Plans & Data Contract Requirements Plans The Contractor utilizes government-owned Information Management Systems, data bases, and software systems to develop, manage, and change squadron/ships plans and to conduct analysis of those plans as directed.
Data The Contractor utilizes government-owned Information Management Systems, data bases, and software systems to review, download, manage, store, and modify MPS planning related data as applicable.
Plans & Data Contract Requirements MPF Maintenance Cycle (MMC) – The MMC is a spans over a 36-Month period where each of the 12 MPS cycle through to conduct maintenance and supply regeneration, reconstitution, and embarkation operation, focused on the combat readiness of the MPE/S and ships.
Tailoring. The process of bringing program stakeholders together during multiple events, conducted over an extended period of time, to determine the future equipment and supplies that will be prepositioned on MPF ships or MCPP-N storage facilities. Tailoring reviews program guidance, identifies operational requirements, reviews on-hand and projected inventories, develops options for loading/storing and configuring the equipment and supplies, and ultimately determines a PO that is executable within the constraints of the prepositioning programs.
Prepositioning Objective (PO). A list of type and quantity of equipment and supplies to be prepositioned with the MPF and MCPP-N programs. The PO is developed throughout Tailoring as a planned objective. The PO is approved once published in the NAVMC 2907.
Plans & Data Contract Requirements Prepositioning Objective Tailoring: Tailoring is the process of refining the force structure that is used to extract a Prepositioning Objective (PO).
Participate/Support Tailoring Activities Attend conferences and working groups Document and record information Gather and maintain messages and other official documentation related to tailoring or the MMC Provide historical documentation Develop plans from tailoring actions MPF MMC Planning Support Provide and maintain squadron level plans Provide and maintain ship level plans Operations and Exercise Support Provide support world wide as directed by the KO and COR Provide support to Technical Assistance & Advisory Teams Provide RFID and iPRIME support for exercises and operations

Plans & Data Contract Requirements The plans listed on the previous slide provides the required information necessary to execute related maintenance and supply actions for designated prepositioned equipment & supplies for the MPS conducting the MMC. The accuracy of these plans are a critical element of the process and ensures prepositioned equipment is properly associated, configured and loaded in the manner intended.
As equipment and supplies are inspected, configured and loaded, data is placed into the 87+ fields of MDSSII in a manner that provides the necessary information to execute an offload, throughput, distribute, and if required, account for, prepositioned equipment and supplies to the Operating Forces.
Plans & Data Contract Requirements HQMC I&L conducts a series of Operational Planning Teams (OPTs), Tailoring Working Groups (TWG), and conferences to synchronize the various program, enterprise, and operating forces requirements that spans over approximately 18 months. The resulting product is an executable plan for prepositioning program optimization that supports enterprise strategies and operational requirements. During this period the contractor supports this process by spreadloading modules, equipment and supplies in a manner that meets HQMC Guidance and meets the operational needs of the forces. This support includes conducting assessments and COA development in addition to the development of the plans mentioned previously. The accuracy of the information provided to the government during this phase is key to the success of executing the MMC
