Section C - Descriptions and Specifications

STATEMENT OF OBJECTIVES

STATEMENT OF OBJECTIVES

Armory Storage Solutions

For

III MEF

I. INTRODUCTION: III MEF seeks armory storage solutions that will maximize space utilization in multiple

OCONUS armories with limited and finite space. The solution shall enhance equipment readiness and asset accountability by ‘kitting’ together end items with associated StockList (SL-3) components, incorporate 100% transferable cases for certain assets for deployment purposes, aid/assist in issue/recovery, maximized space utilization, and solve problems associated with current deficiencies in properly storing ancillary optics, mounts, tripods, and other items. Currently items are stacked haphazardly in armories and in some cases, even stored outside of the armory, due to space limitations and inefficient storage solutions.

On 22 August 2017, the government issued RFI M67400-FY17-RFI-04 on FedBizOpps related to this procurement effort, and provided feedback to competitive industry providers that responded to the RFI.

Regardless of RFI responses, this RFP is presented for full and open competition to all offerors.

II. SCOPE: The government maintains approximately 80 armories of varying size and scope, and with varying Table of Equipment sets in OCONUS locations as specified herein. The government seeks to integrate its existing 45” and 61” SpaceSaver brand weapons racks with customized, modular and component-based storage solutions in order to ‘kit’ together crew-served weapons with SL-3 and associated equipment, provide more efficient storage for associated optics and ancillary equipment, and enhance transferability of stored assets to deployed/mobilized containers, in a manner which maximizes utilization of finite space, enhances overall utility, and conforms to physical security and other standards.

III. TASK OBJECTIVES STATEMENT

The government’s end state is an armory storage solution that:

a. Maximizes efficiency of overall space utilization while incorporating existing storage assets to the maximum extent

b. Substantially improves efficiency and efficacy of armory operations, such as issue/recovery, serialized inventories, and embarkation of assets for deployment

c. Meets or exceeds all safety and physical security specifications and requirements

d. Provides for storage of all identified ancillary equipment, optics, and SL-3 items

e. ‘Kits’ together crew-served assets and sniper suites

f. Provides storage assets that meet or exceed the durability and stabilization capabilities (for appropriate items) of assets currently in use.

The government envisions a simple, flexible, and effective weapons, optics, and ancillary equipment storage solution that is designed to meet safety, mission and physical security requirements, while increasing unit readiness and maximizing both productivity of armory operations and space utilization within the confines of these finite areas.

Attachment 1 details one approach that would provide several desirable advantages, including utilization of space under workbenches and issue benches by incorporating custom, foam-fitted drawers, creation of ‘kitted’ solutions for certain crew-served weapons systems (e.g. Cabinets or other), and optimization for storage of optics and other ancillary equipment (e.g. Cabinets with foam-lined bins, drawers, or other).

Alternate proposed storage solutions are encouraged and will be considered under the established evaluation criteria.

IV. REQUIREMENTS

The information provided in Attachment 1 describes one possible solution and highlights government objectives for increased productivity, utility, and space utilization.

Any proposed solutions shall:

a. Be homogenous in form and type across all armories for purposes of interoperability and like operating procedures

b. Be customized and tailored for each armory, at the time of order, based on individual equipment storage needs, armory size, and other configuration specifications

c. Maximize integration and use of existing SpaceSaver 45” racks and 61” racks, which the government predominantly uses to store 60mm and 81mm mortar tubes, respectively. In some instances, racks may need to be replaced to provide more efficient rack solutions.

d. Comply with construction, physical security, and safety requirements set forth within MCO 5530.14A, MIL-P-17802 and OPNAINST 5530.13C.

The information provided in Attachment 1 is for guidance purposes to help depict the direction of the requiring activities vision. Alternate proposed storage solutions will be accepted and evaluated if within the scope of this contract.

V. CONTRACT TYPE

The government intends to issue a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with established pricing, and subsequent FFP delivery orders. Proposed term of the contract is one year with four option years.

VI. CONTRACT CEILING

Contract Ceiling Amount: $20,000,000.00

VII. PERIOD OF PERFORMANCE

The Period of Performance reads as follows:

Base Year – Month, Date and Year - Month, Date and Year

Option Year I – Month, Date and Year - Month, Date and Year

Option Year II – Month, Date and Year - Month, Date and Year

Option Year III – Month, Date and Year - Month, Date and Year

Option Year IV – Month, Date and Year - Month, Date and Year

VIII. PLACE OF PERFORMACE

The primary place(s) of performance is/are as follows:

New Year’s Day Labor Day

Martin Luther King Jr.’s Birthday Columbus Day

President’s Day Veteran’s Day

Memorial Day Thanksgiving Day

Independence Day Christmas Day

In addition to the days designated as holidays, the Government observes the following days:

Any other day designated by Federal Statute

Any other day designated by Executive Order

Any other day designated by a President's Proclamation

It is understood and agreed between the Government and the contractor that observance of such days by

Government personnel shall not otherwise be a reason for an additional period of performance, or entitlement to compensation except as set forth within the contract. If a contractor believes that an unplanned absence has an impact on the price or period of performance, it should notify the contracting officer (KO) of the changed condition and submit a claim for equitable adjustment (see FAR 52.233-1). Nothing in this clause abrogates the rights and responsibilities of the parties relating to "stop work" provisions as cited in other sections of this contract.

X. DELIVERY ORDER REQUIREMENTS AND DELIVERABLES. The contractor shall, as part of its FFP quote for each delivery order, and in accordance with its IDIQ price list, terms and conditions, provide:

a. On-site planning visit(s). Vendor must conduct site visits to each individual armory, in coordination with the COR, within 30 days of issuance of each task order.

b. Design services. Includes any and all required design services necessary to apply its solution to the facilities and equipment specified in each order. Design services shall identify any instance where modification of any type would be required to a facility to complete installation.

c. Written Design Plans. The contractor shall provide a written design plan with its offer in response to delivery order RFQs, and shall provide any revised/refined design plan to the COR within 10 days after completion of the site visit.

d. All products, accessories, and equipment. Includes all standard and custom products, ancillary items, installation accessories, or other products required to complete the specified design and meet the physical security and safety specifications, except those explicitly designated as government-furnished (e.g. existing racks). The contractor is responsible for providing its own tools, equipment, and other assets necessary for completion of its work as specified herein.

e. Installation and Delivery. Includes all freight costs, installations costs, and any other delivery and installation costs. Installation shall also include any mounting and/or securing of equipment to existing facility hardware, fixtures, or devices as prescribed in the physical security references. The contractor is not responsible for, nor authorized to, modify facilities.

f. Removal, disposal and cleanup. The contractor shall be responsible for the removal and disposal of any and all assets, debris, trash, and other waste resulting from the project. Disposal of assets which are accountable government property (e.g. Existing storage racks) must be coordinated with the COR to ensure proper disposal.

g. On-site project management. The contractor shall assign an on-site project manager responsible for all aspects of each delivery order and to serve as the government’s primary contact for all matters.

h. Travel. Travel under this contract will be necessary under each delivery order in order to accomplish certain task(s) including site visits, installation, etc. Any and all travel costs will be incorporated as a separate FFP

Contract Line Item (CLIN) for any delivery order issued. As this contract is expected to be a single award

IDIQ, the contractor shall provide pricing data in its proposed pricing for each order, as required. Pricing for travel should adhere to the cost principles of FAR 52.205-46.

XI. GOVERNMENT FURNISHED INFORMATION
