, Note 1. Any cylinder not exceeding two inches outside diameter and less than two feet in length is excepted from hydrostatic retest.
