Performance Work Statement (PWS) / Statement of Work (SOW) Building 8 Window Tinting
Marine Barracks Washington (MBW) Background
The mission of Marine Barracks Washington (MBW) is to provide strategic support through ceremonial commitment and operational assistance to the Commandant of the Marine Corps, Military District Washington and Camp David.
Friday Evening Parades are performed for VIPs and guests throughout each summer with attendance throughout each season impacting upwards of over 60,000 people annually. Central to the backdrop of the parade deck is Building 8. This building has been recently renovated with a completely new set of windows. For the evening parades, guests take countless numbers of photos which reflect off the west-facing windows. Additionally, there are multiple bathrooms and locker rooms with windows.
Scope The contractor is tasked with applying tinting/glazing to select windows. Glare reduction tinting is to be used for the west-facing windows. Privacy tinting is to be used for bathrooms and locker rooms. All window tinting is to be designed for significant ultra-violet light reduction to reduce heating and therefore energy usage by lowering the overall demand on air conditioning for the facility.
Performance Requirements
3.1. Tasks: The Contractor shall, using industry standard techniques:
3.1.1. Install 3M Dusted Crystal window tinting on:
3.1.1.1. the upper half of (27) windows annotated as type C2 on east side.
3.1.1.2. the upper half of (19) windows annotated as type D2 on east side.
3.1.1.3. both panes of (4) windows annotated as type F2 on east side.
3.1.1.4. both panes of (3) windows annotated as type F2 on south side.
3.1.1.5. both panes of (4) windows annotated as type F1 on west side.
3.1.2. Install 3M Mirror Privacy window tinting on:
3.1.2.1. the lower half of (27) windows annotated as type C2 on east side.
3.1.2.2. the lower half of (19) windows annotated as type D2 on east side.
3.1.2.3. both panes of (2) windows annotated as type E2 on east side.
3.1.3. Install 3M Prestige 20 window tinting on:
3.1.3.1. both panes of (37) windows annotated as type A1 on west side.

4.8. Travel:
The Government intends to award a Firm-Fixed Price (FFP) contract type. The Contractor is responsible for all travel/per diem related expenses required to perform this contract. Any anticipated travel costs in the performance of this contract shall be included as part of the quoted rate(s). Any travel matters associated with the performance of this contract are the sole responsibility of the Contractor. The Government shall not have any financial responsibility other than paying for the FFP on each line item.
4.9. Security Requirements:
Contractor shall obtain base access via MBW Physical Security. Access shall be coordinated via the TPOC listed in paragraph 4.1 above. To obtain base access clearance, each contractor must:
1. Complete pre-enrollment via the Defense Biometric Identification System (DBIDS) at:

3. Bring the two forms and a Real ID or passport to MBW. TPOC will escort contractors to the
Physical Security office to complete the credentialing process which will either result in a daily paper-pass or a DBIDS credential.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(1) The basis for award is BRAND NAME AND OTHER FACTORS per FAR 13.106-1(a)(2)
(2) Evaluation procedures per FAR 13.106-2(b) - All quotations will be reviewed to ensure conformance to all matters with respect to the solicitation. The quotations that conform to all matters with respect to the solicitation will be sorted from lowest to highest price and considered for award. The following factors shall be used to evaluate Quotes:
1. Conforming to all matters with respect to the solicitation. Quotations must clearly demonstrate the quoted supplies and services meet or exceed the Statement of Work; must specify delivery dates; and must meet all the terms and conditions of the solicitation.
2. Past Performance: The apparent successful, prospective contractor shall have satisfactory past performance. Past Performance shall be evaluated on Supplier Performance Risk System (SPRS) per DFARS 204.7603, scores rated at yellow or red will not be acceptable.
3. Price: Before making the award, the Contracting Officer will use the techniques FAR 13.106-3(a) to determine that the apparent successful, prospective awardee is quoting a fair and reasonable price.
4. BRAND NAME: Materials provided must be in accoradance with the brand name listed in solicitation
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.
