Attachment 1 III MEF Armory Storage Solutions
1. Custom built Workbenches (60” W and no less than 30” L) and Issue Port Window Workbenches (60” W and not to exceed 23” L) containing government owned optics and pistol assets in storage beneath benchtops.
a. Situation: Armories contain various combinations of Optics, pistols, and other end items (e.g. AN/PVS-14s, AN/PEQ-18s, AN/PVS-24As, AN/PAS-28s, AN/PEQ-16As, AN/PEQ-16Bs, AN/PAS-27s, AN/PAS-30s, SU-258/PVQs, Binos, SU-260Ps, 532P-M Laser, AN/PAS-13G, Laser Bore Systems, AN/PEQ-6As, AN/PEQ-14s, AN/PVS-14s, AN/PVS-17C, AN/PEQ-15, AN/PAS-13Dv2, AN/PAS-13Dv3, AN/PAS-22s, Pistols, etc.) that require storage in finite armory spaces.
b. Requirements: The government envisions incorporating use of currently un-utilized space through replacing its workbenches and issue port benches (under each issue port window) with custom-built replacements that have drawers outfitted with stability foam inserts providing individual cutouts to store each asset and prevent undesirable movement.
· Workbenches shall be 60” W and no less 30” L; Issue Port Window Workbenches shall be 60” W and not exceed 23” L.
· Height of each drawer depends on asset type and quantity on unit Table of Equipment.
· When designing foam insert cutouts, each optics asset shall be stored with its serial number upward and visible when the drawer is open, without having to pick up, or otherwise manipulate the asset.
· Some assets may be too large for this solution (see #2 below).
· Shall be made of commercial grade materials with drawer strength to handle at least 350 lbs.
· Shall have butcher board wooden commercial grade/industrial top, no less than 1.5” in thickness.
· Shall contain a locking device to secure contents within (can be keyed alike to open all under workbench storage areas with one single key).
· Shall fulfill security requirements set forth within the MCO 5530.14A, MIL-P-17802 and OPNAINST 5530.13b both in construction and locking requirements.
2. Separate cabinet/s with drawers and stability inserts for optics/pistols that will not fit in under-bench storage described in part 1, above.
a. Situation:
· Same as item #1
b. Requirements: The government envisions incorporating a separate cabinet/s, with drawers and stability inserts, for assets that will not fit underneath benches in item 1. Cabinet drawers shall be similarly outfitted with stability foam inserts that provide an individual cutout for each asset and prevents undesirable movement of assets to accommodate storage needs.
· This cabinet shall not be over 60” tall to allow for ease of accessing the equipment.
· Height of each drawer depends on asset type and quantity on unit Table of Equipment.
· When designing foam insert cutouts, each optics asset shall be stored with its serial number upward and visible when the drawer is open, without having to pick up, or otherwise manipulate the asset.
· Shall be made of commercial grade materials and drawer strength to handle at least 350 lbs.
· Shall contain a locking device to secure contents within (can be keyed alike to open all under workbench storage areas with one single key).
· Shall fulfill security requirements set forth within the MCO 5530.14A, MIL-P-17802 and OPNAINST 5530.13b both in construction and locking when storing weapon systems within cabinets.
3. MK-19 rack, 50” tall, which will hold a minimum of (4) MK-19s.
a. Situation: Currently our MK-19s are stored in existing standard 61" SpaceSaver weapons racks. The 61" rack cannot be double stacked, wasting available vertical space utilization. The MK-19 is too long to fit into a standard 45" rack; therefore, a 50" rack would be more suitable for storing the MK-19.
b. Requirements:
· Rack inserts shall be provided to secure the weapon in place and limit undesirable movement.
· Rack shall be built with adjustable and removable inserts to allow for maximum reconfiguration ability for unforeseen future requirements.
· Rack shall be capable and 100% compatible/interoperable with existing SpaceSaver racks, to safely and securely be bolted together vertically.
· Product shall fulfill security requirements set forth within the MCO 5530.14A, MIL-P-17802 and OPNAINST 5530.13b both in construction and locking.
4. M2 50 cal. Rack, 45” tall, which will hold a minimum (4) M2s.
a. Situation: Currently our M2s are stored in existing standard 61" SpaceSaver weapons racks. If the barrels are stored separately (not with the gun), the receiver will fit into a standard 45" rack, which can then be double stacked to utilize more vertical armory space.
b. Requirements:
· Same as item 3(b).
5. M240 rack, 45” tall, which will hold a minimum (6) M240s.
a. Situation: Currently our M240s are stored in existing standard 61" SpaceSaver weapons racks. If the barrels were stored separately (not with the gun), the receiver will fit into a standard 45" rack, which can then be double stacked to utilize more vertical armory space.
b. Requirements:
· Same as item 3(b).
6. M16A4/M4 rack, 45” tall, which will hold a minimum (10) Rifles.
a. Situation: Currently III MEF has at least (1) unit utilizing the M16A2 rifle racks; these racks do not meet security requirements to house the M16A4 and the M4 rifles, and would necessarily require replacement.
b. Requirements:
· Same as item 3(b).
7. M2A1 50 Cal. Machine Gun Portable Case/s that will accommodate all associated Table of Authorized Equipment items, components and SL-3, Portable Case/s that will hold (1) M2A1 50 Cal. Suite.
a. Situation: Currently our crew- served weapons' (suc as the indicated M2A1 50 cal machine gun) SL-3 and associated Table of Authorized Equipment items (Optics, Tripods, Mounts, barrels and their SL-3 components) are being stored all over the armory, at Mortar Pools, or even stored outside in quad-cons/pal-cons. We require Portable Industrial Plastic Case/s that will store all these components together kited to its specific gun. Comment by Higa CIV Sakura K: What does this mean?
b. Requirements:
· Case shall ‘kit’ together Gun, Optic/s, SL-3 components, mounts, barrels, and tri-pods to each specific crew served weapon, so that associated components are not intermixed with other guns’ components.
· All other requirements of 3(b) apply
8. MK-19 Machine Gun Portable Case/s that will accommodate all associated Table of Authorized Equipment items, components and SL-3, Portable Case/s that will hold (1) MK-19 Suite.

10. M249 SAW Machine Gun Portable Case/s that will accommodate all associated Table of Authorized Equipment items, components and SL-3, Portable Case/s that will hold (1) M249 Suite.
a. Situation: Currently our crew served SL-3 and associated Table of Authorized Equipment items (Optics, barrels and their SL-3 components) are being stored all over the armory, at Mortar Pools, or even stored outside in quad-cons/pal-cons. We require Portable Industrial Plastic Case/s that will store all these components together kited to its specific gun.
b. Requirements:
· Case shall ‘kit’ together Gun, Optic/s, SL-3 components and barrels to a specific crew served weapon, so that associated components are not intermixed with other guns’ components.
· All other requirements of 3(b) apply.
11. 60mm Mortar Portable Case/s that will accommodate all associated components.
a. Situation: Current Mortar racks do not accommodate the government requirement for the many mortar SL-3 components to be stored. ‘Kitting’ it all together in a single industrial grade portable plastic case/s will ease inventory and issue/recovery to weapons teams. Currently these components are stacked and scattered all over the armories, not making good use of armory space.
b. Requirements:
· Case/s required to hold one complete mortar system with all its SL-3 components (Cannon Tube, rectangular Base Plate, Bi-Pod, Aiming Stake Bag, Plotting Board, Sight, and all other associated SL-3 components) to be ‘kitted’ together as one complete system. Offeror shall design a 60mm case/s, and a separate design to accommodate the 81mm Mortar system. The large round base plate does not need to be incorporated into case due to size and limited space within case.
· Mortar Tubes, when being stored in Armories, will be stored in weapons racks separate from case, but will need space allocated within case for transportation purposes.
· All other requirements of 3(b) apply.
12. 81mm Mortar Portable Case/s that will accommodate all associated components.
a. Situation: Current Mortar racks do not accommodate the government requirement for the mortar SL-3 components to be stored. ‘Kitting’ it all together in a single industrial grade portable plastic case/s will ease inventory and issue/recovery to weapons teams. Currently these components are stacked and scattered all over the armories, not making good use of armory space.
b. Requirements:
· Case/s required to hold one complete mortar system with all its SL-3 components (Cannon Tube, Bi-Pod, Aiming Stake Bag, Plotting Board, Sight, and all other associated SL-3 components) to be ‘kitted’ together as one complete system. Must design a 60mm case/s and a separate design to accommodate the 81mm Mortar system. The large round base plate does not need to be incorporated into case due to size and limited space within case.
· Mortar Tubs when being stored in Armories, will be stored in weapons racks separate from case, but will need space allocated within case for transportation purposes.
· All other requirements of 3(b) apply.
13. Industrial Strength shelving to organize and hold Portable Cases requested above.
a. Situation: To maximize space, these cases will need industrial grade shelving to organize and store cases within each unit armory.
b. Requirements:
· Shelving shall accommodate the size and weight of storage cases when fully loaded with intended equipment. Cases shall not extend out past the outer limit of the shelf when stored as intended.
· Shall have minimum necessary space between each shelf saving valuable vertical space.
· Top shelf shall not be more than 60” in height to provide a safe height while personnel place and take down equipment cases.
· Shelving shall be made of material that enables sliding cases on and off shelving with ease. Comment by Higa CIV Sakura K: Just a thought but should there not be a mechanism to lock the cases so they do not fall or slide off due to being able to so easily? Just thinking of safety. Comment by Schmid CIV Steven J: Acceptable as long as the cases fit within the shelf dimensions. The shelving itself will be anchored when installed
