Performance Work Statement (PWS) / Statement of Work (SOW) Building 8 Window Tinting Marine Barracks Washington (MBW)

1. Background The mission of Marine Barracks Washington (MBW) is to provide strategic support through ceremonial commitment and operational assistance to the Commandant of the Marine Corps, Military District Washington and Camp David.

Friday Evening Parades are performed for VIPs and guests throughout each summer with attendance throughout each season impacting upwards of over 60,000 people annually. Central to the backdrop of the parade deck is Building 8. This building has been recently renovated with a completely new set of windows. For the evening parades, guests take countless numbers of photos which reflect off the west-facing windows. Additionally, there are multiple bathrooms and locker rooms with windows.

2. Scope The contractor is tasked with applying tinting/glazing to select windows. Glare reduction tinting is to be used for the west-facing windows. Privacy tinting is to be used for bathrooms and locker rooms. All window tinting is to be designed for significant ultra-violet light reduction to reduce heating and therefore energy usage by lowering the overall demand on air conditioning for the facility.

3. Performance Requirements

3.1. Tasks: The Contractor shall, using industry standard techniques:

3.1.1. Install 3M Dusted Crystal window tinting on:

3.1.1.1. only pane of (1) window annotated as type H on east side.

3.1.1.2. only pane of (9) windows annotated as type K on east side.

3.1.1.3. only pane of (11) windows annotated as type J on east side.

3.1.1.4. only pane of (6) windows annotated as type L on east side.

3.1.1.5. both panes of (29) windows annotated as type C2/C2A on east side.

3.1.1.6. both panes of (20) windows annotated as type D2/D2A on east side.

3.1.1.7. both panes of (4) windows annotated as type F2 on east side.

3.1.1.8. both panes of (2) windows annotated as type E2 on east side.

3.1.1.9. both panes of (3) windows annotated as type F2 on south side.

3.1.1.10. both panes of (4) windows annotated as type F1 on west side.

3.1.2. Install 3M Prestige Exterior 20 window tinting on:

3.1.2.1. both panes of (37) windows annotated as type A1 on west side.

3.1.2.2. both panes of (6) windows annotated as type A2/A2A on west side.

3.1.2.3. both panes of (5) windows annotated as type B1 on west side.

3.1.2.4. both panes of (4) windows annotated as type E1 on west side.

3.1.2.5. both panes of (3) windows annotated as type G1 on west side.

4. Applicable Information and/or Documents

4.5. Delivery Address:

4.6. Hours of Operation:

On-site services must be performed during normal working hours in coordination with the TPOC, 7:30AM – 3:00PM, Monday – Friday, except U.S. Federal Holidays.

Visit Federal Holidays (opm.gov) to view the applicable listing of U.S. Federal Holidays.

4.7. Contractor Personnel / Qualifications:

4.8. Travel:

The Government intends to award a Firm-Fixed Price (FFP) contract type. The Contractor is responsible for all travel/per diem related expenses required to perform this contract. Any anticipated travel costs in the performance of this contract shall be included as part of the quoted rate(s). Any travel matters associated with the performance of this contract are the sole responsibility of the Contractor. The Government shall not have any financial responsibility other than paying for the FFP on each line item.

4.9. Security Requirements:

Contractor shall obtain base access via MBW Physical Security. Access shall be coordinated via the TPOC listed in paragraph 4.1 above. To obtain base access clearance, each contractor must:

1. Complete pre-enrollment via the Defense Biometric Identification System (DBIDS) at:

2. Print a copy of the pre-enrollment form and complete the SECNAV Form 5512/1 found at:

3. Bring the two forms and a Real ID or passport to MBW. TPOC will escort contractors to the Physical Security office to complete the credentialing process which will either result in a daily paper-pass or a DBIDS credential.
