Draft PWS, Section 1.1, Background
1.1 P. 3 Q1: The background statement list a multitude of locations for operation and support for this work, to include Jacksonville, FL, Norway, and other locations. Can the Government provide a list of all locations that the successful bidder will be required to staff and to what level at each location?
Answer: Jacksonville, FL is the only location for performance of this contract. Contractors shall be required to deploy OCONUS as required by the government in support of military exercises.

4.
General Question from Industry Day
Q4: Will the Government consider publishing the attendee list from Industry Day?
Answer: The attendee list has been published in Federal Business opportunities.
5.
Q5: The Government stated during Industry Day that the evaluation will have an Oral Presentation component. Can the Government give details about the time and page limits of the presentation, the rough content, and any constraints about who the presenters need to be for this event?
Answer: The Government will allow 2 hours per contractor oral presentation. The specifics will be set forth in the resultant solicitation. The Government will not dictate required presenters for the company. The Government has tentatively reserved August 4 – 17 to conduct oral presentations.
6.
Q6: The previous solicitation had a significant key personnel requirement.
Can the Government provide which positions on the contract, if any, will be subject to a key personnel requirement? Also, if any key personnel positions are named, can the Government provide details as to what will be required for submission (resume, letter of commitment, etc.)?
Answer: With respect to the identification of key personnel, the RFP will require offerors to identify and propose the key positions and individuals considered essential for their successful performance. As this will be a performance based contract, the number and exact function of key personnel will be left to each individual offeror. The RFP will state that key personnel positions should include, at a minimum, the Program Manager and/or individual(s) responsible for the overall contract execution and performance. Offerors shall be required to submit a resume for each proposed key person to demonstrate the extent of the individual's relevant experience and qualifications. Offerors are also required to demonstrate the availability of their proposed key personnel for a 1 Jan 2016 contract start date by submitting letters of commitment. The proposed key personnel from the successful offeror will be incorporated into the terms and conditions of the resultant contract.
7.
Q7: As the Government has signaled that this procurement is to be unrestricted and not on a specific contract vehicle, can the Government provide details concerning their desires for small business participation?
Answer: The extent of small business consideration and/or participation will be an evaluation factor. As this is an Unrestricted procurement, there is a HubZone Price Evaluation factor.
8.
Q8: Can the Government provide a list, by position, of what clearances and certifications will be necessary?
Answer: All contract personnel are required to be eligible to obtain a security clearance at the Secret level, as well as comply with Department of Defense Cyber Security Workforce Certification requirements in accordance with, but not limited to DoD Instruction 8570.
9.
Q9: What level of information assurance and certification and accreditation support is necessary to keep the systems within compliance? Can the Government provide the current C&A status of any systems that this contract is responsible for maintaining?
Answer: Existing applications and enabling capabilities require support for compliance with security technical implementation guides (STIG), as well as maintenance and compliance with established cyber security configurations stipulated in the Authority to Operate and Authority to Connect (ATO/ATC) documentation. All applications and enabling capabilities are fully accredited, and hold a current ATO/ATC.
