Subj: PREMEDITATED PERSONNEL PARACHUTING AND CARGO AIRDROP

EQUIPMENT AUTHORIZED FOR NAVY USE

1. Purpose. To provide policy and define procedures with regards to Premeditated Personnel Parachuting (P3) and Cargo Airdrop equipment Authorized for Navy Use (ANU). This revision transfers the complete list of ANU equipment from a hard copy document to a web based listing located on the PMS-NSW website (https://www.pmsnsw.org/). The PMS-NSW website requires a Common Access Card (CAC) to access the website. This revision also includes the addition of a new category IV for cargo airdrop equipment, and equipment approved since issuance of the previous edition, to include changes resulting from the P3 Integrated Product Team (IPT) ANU Screening meeting held on 8 Sep 10.

2. Cancellation. NAVSEAINST 13512.1L. This instruction is a complete revision and should be reviewed in its entirety.

3. Background. Reference (a) requires that the Program Executive Officer, Littoral and Mine Warfare (PEOLMW/PMS-NSW) prepare and publish P3 and Cargo Airdrop equipment ANU lists.

The complete list of ANU equipment is updated and maintained through the PMS-NSW web site (https://www.pmsnsw.org/).

4. Definition. ANU denotes selected available P3 equipment, tools, accessories, and system components that have undergone design safety reviews, test and evaluation, or both, to ensure parachutist safety and cargo airdrop survivability. The ANU process addresses four basic categories of equipment:

a. Category I. Parachutist life support equipment (e.g., parachutes, parachute components, harnesses, containers, oxygen breathing equipment, helmets (oxygen related), automatic opening/actuating devices, and altimeters) that is worn by, or otherwise attached to, the parachutist.

b. Category II. Non-life support equipment that is potentially hazardous to the parachutist (e.g., life vests/ preservers, equipment bags, and strobe lights).

c. Category III. (1) is available in a broad selection of acceptable candidates,

(2) the selection harbors no candidates that create a life-threatening hazard to a reasonably prudent Navy parachutist, and

(3) is carried by Navy parachutists in support of mission needs, e.g., a knife.

d. Category IV. Cargo Airdrop Equipment (e.g., cargo-type parachutes, airdrop containers, platforms, tie downs, and related items) that is designed to facilitate the premeditated delivery of supplies and equipment from aircraft in flight.

These items have been tested by Department of Defense (DoD), and are approved on specific aircraft.

5. Discussion

a. Category I and II P3 equipment will undergo a design safety assessment, test and evaluation, or both, as appropriate.

Replacement items will be reviewed by the Naval Air Warfare Center Weapons Division (NAVAIRWARCENWPNDIV), China Lake, CA to assure that they replicate the item being replaced in all significant areas affecting safety. Results will be forwarded to the Naval Safety Center (NAVSAFECEN) who will endorse the test results or assessments and forward them to PEOLMW/PMS-NSW.

b. Category IV Cargo Airdrop Equipment approved by DoD and included in TM 10-1670 (series), FM 4-20 (series) rigging manuals, Modification Instructions (MI), or official Army/Naval message traffic will be voted on at the annual ANU List screening meeting and automatically added to the ANU List during the next ANU List revision. For items requiring immediate approval, NAVAIRWARCENWPNDIV will send a letter to PEOLMW/PMS- NSW listing the items for approval. Items not approved by DoD shall undergo the same approval process as Category I and II P3 equipment in paragraph 5. a. above.

c. PEOLMW/PMS-NSW will review all test results, design studies, and documentation to determine acceptability and approve the equipment for use by Navy P3 commands. Where appropriate, Navy standard stock/part numbers and military specifications for equipment and components are listed in the ANU equipment lists on the PMS-NSW web site. Definitions to associated restriction/amplification notes for Categories I, II, III, and IV are also listed on the PMS-NSW website. These listings provide comprehensive source documents identifying authorized P3 equipment, except for those Category III items approved by individual Commanding Officers.

d. Support Equipment (SE) (i.e., tools, gauges, test chambers, test sets, sewing machines, etc.) is not listed in the ANU equipment lists on the PMS NSW web site. To maintain ANU equipment, U.S. Navy P3 activities shall adhere to Parachute packing, maintenance, tools, and modification requirements;

equipment limitations, personnel qualification and training requirements; the required technical and field manuals; and procure and use the SE stipulated in the current revision to the User’s Logistics Support Summary (ULSS), NAVSEA ULSS No.

1170417BB-781-D-O-U, and associated Maintenance Plans (MP) for P3 equipment.

e. Each P3 command is authorized to allow individual parachutist preference on Category III P3 equipment listed on the PMS-NSW web site. This ancillary equipment is a part of a parachutist’s standard complement for which operational needs will be the primary selection criteria. Final approval will be by the Commanding Officer consistent with command directives and mission requirements. The list of equipment in Category III is provided for information; it is not intended to be restrictive, except as specifically noted.

(1) In addition, Commanding Officers may grant approval to use other specific ancillary type equipment not listed in Category III. This approval should be based on sound, experienced judgment that the equipment would not endanger the parachutist and that it would enhance the support of mission requirements.

(2) Written documentation of the approval of such Category III equipment shall be maintained locally.

6. Scope. This instruction applies to all U.S. Navy commands and activities conducting premeditated personnel parachuting and/or cargo airdrop operations.

7. Policy

a. Unrestricted P3 equipment listed in the ANU equipment lists Categories I, II, III, and IV on the PMS-NSW web site may be procured and used by all U.S. Navy P3 activities.

b. Restricted P3 equipment listed in the ANU equipment lists Categories I, II, III, and IV on the PMS-NSW web site may be procured and used only by the specifically authorized U.S. Navy P3 activities. Other P3 activities, seeking to procure restricted P3 equipment not currently authorized for their use, must obtain permission from the Chief of Naval Operations (CNO N85) via their chain of command and PEOLMW/PMS-NSW. Approval may not require test and evaluation, and/or a safety assessment, RECORD OF CHANGES
