About this file
This document is a set of clarifications related to a federal contract opportunity for Social Media Analytics services for the U.S. Marine Corps Forces, Pacific (MARFORPAC) Communication Strategy and Operations (COMMSTRAT).
The key details are:
- The government is seeking a Commercial-Off-The-Shelf (COTS) web-based social media analytics and monitoring service, not a custom-developed solution.
- The service will be accessed remotely and does not require on-site support.
- The government prioritizes supporting English, Japanese, Filipino, Korean, Mandarin, Indonesian, Hindi, Thai, Vietnamese, and Russian languages.
- Translation capabilities are not currently required but may be needed in the future, especially for Humanitarian Assistance and Disaster Relief (HADR) missions.
- There is an incumbent contractor for this ongoing requirement, but additional details on the previous contract are not provided.
- Product samples are not required for this solicitation.

# Question Answer
F-2.1
1) is your organization looking for a SaaS, web-based product that is hosted on the Web? And could gain Onboarding, Training, and Support throughout the contract using video telecommunications like Zoom, Microsoft Teams, Google Meet, etc?, or, 2) is the expectation of your RFP that your selected SaaS Vendor employ someone to be On-site (on Base) assisting your team with its Social Media Management activities (beyond Onboarding/Training), or, 3) is there an expectation unlisted above.
PSC R708 Professional Services — Public Relations and Professional Communications Services - is utilized. We are not requesting SaaS. We are not expecting on-base support.
F-2.2 How much is the total award value of the current contract under similar scope of work with the USMC Regional Contracting Office Hawaii?
This requirement follows-on Purchase Order M0031819P0027.
F-2.3 What's the award value competitive range estimated by the COR office for the total of all CLIN's? We will not provide information on a competitive range.
F-2.4 Can we submit our past performance electronically VIA the COR office email address?
Please submit all additional documention to the POCs list on the solicitation.
F-2.5 The COR office responded in the Q&A on Jul 03, 2024 09:48 that all vendor past performance will be reviewed, lack of past performance will not count negatively against vendors when evaluating offers. Does it mean the past performance is not required for submission since it affects the evaluation proccess ?
If past performance exists, it will be reviewed. If past performance does not exist, the lack of past performance will not affect the evaluation process.
F-2.6 Is the government open to a custom-developed solution leveraging FedRAMP-cer fied technologies (e.g., AWS GovCloud), or is the government only considering Commercial Off-The-Shelf (COTS) solutions?
The government is only considering COTS solutions for this solicitation.
F-2.7 Is this solu on intended to be accessible via NIPRNet?
Yes, the Digital Engagement Team operates on MCEN NIPR systems and Program of Record imagery editing systems that are not connected to the MCEN. PoR editing systems are granted authority to operate on commercial internet.
F-2.8 If custom-developed solutions are acceptable, and this system is intended to be accessible via NIPRNet, does government intend to obtain an ATO for the developed-solution within the provided PoP?
N/A
F-2.9 Is there an incumbent on this task? If so, who is the incumbent? This requirement follows-on Purchase Order M0031819P0027.
F-2.10 Can government prioritize the list of common Indo-Pacific languages to be ingested by this solution (English, Japanese, Filipino (Tagalog), Korean, Thai, Mandarin, Indonesian, Hindi, Malay, Vietnamese, Bengali, Tamil, Burmese)?
There is no INDOPACOM or MARFORPAC documentation that prioritizes common languages in the AO, but, based on MAFORPAC priorities, English, Japanese, Filipino, Korean, Mandarine, Indonesian, Hindi, Thai, Vietnamese, and Russian should be prioritized.
F-2.11
Per the information in the Summary of changes (d) Product samples. "When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during pre-award testing." Should I include a sample of the social media reporting? If so, which sources would you like us to monitor?
No, product samples do not need to be included.
F-2.12 Is the service performed entirely remotely? Yes, there is no need for any in-person service.
F-2.13 1. Are you only looking for a web-based Tool or a Web-Based Tool and researchers? Only a web-based tool
F-2.14 2. If researchers are required, do they need to be language-qualified, and, if so, what languages are needed?
N/A
F-2.15
3. As translation is part of the task, will the products created and disseminated need to be in multiple languages?
This is not something our digital engagement team currently does, but it may be a requirement in the future information environment, especially during HADR missions and/or conflict. Currently, the primary use of translation capabilities is to translate publicly available information from media sources of our allies, partners, and competitors that can then be used for our own media assessments.
F-2.16
