EVALUATION – Commercial Products and Commercial Services.

Basis for Award

The Government intent is to make a single Firm Fixed Price order, to a Service-Disabled Veteran Owned Small

Business (SDVOSB), provided the quote conforms to this solicitation, is technically acceptable, and provides a fair market price utilizing the procedures in FAR Part 12, in conjunction with FAR Subpart 19.1406.

Therefore, quoters are cautioned that their initial quotes should contain their best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public mailto:anarosa.manavi@usmc.mil mailto:joy.hughes@usmc.mil mailto:anarosa.manavi@usmc.mil mailto:joy.hughes@usmc.mil interest; and may waive informalities and minor irregularities in quotes received. The Government reserves the right to award no contract at all, depending on the quality of offers submitted.

A mere statement that the quoter will meet the Government’s requirement is NOT sufficient.

Factor 2 – Pricing

The price quote should avoid ambiguities of inclusion, exclusion, or content. Quoters shall provide pricing for a period of the nine (9) month period.

The Government will evaluate Quoter’s quoted prices, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the services will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a comparison to the Independent Government Cost Estimate (IGCE) along with any other relevant price analysis techniques.

Reasonableness. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness takes into account the context of a given source selection, including current market conditions, general economic conditions, and other factors that affect the ability of a Quoter to perform the contract requirements. Normally, adequate price competition establishes a fair and reasonable price.

Completeness and Accuracy. The Government will review the pricing tables for completeness and accuracy. A determination will be made as to whether the Quoter properly completed the pricing tables. The Quoter’s quote will be checked for mathematical correctness to include the following:

1) Checking arithmetic in all computations; and

Accordingly, this will not have an adverse impact on the Offeror’s overall performance assessment.

In accordance with FAR 13.106-2(b)(3)(ii) and DFARS Subpart 204-.76, the Contracting Officer will consider the price, supplier an item risk assessment generated by the Supplier Performance Risk System (SPRS), if available, as part of the award decision.

Question #4 The RFP states: "It is highly recommended to paste the provisions in a separate Word document, complete the representation, and submit along with the quote in lieu of completing the representations in the SF 1449." Question:

Given that FAR 52.204-8(d) permits vendors to reference

SAM.gov for completed and current annual representations and certifications, could the Government please clarify whether submission of FAR 52.212-3 in hardcopy form is mandatory for compliance and evaluation purposes, or if referencing the vendor's current SAM.gov registration and certifications would satisfy the requirement? We respectfully request clarification on whether the term

“highly recommended” should be interpreted as a requirement or a non-binding suggestion, as this impacts compliance strategy and risk for offerors.

Question #5 “The apparent successful, prospective contractor shall have at minimum have neutral TO satisfactory past performance past performance demonstrating experience with Naval

Correspondence Training. … The Contracting Officer will consider the price, supplier and item risk assessment generated by the Supplier Performance Risk System

(SPRS), if available…” Question: If the offeror does not have an SPRS record, will this be treated as neutral for evaluation purposes?

If the Offeror does not possess an SPRS record, they will be deemed as “neutral” in terms of past performance.

Accordingly, this will not have an adverse impact on the

Offeror’s overall performance assessment

Factor 3: Past

Performance.

Question #6 “The apparent successful, prospective contractor shall have at minimum have neutral TO satisfactory past performance past performance demonstrating experience with Naval

Correspondence Training. … The Contracting Officer will consider the price, supplier and item risk assessment generated by the Supplier Performance Risk System

(SPRS), if available…” Question: Will the Government consider relevant instructional past performance that is not specific to Naval Correspondence, such as comparable government writing or policy-based training?

Yes, the Government would prefer past experience/performance of a vendor with Instructors that has taught Naval

Correspondence, but it will also accept comparable government writing or policy-based training.

52.212-2 Addendum

Question #7 “If … a scheduled onsite seminar at the Pentagon or Marine

Corps Base Quantico must be transitioned to a virtual format, the Contractor shall accommodate this change in delivery platform without any adjustment to the contract price.” Question: In the event that training is transitioned to a virtual format, can the Government clarify whether the contractor is still required to provide printed training materials to each participant at their individual location, and if so, will shipping costs be allowable?

If by chance a class needs to be switched from Onsite to

Virtual the vendor can submit the materials electronically to their Project Officer Liaison, and the Human Resources

Office will make sure that the participants receive the materials electronically.

PWS Section 8

Deliverables, paragraph 2

Question #8 “The Contractor shall provide appropriate documentation that substantiates their qualifications, experience, and instructional capabilities. These materials shall be made available to both the Government and seminar attendees as needed.” Question: Should offerors include instructor resumes and credentials as part of the quote submission, or will this documentation be required post-award?

Vendors are not required to include resumes. Instead, they must demonstrate relevant experience in delivering Naval

Correspondence Training or equivalent training within their capability statement.

PWS Section 14.5

Question #9 The solicitation states that technical compliance requires offerors to “clearly demonstrate” their ability to meet the solicitation requirements and the PWS, and that a mere statement of compliance is not sufficient. Section 14 of the

PWS outlines specific personnel qualifications and instructional capabilities required of the proposed instructor(s). Question: Given the 6-page proposal limit, can the Government please clarify whether offerors are required or encouraged to submit resumes or personnel qualification documentation as part of their technical submission, or whether a summary of qualifications within the narrative will suffice to demonstrate compliance with Section 14 of the PWS?

In accordance with the response to Question #8, Vendors are not required to include resumes. Instead, they must demonstrate relevant experience in delivering Naval

Correspondence Training or equivalent training within their capability statement.

52.212-1 Addendum

Tech Compliance (d)

Question #10 Section 14 of the PWS outlines specific personnel qualifications and instructional capabilities that appear material to the technical evaluation. Question: Can the

Government please clarify: 1) Are resumes or personnel qualification documentation required or encouraged as part of the technical response to demonstrate compliance with

PWS Section 14? 2) If resumes are submitted as attachments or appendices, will they count against the 6-page quote limit, or may they be provided separately and excluded from the page count?

In accordance with the response to Question #8, Vendors are not required to include resumes. Instead, they must demonstrate relevant experience in delivering Naval

Correspondence Training or equivalent training within their capability statement.
