About this file
Attachment 3 to Solicitation M67854-25-Q-0519 details the evaluation procedures for a Marine Corps Systems Command contract for a digital entrance sign. The document outlines a best-value source selection methodology with three primary evaluation factors: Technical, Past Performance, and Price, ranked in order of importance. Quotes will be evaluated on their ability to meet or exceed the Performance Work Statement's requirements, with technical capabilities being the most critical factor.
The evaluation process prioritizes technical merit, followed by past performance, with price being the least weighted factor. Quoters without past performance will not be penalized, but those with favorable past performance will receive higher consideration. To be considered for award, quotations must provide a clear total price inclusive of all transportation charges and will be assessed for fairness and reasonableness. The government reserves the right to award to a higher-priced quoter if determined to provide the best overall value based on the evaluation criteria.

EVALUATION PROCEDURES
Attachment 3 to Solicitation M67854-25-Q-0519
1.0 EVALUATION OVERVIEW
Award will be made to the responsible quoter offering the best value to the Government, price and other factors considered. The Government may or may not award to the lowest price quoter if award to a higher price quoter is determined to be of best value to the Government when evaluated against Evaluation Factors 2.1, 2,2 and 2.3 below.
2.0 EVALUATION METHODOLOGY
The evaluation factors are Technical, Past Performance, and Price. Technical is more important than Past Performance. Past Performance is more important than Price. Price will be evaluated but not rated.
2.1 Technical
Quotes will be evaluated to determine the extent to which they meet, exceed Section 2 of the Perforamce Work Statement (Attachment 1), or provide a suitable substitution, in a manner that provides the best value to the Government.
2.2 Past Performance
Past performance will be evaluated for relevancy, as well as customer satisfaction. Quoters without past performance will not be evaluated favorably or unfavorably for past performance, but favorable past performance will carry more weight in the overall evaluation than a lack of past performance.
2.3 PRICE
To be considered for award, quotations must clearly show the total price of the quotation, inclusive of all transportation charges, delivered to the destination specified. The Government will make a determination that quoted prices are Fair and Reasonable.
