Subject: Amendment 3 Request for Quote (RFQ)

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is a Request for Quote (RFQ) for Marine Corps University. The Contract includes FAR clause 52.217-7 Option for Increased Quantity-Separately Priced Line Item.

The Government intends to award a single contract as a result of this solicitation. This acquisition will be conducted in accordance with the format set forth under Federal Acquisition Regulation (FAR) part 12 and Part 13.5, as supplemented with additional information included in this notice. This acquisition is 100% women owned small business set-aside under NAICS code 611430 Professional and Management Development Training with a size standard of $15.0 million. This solicitation is issued under Request for Quote number M00264-25-Q-0073. Quotes shall be submitted electronically to Mrs. Genia Fouts, Contract Specialist at genia.fouts@usmc.mil, and Mr. Jeffrey A. Sisk, Sr., Contracting Officer at jeffrey.a.sisk@usmc.mil.

The closing date and time for quote submission is NLT 10:00 AM EST on 8 August 2025. Quotes received after this date and time will be considered non-responsive and will not be given further consideration.

52.212-1 ADDENDUM TO INSTRUCTIONS TO QUOTERS – COMMERCIAL ITEMS

1. Instructions, Conditions and Notices to Quoters

1.1 The Government intends to award a Firm-Fixed Price (FFP) Purchase Order for 360-Degree Leadership Reviews for one (1) base period Contract Line Item Numbers (CLIN) and optional CLINs under the authority of FAR 52.217- 7 “Option for Increased Quantity-Separately Price Line Item”. This order shall not exceed five (5) years. Each Quoter shall submit a quote that clearly and concisely describes and defines the Quoter's response to the requirements of this solicitation. Use of general or vague statements such as, "standard procedures will be used" will not satisfy this requirement. Unnecessary elaboration or presentations beyond that sufficient to present a complete and effective quote are not desired and may be construed as an indication of the Quoter's lack of understanding.

Elaborate artwork and expensive visual or other presentation aids are neither necessary nor desired.

1.2. Quoters must submit a quote and other information in strict accordance with these instructions. Failure to do so may result in the Quoter’s submission being determined as unacceptable and ineligible for award. Elimination of a Quoter is at the sole discretion of the Contracting Officer.

1.3 The contract award shall be made in accordance with the following information contained in FAR 52.212-1 ADDENDUM and FAR 52.212-2 ADDENDUM. Each Quoter must submit a quote including information pertaining to Technical Capabilities, Past Performance and Price. The Government will evaluate each Quoter's understanding of the contract and Performance Work Statement requirements, and each Quoter's ability to perform the work on the basis of its quote.

1.5 The Government reserves the right to incorporate all or part of the successful quote’s content into any contract awarded pursuant to this solicitation.
