(Please use the dropdown list and make a selection as applicable)Answer (To be provided by the Government as soon as possible after close of Question period.)
11.2 Proposal FormatUnderstanding that the body text should be formatted using 12-point font, Times New Roman, may offerors use 10-point font for graphics, tables, headers and footers?SolicitationYes, Offeror could use 10-point font for graphics, tables, headers, and footers. Please refer to 52.212-1 Section 1.2 for more information.
2Section SF 1449 - CONTINUATION SHEETThe CLIN structure on the Continuation Sheet does not provide for Option Period pricing. It appears that all contract periods (with the quantity being 60 months) are to be priced in one CLIN. Does the government intend for unit pricing to remain the same across all contract periods?SolicitationThe Offeror shall provide its proposed unit pricing and total firm fixed price using Attachment 2: Pricing Template. The CLIN structure on the Continuation Sheet is not required to be completed. However, if the offeror decides to fill the Continuation Sheet in SF 1449, it has to be the total price per tasks (no unit price included). The unit price in the contract can be different from each ordering period. It will be incorporated into the contract using the date from Attachment 2: Pricing Template tab called Deliverable Unit Price Matrix.
31.9 Volume 5 – Factor 5 – Price.1.9.1 States…"Data in the price volume must be consistent with that in Volume I."
Please clarify what data in Volume 1 this requirement refers to?PricingThe Government revised Section 1.9 and deleted this sentence. The Government intend to receive the pricing data that supports the level of resources proposed in the technical capability Volume 1. Please refer to Addendum 52.212-1 Section 1.9 for more information.
41.9 Volume 5 – Factor 5 – Price. The link provided in 1.9.6.3 (b) does not navigate to the 2021 Standard of Occupational Classifications. There is a "May 2021 National Occupational Employment and Wage Estimates" page. Is this the reference we should use to map to the proposed labor categories?PricingThe Government revised Section 1.9.6.3 and added the new link. Please refer to Section 1.9.6.3 for more information.
5PWS 5.4.2, and Attachment 2The actual hours of instruction required for each course are determined by each venue and are significantly greater than the hours listed in the RFP. Are the hours of instruction for the potential courses for evaluation purposes only to ensure a fair and reasonableness price when evaluating Factor 5?
Does the Government want offerors to propose actual hours (per the venue requirements vs the RFP) to perform the instruction required in 5.4.2? If the later, please provide an updated Attachment 2 that updates the discriminator column (C) in each tab.TechnicalThe hours listed in PWS Section 5.4.2 are the actual hours students will meet in class. The Government want the offerors to proposed their price rates based on the Attachment 2: Pricing Template. As a result, Attachment 2: Pricing Template remains unchanged as it reflects the hours students will meet in class.
6In part 5 of the RFP, 5.4 Task 4 and Attachment 2In part 5 of the RFP, 5.4 Task 4, each course lists the number of resident and non-resident and the number of hours of instruction for each course, either 12 or 14 hours. PWS Task Order #1 also lists the courses in the same fashion. However, there is no indication how many class sessions are involved. Can you clarify whether these are one hour, two hour, or three hour sessions and if they are weekly or some other interval between sessions?TechnicalEach venue has its own unique "class schedule" and it often changes from year to year. Typically, a twelve or fourteen-hour class has been divided into six or seven meetings of two hours, with either one or two meetings per week, dependent upon the venue. The number of meetings per week often changes each year. The two hours of "class time" has been consistent over the last four years.
