QUESTIONS AND ANSWERS
# Question Response
CLIN 0002 requirement is to provide unit pricing for panels @ QTY of 124 and NRE (I'm assuming this is the engineering / integration NRE - which is a one time cost); The requirement is to provide a Unit price & Extended Price for (qty 124). How is the NRE to be allocated in this CLIN. Shouldn't there be a separate CLIN for the NRE? There will be a separate CLIN for NRE.
Option years contain NRE. What NRE is anticipated in the option years (CLIN 1002, 2002, 3002)?
No NRE is expected in the outyears, and the NRE language was removed from those CLINS.
The SOW refers to TPS Validation and Verification Tasks at the contractor facility.
Should these tasks be identified by CLIN as NRE?
No. There is a CDRL report requried to document this effort.
Attachment 4: Block Upgrade Synchro Resolver Simulator Retrofit Kit Requirements Document and Drawings does not include Drawings for the items listed below. Can they be provided?
Shorting Plug Adapter PN 93006N2114 Cable Assembly, Special Purpose Electrical S/R, I/O
PN 93006H2916
Shielding Gasket PN 93006H1132-3 Plug-In Unit, Electronic Test Equipment Synchro/Resolver PN 93006N2113
Yes, they will be provided as an attachment with the amendment.
Can you provide the detailed Front Panel I/O for the Synchro/Resolver function? Or, must they be derived from the drawings listed above? It is in the drawing.
The GFI listed in the SOW identifies the AN/USM- 657B(V)2 system software; source and compiled versions. Does this include the Viper/T Interactive Electronic Technical Manual? No, it will include the AN/657B(V)2 IETM.
Will AN/PSM-123 APS Source Code and Interface Test Adapter Drawings be provided in the GFI?
No. The requirement is to run the current APS and no alterations to the APS are allowed.
Regarding CLINs 0001, 0101, 0201, and 0301: The subject RFP requires pricing of the Synchro Resolver (S/R) at a quantity of 124. That would indicate the total number of Synchro Resolver units purchased could be 496 units if the max number of units were purchased per base and option years. However, there were only approximately 228 original AN/USM- 657 TETS units delivered. That would indicate the maximum number of S/R kits required under this effort would be around 200 with possibly some spares. Please clarify the quantity needed.
With IDIQ contracts, the quantities are indefinite, and it is unknown if the full 124 will be ordered in the first year. As such, this allows the opportunity to order up to 124 in any given year.
The subject RFP states the following:
CONTRACT MINIMUM/MAXIMUM: The guaranteed minimum obligation for this contract is a quantity of 10 each for CLINs 0001 and 0002. The maximum quantity over the life of the contract shall not exceed the sum of the maximum for all CLINs.
Is it expected that 124 units would be ordered in a one-year period or is it possible that a quantity less than this could be purchased each year?
With IDIQ contracts, the quantities are indefinite, and therefore any amount up to 124 could be ordered in any given year.
Yes, a quantity less than 124 can be purchased each year.
The following have been modified:
