Questions
1. Does the Government intend on providing NTE amounts/CLINs for travel?
Answer: There is no travel required in the PWS. All work will be performed at the respective Marine Corps Base. Local travel within a 50 mile commuting distance will not be reimbursed.
2. Does the Government intend on providing NTE amounts/CLINs for COLA?
Answer: No, this is a firm fixed price contract. Contractors will account for all costs under this monthly proposed price.
3. Will there be a requirement for personnel to work weekends?
Answer: Shift work is required to include weekends as required to meet the demands of operational tempo, special events, and other installation directed mandates.
4. Will there be a requirement for vehicles at any location?
Answer: Yes, contractors working in direct support of Range Control Facilities shall provide appropriate transportation and may be authorized GOV license/operation to support the performance of their duties as designated in the individual task order.
5. Section L - Paragraph 1 (Page 72) stipulates "The contract will consist of a four-year ordering period", however Section B (CLIN structure) reflects a base year with four option periods. Would the Government please provide the correct ordering period?
Answer: Solicitation amended to reflect base year and four, one-year option periods.
6. There does not appear to be a requirement for personnel to support Task 5.3 (RCF Scheduling Services) in Kaneohe Bay (Hawaii), Camp Fuji (Japan), and Iwakuni (Japan) per Attachment 1 - Base Contract Matrix. However CLINs are being provided under Section B. Request the Government to please remove the CLINs that are not required, as the Base Matrix stipulates "Offerors are reminded that their pricing must include all requirements in the PWS".
Answer: These CLINs are not currently requirements and the offerors are not to submit pricing. They are reserved in scope for future consideration. The CLIN for Task 5.3 (RCF Scheduling Service) is in support of MCB Butler. The other locations are not included under this CLIN.
7. There does not appear to be a requirement for personnel to support Task 5.4 (RCF Range Safety Services) in Iwakuni (Japan) per Attachment 1 - Base Contract Matrix. However CLINs are being provided under Section B. Request the Government remove the CLINs that are not required, as the Base Matrix stipulates "Offerors are reminded that their pricing must include all requirements in the PWS".

8. There does not appear to be a requirement for personnel to support Task 5.5 (Range Safety Inspection Services) in Okinawa (Japan) per Attachment 1 - Base Contract Matrix. However CLINs are being provided under Section B. 9. Is there a current incumbent providing this service for these locations listed in the opportunity?
· RCF, MCAS Kaneohe Bay, HI.
· RCF, MCB Camp Butler, Okinawa Japan
· CATC Camp Fuji, Japan
· RCF, MCAS Iwakuni, Japan
Answer: This contract is not replacing another contract. It is a new requirement to fill gaps in services at each installation. RCF HI has a similar contract under contract (M6785418D7853) incumbent is Corps Solutions.
10. Would the government consider modifying the experience requirements listed in PWS task 5.2.11 and 5.4.7 to reflect the following?
One year of job-specific experience combined with five years of military experience.
Answer: One year job-specific experience with/or to include two years military experience / military occupational specialties of Infantry, Explosive Ordnance Disposal (EOD), Field Artillery, Engineer-Construction-Facilities-Equipment, Military Police-Investigations-Corrections, Airfield Services, and Air Control/Air Support/Antiair Warfare/Air Traffic Control
Additionally, Contractor must be able to attend and complete Government provided applicable billet specific training certification as courses become available and at a time determined by the Government. In addition to other Government determined functional area specific training certification that supports the CTR in the performance of the individual task order. Training certification shall consist of, but is not limited to the following:
* Range Safety distance learning (MarineNet) Course
* Inter-service Range Safety Course
* RFMSS Course
* GIS for Ranger Managers Course (or RMTK Course)
11. Could the Government confirm as to whether the submission of proposals are due by 4:30PM EST or JST on Friday, June 29?
Answer: EST
12. Question 1: Please confirm the offeror is only providing two (2) key personnel resumes, one (1) 5.2 RCF Operations Services - Fire Desk and one (1) RCF Range Safety Services Specialist, as part of proposal submission
Answer: Correct.
13. Question 2: For Key Personnel, request the Government eliminate the requirement to provide certifications for all relevant courses, and consider substituting experience in lieu of copies of certificates where applicable.
Answer: See answer to question 10
14. Is it the Government’s intent the offeror use Department of State published rates to calculate Cost of Living Adjustments (COLA) for OCONUS staff?
Answer: This is a firm fixed contract with a monthly price for services. The contractor determines the employee benefits plan to fill the requirements of the contract.
15. Will the government provide an updated table of Standard and Non-Standard events for 1 calendar year of performance at the four (4) RCF Service Locations relevant to this solicitation
Answer: Data is not currently available.
16. Please clarify the certification requirements for minimum qualifications. Paragraph ii. States all certifications are required then goes on to list US ARMY and USMC RFMSS Course. Are both Army and USMC RFMSS Course Certifications required or will a certification from one branch suffice?
Answer: Certification from one branch suffices. Should read as "US Army or USMC RFMSS Course". RFMSS courses are joint service and align with Range Officer Professional Development Program (ROPD)
17. Please confirm that the Government Furnished Equipment for each of the 4 locations will be only one work station consisting of a desk, chair, NMCI government computer with internet access and other miscellaneous office furniture (e.g. storage cabinets, wardrobes/lockers, etc.). Will there be a contract dedicated office space at each service location for contractor personnel to perform work?
Answer: There will be no contractor dedicated office space. All other GFE will be provided in shared work space(s).
18. Will the GFE list include base approved radios for contractor use? If not, are radios cost reimbursable and will the Contracting Office assist with base approval of the radios after contractor purchase?
Answer: RCF radios shall be GFE to the contractors in the performance of their assigned duties depicted in the individual task order.
19. The RFP states, “Task Order 1 Matrix (Attachment 3) is provided for information purposes only.” Please confirm it is the Government’s intent that offerors will not price Task Order 1 as part of their overall price proposal since this is for information purposes only.
Answer: Task Order 1 will be priced according to the awarded base contract. There will be no need to price this task order. This is the expected first task order to be released soon after award.
20. The Government notes that Service Contract Labor Standards only applies to MCAS Kaneohe Bay, HI. Is the current contract a Service Contract Act (SCA) incorporated contract? If so, what wage determination positions has the Government currently mapped the Range Safety Specialist, Fire Desk Operators, and Scheduler positions to? With this contract being Firm Fixed Price (FFP) and an SCA incorporated contract for positions in HI, will the Government provide a seniority list to offerors so that we can appropriately price the current positions? The government notes a 1,960 productive hours year by FTE, does this take into account the current seniority list of current SCA covered personnel?
Answer: This is not a follow on contract. FAR 52.222-42 denotes the following seniority:
Range Safety Specialists/Inspectors GS07-11 Fire Desk Operators/Range Controllers GS09-11 Schedulers GS07-09 The FTE hours are based on the required staffing requirement. There are no incumbents filling this position.
21. Is there current contractor staff in place filling all of the identified positions in Attachment 1 – Base Contract according to the Quantities and Labor Categories identified? If not, what are the current staffing levels of incumbent personnel by labor category?
Answer: There is no incumbent contract. This is a new requirement to support new RCF positions.
22. Does the contracting office have a preferred stateside (US) location to issue CAC Cards prior to sending personnel to OCONUS Locations?
Answer: The CAC issuing facility will be at each of the installations overseas. In processing instructions will be provided after award. For background check, the prospective CTR must, at individual or corporate expense, be fingerprinted by an approved Secure Web Fingerprint Transaction (SWFT) fingerprinting entity. (approved providers can be found here: https://psa.dmdc.osd.mil/psawebdocs/docPage.jsp?p=SWFT.)
23. For travel, there is no guidance in the solicitation. Due to the unknown airfare and travel costs for personnel over the next 5 years, will the USG provide a plug number for travel as a cost reimbursable line item for the offeror to use in Attachment 2 “Pricing Worksheet”.
Answer: There is no travel reimbursement in this contract, to include employee relocation travel and in the local commuting area.
24. Section L.3, Proposal Content, states the factors in the following order: Volume I-Factor 1: Technical Approach, Volume II - Factor 2: Price and Volume II-Factor 3: Past Performance. However, Section M.2 states the factors in the following order: Factor 1-Technical Approach, Factor 2-Past Performance and Factor 3-Price. Please clarify the factor number discrepancy between the Instructions and the Evaluation Criteria and indicate which factor numbers to be used on the proposal response.
Answer: There is no meaning to this order discrepancy. Solicitation amended to match Section L order: Technical, price, past performance
25. Will the Government provide a copy of the Exhibits (CDRLs) listed on page 69?
Answer: Yes
26. There was no font size identified for tables within the proposal. Will the Government consider a 9 or 10 point font size for items within a table?
Answer: Font size no less than 10
27. Will the Government accept a smaller font size in the headers/footers? Offeror proposes a 9 point font size for headers/footers.
Answer: Smaller header font size of 9 is permissible
28. Section 2.4.6 Key Personnel Requirements states "Key Personnel" are "those persons whose resumes were submitted for evaluation of the proposal and are listed in paragraph 2(c) below." We are unable to locate paragraph 2(c). Please Clarify
Answer: Solicitation paragraph 2.4.6 amended to:
2.4.6 Key Personnel Requirements. Certain experienced, professional and/or technical personnel are essential for successful accomplishment of the work to be performed under this contract. These Key personnel are the RCF Operations Services – Fire Desk and the RCF Range Safety Services described in paragraphs 5.2. and 5.4. The contractor agrees that such personnel shall not be removed from the contract work or replaced without compliance with the following:
