SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
DOD-H2
Questions and Answers dated 04 September 2013
1. On page 32 of 36, section 3.4.2.Configuration Control has been modified from the original solicitation.
Question: On page 33, just after section 3.4.2.Configuration Control, is 3.4.3 Configuration
Control, is this a duplication?
Answer: Yes. 3.4.3 Technical Data Package was deleted and not replaced with new information.
2. On page 34 of 36, 4.1 Production Capacity, last sentence "The contractor will provide sufficient spare/repair parts to fulfill the recommendation delineated in SOW paragraph (Initial
Spares and Repair Parts for Provisioning) within 90 days after the acceptance and issuance of the first delivery order.
The table format below the sentence indicates in the column "Initial Delivery, Required" - Qty sufficient to fulfill 2-year support package in 120 days.
Question: Which time frame is correct - 90 days from the paragraph or 120 days from the table format?
Answer: The 120 days in the table format is the correct period.
3. On page 35 of 36, 4.3 last line "...specified in SOW paragraph 4.6 (Spare/Repair Part Data for
Provisioning)."
Question: In looking at 4.6 Technical Publications, we believe this reference to be incorrect.
Would you please provide the correct SOW paragraph reference?
Answer: The correct cite is 4.5 Parts Data for Provisioning.
4. On page 35 of 36, 4.4 Initial Spares/Repair Parts for Provisioning, the last line ".. as the minimum order quantity for CLIN 0003."
Question: Is this referencing the correct CLIN, if not please provide the correct reference?
Answer: No, 4.4 Initial Spares/Repair Parts for Provisioning should refer to CLIN 0002 for pricing.
5. Section L-6.2.0 Organization of the Proposal, page 16 of Amendment 0001. This paragraph states, “Number all pages sequentially.” Does this mean that the entire proposal from the first page to the last are all numbered sequentially, regardless of the section they are in? OR are the pages numbered sequentially within each section beginning with page 1 at the beginning of each section? (example: Executive Summary pages 1-5, Part III Past Performance pages 1-10).
Answer: By Section, see L-6.2.0 Organization of the Proposal. “Individual sections shall be removable and replaceable to the binder. The section shall contain a title page, table of contents, and list of tables and figures for the section. Use tab separators to separate required sections within the binder. The title page, table of contents, list of tables and figures, and tab separators do not count against page count. Number all pages sequentially.”
6. Section L-6.2.0 Organization of the Proposal, page 16 of Amendment 0001. Seven lines down in this section it states, “The Technical Section shall include all Non-Price Factors showing the proposal paragraph number in Attachment 1 Purchase Description, so that the evaluator can find the detailed discussion of the non-price factors and which Modular Stock your proposal relates to. The Table of Contents, Acronym List and the Non-Price Factor will not be included as part of the page count.” Then the table at the top of page 17 shows a page limit of 45 pages for Part IV that includes these Non-Price Factors. Do the sentences on page 16 mean that our responses to the Non-Price Factors from Attachment 1 Purchase Description will not be counted as part of the 45 pages for Part IV?
Answer: Insert the word ‘table’ after the second use of Non-Price Factor. Per section, see L-
6.2.0 Organization of the Proposal, “The Technical Section shall include all Non-Price Factors showing the proposal paragraph number in Attachment 1 Purchase Description, so that the evaluator can find the detailed discussion of the non-price factors and which Modular Stock your proposal relates to. The Table of Contents, Acronym List and the Non-Price Factor table will not be included as part of the page count.”
As an example:

Etc.
7. Section L-6.2.0 Organization of the Proposal, page 17 of Amendment 0001. In the table at the top of the page it looks like there is a second line of information that appears to be obscured in the block for Part
IV. Is there any additional information that should appear there?
Answer: Yes. It should read Technical Capability: Technical Performance/Delivery
Schedule/Sustainment to agree with the Factor/Subfactors shown in L-6.2.0 Part IV. Technical.
8. Do you need the Non Disclosure Agreement released prior to the solicitation?
Answer: See L-5.0 Government Furnished Information for details of when a Non Disclosure
Agreement is required.
9. Do we need to quote all line items on the solicitation?
Answer: CLIN 0003 is as needed. See L-2.1 Support Equipment . . . The Offeror shall provide a list of any support equipment required to maintain or use the Modular Stock not available in the Small Arms
Tool Kit.
CLINs 0004 and 0005 are optional, however, per M2.2, “Offerors who propose a technically satisfactory
10 round magazine and pouch will be given preference over those Offerors who do not.” Per M 4.1, “If the Offeror proposes pricing for 4,416 10-round magazines and pouches (CLIN’s 0004/0005), the proposed price will be evaluated for reasonableness but not added in the calculated total.”
CLIN 0006 is required but not separately priced.
10. Do we need to submit the Past Performance prior to the solicitation?
Answer: See L-6.2.0 Organization of the Proposal, “Part III. Past Performance -- The completed Past
Performance Questionnaire will be submitted directly to the Government not later than 10 days after the closing date of the solicitation.”
11. Please verify the quantity of Samples needed?
Answer: See L-1.1 Introduction. “Offeror’s are to provide four (4) Modular Stock bid samples for verification testing.” “Offerors that intend to submit a 10-round magazine for consideration shall also provide five (5) 10-round magazines and five (5) magazine pouches with each of their bid samples.” “ In addition, offerors are to provide sufficient spare/repair parts and any tools not in the Small Arms Tool Kit required to maintain the Modular Stock during verification testing. For planning purposes, offerors should provide enough spare/repair parts and special tools to support verification testing.” See “Part V. Installation/Assembly/Repair Instructions. The Offeror shall provide a copy of the Installation/assembly/repair instructions for the Modular Stock.”
The following have been modified:
L-1.0 Instructions, Conditions, and Notices
L-1.1 Introduction
a. The award will be made to the Offeror whose proposal represents the best value to the
Government, with appropriate consideration given to each of the three evaluation factors:
technical capability, past performance, and price. In making its determination, the Government will consider technical capability significantly more important than price. Past performance is more important than price but less important than technical capability. The importance of price as a factor in the final determination will increase with the degree of equality in the overall technical merit of the proposals.
b. A concise and comprehensive proposal is required. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. The proposal shall be complete and clear in all respects without the need for additional explanation or information.
The proposal shall be in sufficient detail and scope to permit the Government to evaluate it with respect to the evaluation factors specified in Section M of the solicitation.
c. Unnecessarily elaborate proposals beyond that sufficient to present a complete and effective proposal are not desired. Offerors shall confine their submission to essential matters, sufficient to define their offer, and provide an adequate basis for evaluation. Likewise, Offerors are cautioned against general, vague, or unsubstantiated statements, which prevent or render difficult the Government’s evaluation of the proposal. Statements such as "will comply," or "noted and understood" without supporting narrative to define compliance are not acceptable. Moreover, the Government will not assume that an Offeror possesses any capability, understanding, and/or commitment that is not specifically delineated and supported in its respective proposal.
d. The Offeror shall not include classified material in any proposal section.
e. All cost/price information shall be in U.S. dollars.
Period for Acceptance of Offers. The offeror agrees to hold the prices in its offer firm for 15 months from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. Proposals submitted for consideration for award must address the full scope of the solicitation. Proposals which address only part of the solicitation or are not accompanied by four (4) bid samples will be considered unacceptable.
A ceiling on the number of pages in the proposal has been imposed, as indicated in the sections below. In the event that the offeror exceeds the maximum page limitations provided below, the
Government shall only evaluate the pages that comply with maximum number prescribed (starting with page one and continuing until the maximum number is reached) for the respective volume.
All pages, or any other material, in excess of the maximum number of pages stated shall not be evaluated.
As prescribed by FAR 52.215-1, the Government may award on the basis of initial offers received without discussion. Therefore, each initial offer shall contain the Offeror’s best terms from a business and technical standpoint.
Offeror’s are to provide four (4) Modular Stock bid samples for verification testing. All four bid samples shall be of the same configuration. The Offeror’s Modular Stock bid samples shall not require the use of bedding compound to install the M40 barreled action. Offerors’ bid samples that fail to meet this threshold requirement will not be assembled and, therefore, will not undergo
Government verification testing.
Offerors that intend to submit a 10-round magazine for consideration shall also provide five (5)
10-round magazines and five (5) magazine pouches with each of their bid samples.
Offerors shall not submit more than one (1) offer in response to this solicitation. The Government will test and evaluate only one (1) configuration of a Modular Stock per Offeror for the purpose of this effort. If an Offeror submits more than one (1) offer or more than one (1) configuration, the Government will randomly select one of the configurations for evaluation.
Offerors shall provide detailed assembly and repair instructions with the bid samples. The instructions shall include any critical metrics (e.g. torque values) and procedures related to the disassembly/assembly and maintenance of the Modular Stock. Instructions shall be printed in the
Offeror’s format and shall be included in either PDF or Microsoft Word format in the Offeror’s paper submission.
In addition, offerors are to provide sufficient spare/repair parts and any tools not in the Small
Arms Tool Kit required to maintain the Modular Stock during verification testing. All these items must be received no later than the date/time specified on page 1 (block 8) of the solicitation (NOTE: Quantico, VA will be on Eastern Standard Time during the closing date of this RFP). For planning purposes, offerors should provide enough spare/repair parts and special tools to support verification testing. If, during testing, the Government finds that the parts provided are insufficient to complete testing, the Government may contact the Offeror to request additional components. If notified of a part(s) insufficiency, the Offeror will provide the required part(s) within 1 business day. If the Offeror does not provide the required part, the bid sample will not undergo further testing, and will therefore be excluded from a potential award.
The Government reserves the right to award the contract(s) without holding discussions. If discussions are deemed necessary, the Government will evaluate proposals and make award after conducting discussions with offerors whose proposals have been determined to be within the competitive range. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals (FAR 52.215-1).
With regards to this particular solicitation, due to pre-award testing budget constraints, the
Government shall accept no more than three (3) offerors into the competitive range. Therefore, an offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint. An offeror’s proposal is presumed to represent his best efforts to respond to the solicitation. The Government reserves the right to reject any and all proposals, and to award to other than the lowest priced offerors. The Government also reserves the right to change any of the terms and conditions of this solicitation by amendment at any time prior to contract award and to allow offerors to revise their offers accordingly, as authorized by FAR 15.206.
Proposals and bid samples, spare parts, and tools shall be shipped using best commercial practices to facilitate immediate use/testing by the Government. Mailed bid sample packages shall be clearly marked with Offeror name, Offeror CAGE and DUNS, and Solicitation Number.
Bid samples, spare parts, and tools shall be delivered to the following location:

Tel: 703-432-5043
Please note, for bid sample submissions, warehouse delivery hours are Monday through
Friday, 7:00am to 3:00pm, excluding Federal holidays.
The government is not liable for any damages or destruction to bid samples, spare/repair parts or special tools as a result of Offeror’s response to this proposal and associated testing. The government will notify vendors that they may pick up their bid samples upon completion of Source Selection. The Government will not ship samples back to offerors. Offerors must coordinate the return shipment of their bid samples.
2.2 Modifications, amendments, or withdrawal of proposals and other written communications should be made to the Contracting Officer at anita.norris@usmc.mil
2.3 Offerors are advised to take proper steps to ensure timely receipt of their proposals (ref:
FAR 15.208). If an offeror plans to hand deliver their proposal, please call (703) 432-5043 or email Marian Beeman at marian.beeman@usmc.mil in advance to coordinate delivery time. Note, proposals must be received no later than the date/time specified on page 1 (block 8) of the solicitation (NOTE: Quantico, VA will be on Eastern Standard Time during the closing date of this RFP).
Offerors are advised that proposals sent by conventional US Mail service are not routed directly to the above address. Therefore, the possibility that a proposal will not comply with the closing date/time exists, in such case the proposal will be considered a late submission.
