PERFORMANCE WORK STATEMENT

Performance Work Statement (PWS) Plans & Data Support

Vision Statement

1 Introduction The United States Marine Corps Support Facility Blount Island (MCSF-BI) and Blount Island Command (BICmd) are located on Blount Island in Jacksonville, Duval County, Florida. Although the island originally consisted of a series of small natural islands near the mouth of the St Johns River, it is now primarily an artificial feature that was created from dredge spoil between 1930 and 1975. MCSF-BI sits on the eastern half of the island and encompasses approximately 900 acres. MCSF-BI is ten miles north east of Jacksonville's central business district and seven miles west of the Atlantic Ocean. Adjacent to a federally maintained state and local deep-water shipping channel, the island has direct unobstructed access to the ocean.

Blount Island Command is the Marine Corps Logistics Command's agency for managing Marine Corps prepositioning programs. As such, it plans, coordinates, and executes the logistics efforts in support of the Maritime Prepositioning Ships (MPS) program and the Marine Corps Prepositioning Program-Norway

(MCPP-N).

The MPS program consists of two squadrons of Maritime Prepositioning Ships (MPS). Each squadron is comprised of a Marine Air Ground Task Force (MAGTF), a Navy Support Element (NSE), and seven (7) MPS ships. When called upon by the National Command Authority to execute a mission, one or more of the MAGTFs along with their respective NSEs, equipment and supplies, fly to the area of impending operations. At their destination, these personnel marry up with their respective MPS squadron for the initial build-up of forces ashore. This normally can be accomplished within a 10-day period.

The MPS fleet currently consists of 14 ships, which are strategically located around the world. Each squadron is designed to sustain an MAGTF of approximately 15,000 personnel for a period of 30 days of combat. In a short time frame, the MPS can support expeditionary forces anywhere in the world.

1.1 Mission

Provide Prepositioning Programs and operational logistics support to Marine Corps and DoD forces to enable them to rapidly and successfully conduct and quickly recover from assigned missions across the full spectrum of expeditionary warfare and anti-terrorist operations.

1.2 Background

The Marine Corps Maritime Prepositioning Force (MPF) and Marine Corps Prepositioning Program- Norway (MCPP-N) have been operationally invaluable in supporting our nations interests across the world.

These two unique programs provide the essential elements needed to support and execute crisis response, global reach, and forward presence. The Marine Corps Prepositioning Programs (MCPP) enable the rapid deployment of MAGTFs and/or augment individual Marine units forward deployed. These forces are uniquely capable of strengthening alliances, securing strategic access, and defeating hostile adversaries.

MPF and MCPP-N are keystones in the Marine Corps capability for setting the conditions for national security. The prepositioning of equipment and supplies to support MAGTFs of all sizes up to and including a Marine Expeditionary Brigade (MEB), capable of executing missions across the Range of Military Operations (ROMO), enables Marine forces to fulfill their role and responsibility as our nations force in readiness in a time of crisis. Our prepositioning programs will continue to enable operations across the Joint Operational Continuum including shaping, deterrence, seizing the initiative, domination, stabilization, and enabling of civilian authorities. When combined with the forces and their equipment arriving in the fly or flow-in echelon (FIE), prepositioning programs provide forward deployed equipment and supplies needed to sustain up to a MEB-sized MAGTF for 30 days of operations; thus reducing total strategic lift requirements.

The MCPP consist of both afloat and ashore capabilities. Both the afloat and ashore programs are managed out of the Continental United States (CONUS) at MCSF-BI, Jacksonville, Florida.

The Marine Corps afloat program is made up of Navy owned vessels divided into two squadrons, MPSRON-2 located in Diego Garcia and MPSRON-3, located in Guam and Saipan. The ships cycle through BICmd in Jacksonville Florida every 36 months to be reset with a modernized load. Each of the squadrons combined with an FIE, carry equipment and supplies to support a Marine Expeditionary Brigade (MEB) sized Marine Air Ground Task Force (MAGTF) for up to 30 Days. The equipment includes M1A1 Abrams tanks, Amphibious Assault Vehicles (AAV), Light Armored Vehicles (LAV), artillery, both ground and aviation ammunition, rations, medical supplies and fuel.

The Marine Corps ashore prepositioning program, MCPP-N is located in the Kingdom of Norway.

Equipment and supplies are prepositioned and maintained in six caves, three (3) of which are climate controlled for the storage of all classes of supply (less Class V) and three (3) specifically intended for the storage of ammunition. MCPP-N is equipped to support three (3) types of MAGTF; 1) a crisis response capable MAGTF (approx. 5000 pax) built around a Marine Infantry Battalion (REIN), 2) three (3) Theater Security Corporation (TSC) MAGTFs, each built around a Rifle Company, and 3) augmenting up to and including a MEB which also requires closing MPF or amphibious ships. Equipment and supplies making up this program has and continues to support all Geographic Combatant Commanders (GCC) around the world but due to its geographical location, has assets required specifically to operate in the EUCOM region with NATO forces.

Whether it's the in-depth analysis of requirements coupled by the disciplined task of assigning the exact location of the placement of each piece of equipment onto the proper spaces and decks aboard each ship or review of forces and equipment making up MCPP-N, BICmd along with its contractor personnel, are key components to the accomplishment of these tasks.

As mentioned above, the squadron's ships cycle through Jacksonville, Florida to conduct what is known as the MPF Maintenance Cycle (MMC). The process required to properly plan for the execution of the MMC is an 18-24 month deliberate effort that begins with guidance produced by Headquarters Marine Corps (HQMC) Plans Policies and Operations (PP&O), followed by Planning Parameters and Factors provided by Headquarters Marine Corps (HQMC) Installations and Logistics (I&L) then lastly, operational or tactical guidance from the MARFORs or MEF Commanders. Myriad tailoring, equipment fielding and load planning conferences take place in order to ensure the required information necessary to build the required plans in support of the MMC is known.

The responsibility for development and review of the multitude of plans required to execute the MMC falls under the government's Plans Management Branch, Operations Division, BICmd. The government Plans Management Branch is responsible for reviewing the plans and ensuring the accuracy and adequacy of all ship spread loading documents and plans have been developed in a manner that provides detailed information required to properly mark, configure and load prepositioned assets in order to facilitate force stand up should the need arise.

The Plans Management Branch will provide the required information and documentation to the Plans and Data Support (P&DS) Contractor to facilitate the development of the various ship's plans. The development of the ships planning documents is an iterative and evolving process due to the potential for changes in defense strategies and global situations, therefore the planning process requires close coordination between the government Plans Management Branch and the P&DS Contractor.

The Norway Prepositioning Management Office (NPMO) also located at Blount Island is responsible for the accountability and readiness of the ground material and equipment located in the caves in Norway.

MCPP-N serves multiple activities and capable of global support to all Combatant Commanders (GCC) but regionally focused in support of the EUCOM AOR due to its location. Due to its accessibility, equipment and supplies are both tailorable and scalable which supports selective withdrawal and is ideal in support of lower spectrum operations. Logistics services conducted in Norway are performed by Norwegian Ministry of Defense (MOD) personnel. The Contractor shall support tailoring when requested and will provide many of the same reference tables and expertise as they do when supporting MPF Tailoring.

1.3 Scope

The Plans and Data Support (P&DS) contract provides the full range and depth of logistics services and software systems support, for the MCPP which includes the MPF Program and the MCPP-N. In addition to prepositioning support, this contract provides operational logistics support to engaged Marine Corps and Department of Defense (DoD) operating forces. This support shall enable the operating forces to rapidly and successfully conduct Arrival & Assembly (A&A) operations and when required support to Reconstitution efforts upon completion on assigned missions.

2 General Requirements The Contractor shall provide services and products in support of the seven major areas: Marine Corps Prepositioning Programs Tailoring, MPF Maintenance Cycle Planning Support, Operations and Exercise Support, Data Management, Information Systems Support, Automated Identification Technology Support, Programming Support and Software Interface Maintenance. The Contractor shall provide other services as required by this Performance Work Statement (PWS). The successful offeror will provide a detailed transition plan that describes how they will execute a transfer from the existing to the new contract without interruption or degradation of services.

Prepositioning Objective (PO) Tailoring. Tailoring the MPF and MCPP-N PO involves myriad sequential and concurrent tasks which will ensure the most capable equipment and supplies are prepositioned.

Tailoring is the process of refining the MEB force structure that is used to extract a PO. During the tailoring process, both Marine and Navy planners must ensure equipment and supplies designated to be prepositioned forward aboard the MPF or in the caves of Norway meet the Commandant of the Marine Corps' (CMC) intent, the criteria as outlined in MCO 3000.17_ and fit aboard each MPSRON and within the storage facilities in Norway.

Tailoring is an iterative process by which the PO is refined in a coordinated effort by Marine Corps and Navy, facilitated and integrated by HQMC (I&L). The objective of tailoring is to review, revise, and approve a PO for the equipment and supplies to be assigned to the MPF and MCPP-N programs in order to ensure prepositioned equipment and supplies support the current requirements of the Marine Corps.

Components of MPF. Includes designated equipment and supplies from the Marine Expeditionary Brigade Table of Equipment (MEB T/E), the Expeditionary Airfield (EAF), Naval Support Element (NSE), Navy Construction Element (NCE), and Expeditionary Medical Facilities (EMF), Aviation Ground Support Equipment (AGSE), Starter Stocks / Sustainment and ammunition capabilities loaded aboard each

MPSRON.

Components of MCPP-N. Includes designated equipment and supplies from the Marine Expeditionary Brigade Table of Equipment (MEB T/E), Aviation Ground Support Equipment (AGSE), Starter Stocks / Sustainment and ammunition capabilities loaded within the caves in Norway and the two airfields Oerland and Vaernes Air Station.

Tailoring Phase. Tailoring ensures interoperability across MPSRONs and MCPP-N and provides the operating forces the opportunity to influence MPF and MCPP-N planning and inventory changes. The MPF program and MCPP-N are dynamic programs with Force List (F/L) and the associated Equipment Density List (EDL) changes occurring commensurate with changes in the Navy and Marine Corps operating forces capabilities and structure. Marine Corps Bulletin (MCBul) 3501 defines the notional MPF MEB.

MPF Maintenance Cycle (MMC) Planning Support. Currently, the MMC is a 36-month event where ships from MPSRON-2 and MPSRON-3 cycle through BICmd on an alternating basis. A ships MMC is a very complex, labor intensive, fast pace event that involves a multitude of organizations, making planning and communication vital to its success. The key elements to this process are the MMC squadron and ships plans, which are developed by the P&DS Contractor.
