8. L–4.8 COST FACTOR REQUIREMENTS (VOLUME III)

The offeror shall provide a total estimated cost for completion of all of the tasks and responsibilities associated with Contract Line Items (CLINs) 0001, 1001, 2001, 3001, and

4001. The total estimated cost shall include the total estimated direct cost + fringe + all indirect rates + fixed fee.

Failure to provide a total estimated cost for CLINs 0001, 1001, 2001, 3001, and 4001 shall render your proposal as unresponsive.

The offeror shall not provide a price for any CLIN or SUBCLIN with a Government pre-established Not-to-Exceed amount unless its proposed cost exceeds the Not To Exceed amount. CLINs associated with Travel/ODCs, Materials, and Military Exercise Support have pre-established Not-To-Exceed amounts that are based upon historical and contract precedent. NOTE: All surge work in support of performance under CLINs 0001, 1001, 2001, 3001, and 4001 is pre-established as a Not-to-Exceed Amount by the Government and the offeror shall not provide a separate cost.

L-4.8.1 The Offeror shall agree to hold its proposed cost in its offer firm for 180 calendar days from the date specified for receipt of offers, unless another time period is specified in the Request For Proposal.

L-4.8.2 The offeror shall submit the following detailed information to support its proposed cost as applicable:

(a) Direct Contract Labor: Breakdown of direct contract labor cost by named person or labor category including number of labor-hours and current actual average hourly rates based on a work year of 2,080 hours. The breakdown of contract labor cost shall be made in accordance with an applicable work breakdown structure and executing performance deliverables, i.e. squadron and ship plans. Indicate whether current rates or escalated rates are used. If escalation is included, state the degree (percent) and methodology. Direct labor or levels of effort are to be identified as labor-hours and not as a percentage of an individual's time. Indicate fringe benefit rate, if separate from indirect cost rate.

*(b) Other Direct Costs: The amount proposed for duplication/reproduction, meetings and conferences, postage, communication and any other applicable items. Travel, subsistence and local transportation shall be supported with a breakdown which includes:

number of trips anticipated, cost-per-trip-per-person, destination(s) proposed, number of person(s) scheduled for travel, mode of transportation, and mileage allowances if privately-owned vehicles will be used.

*(c) Materials: Cost breakdown of materials or equipment must be supported with the methodology used and vendor quotations supplied as applicable.

(d) Consultants: If consultants are proposed, state the amount of service estimated to be required and the consultant’s quoted daily or hourly rate. Include

Consulting Agreements entered into between consultant(s) and the offeror, or invoices submitted by consultant(s) for similar services previously provided to the offeror.

(e) Subcontracts: If proposed, cost information for each subcontractor shall be furnished in the same format and level of detail as prescribed for the prime offeror.

Additionally, the offeror shall submit the following information:

(1) A description of the items/services to be furnished by the subcontractor;

(2) Identification of the proposed subcontractor and an explanation of why and how the proposed subcontractor was selected including the extent of competition obtained;

(3) The proposed subcontract price, the offeror's cost or price analysis thereof, and performance/delivery schedule, and;

(4) Identification of the type of subcontract to be used.

(f) Indirect Rates: The offeror shall identify in its proposal the specific method used to calculate its indirect cost rate and the type of indirect rate(s) that it proposes to use under the resultant contract. The offeror is to describe the specific method in sufficient detail so that the Government can understand how the ratio between the total indirect expenses and the direct cost base was determined. The offeror shall also provide all known and projected indirect rates that will be used on the resultant contract, (inclusive of providing all established prevailing indirect rates for contracts of similar scope and magnitude; prevailing applicable provisional indirect rates that will be used for the contract during the first and subsequent years of the contract; projected provisional indirect rates that the Government could expect to pay during the life of the contract; and the estimated maximum indirect rates that the Government could expect to pay at the end of five years under this contract). Offerors lacking Government-approved indirect cost rates shall provide detailed background data indicating the cost elements included in the applicable pool and a statement that such treatment is in accordance with the company's established accounting practice. Offerors with established rate agreements with federal cognizant agencies shall submit one copy of such agreement for contracts of similar scope and complexity in order to be considered responsive.

(g) Fixed Fee. Offerors shall complete a DD Form 1547, Weighted Guidelines, for each period of performance to formulate and submit its proposed fixed fee for evaluation.

Each offeror’s price proposal shall include a total of five (5) completed DD Form 1547s for the Government’s evaluation – representative of each period of performance. Offerors are required to refer to FAR Part 15.404-4 for the limitation on fees paid on cost plus fixed fee contracts. Offerors are required to utilize the instructions contained in DFARS 215.404-71 for completion of the DD Form 1547, Weighted Guidelines. Not-To-Exceed amounts established in the Request For Proposal for surge requirements, travel, military exercises, and materials are to be transferred onto the DD Form 1547 Weighted Guidelines form in order for the offeror to establish total direct costs and for the Government to evaluate all proposed costs.

(h) Objective documentation of offeror having a DCAA-compliant accounting system that would support Cost Type contracts.

*- denotes providing only if your estimated costs exceed the Government’s Not to Exceed

Amount.

ATTACHMENT 2: SECTION M – EVALUATION FACTORS FOR AWARD

M.1 BASIS FOR AWARD

M.1.1 AWARD SELECTION: The Offeror whose offer conforms to the requirements of the Request

For Proposal (RFP) and provide the best value to the Government will be selected for award. The best value is defined as the proposal that present the most advantageous solution to the Government, based on the evaluation of technical non-cost factors, past performance, and cost/price as specified in the RFP. The best value approach provides the opportunity for technical cost/price trade-offs and does not require that award be made to either the Offeror submitting the highest rated proposal or the Offeror submitting the lowest price, although the ultimate award may be to either one of those Offerors.

In evaluating the proposals, the Government may conduct written or oral communications with any and/or all Offerors, and may reduce the Offerors participating in the competition to only those Offerors most likely to receive award. Additionally, the Government reserves the right to conduct discussions and negotiations with any individual competing Offeror, or all competing Offerors, as the situation warrants.

Discussions with one or more Offeror do not require discussions with all Offerors.

If at any point during the evaluation of Offerors, should the Government conclude based on information submitted by an Offeror, that the Offeror does not have a reasonable chance of receiving this award, that

Offeror will be rendered no longer eligible for award and eliminated from further consideration. Any

Offeror eliminated from further consideration will be notified officially in writing.

The Government reserves the right not to make an award if such action is in its best interest.

Offerors are cautioned not to minimize the importance of a detailed adequate response to all evaluation factors.

M.1.2 ORDER OF IMPORTANCE: The basis of the award will be made against the evaluation factors contained in Section M and the Government’s characterization of the risk involved in making an award to an Offeror. All factors will be considered in the evaluation for award. The following evaluation factors are listed in descending order of importance. Technical Approach/Methodology is the most important factor, followed by Business and Management Approach, and then followed by Past

Performance. The combination of the…
