MULTI-MISSION PARACHUTE COURSE (MMPC)
PERFORMANCE WORK STATEMENT (PWS)
1. PROJECT TITLE: This PWS sets forth the work efforts required to provide training and technical support for the Multi-Mission Parachute Course hereafter referred to as the MMPC.
2. BACKGROUND: The MMPC trains Marines in Military Freefall (MFF) operations in compliance with
Marine Corps Orders (MCO) to safely meet the United States Marine Corps (USMC) Training Input requirements by Fiscal Year (FY).
3. SCOPE: The contractor shall perform all tasks required and delineated in this PWS to deliver the MMPC in the quantities specified in the contract. The contractor shall provide all materials, equipment, personnel, and facilities necessary to deliver the types and quantities of deliverables specified by the PWS. The Contracting
Officer Representative (COR), who will be collocated on site, shall monitor the contractor’s performance.
4. APPLICABLE DOCUMENTS: The following documents specified form a part of this PWS to the extent specified herein. The most recent revision of the referenced document at the time of contract shall be used by the contractor unless otherwise specified. In the event of conflict between the applicable documents and this
PWS, the PWS shall take precedence. All second tier and below references cited in mandatory compliance documents shall be considered as guidance only. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

5. PERFORMANCE REQUIREMENTS:
5.1 MMPC. The purpose of the MMPC is to train non-MFF qualified Marines in MFF techniques utilizing the USMC PS-2 in accordance with (IAW) the references listed in paragraph four (4) of this
PWS. The contractor shall conduct the MMPC IAW the approved Marine Corps MMPC POI. The prerequisites to attend the course are: Basic Airborne School Qualified, current Flight Physical, and current High-Altitude Physiological Screening (HAPS). The USMC reviews the POI every three (3) years through a Course Content Review Board (CCRB). POI updates can include but are not limited to the following: Course length, curriculum, and/or equipment. If for any reason the USMC updates the
POI, the Contracting Officer (KO)/COR shall notify the contractor via official correspondence within thirty (30) calendar days. The contractor shall then notify the KO and COR within thirty (30) calendar days whether or not they will be able to execute the updated POI under the terms and conditions of the contract or if the updated POI necessitates a change to the terms and conditions of the contract. In turn, the KO and COR and the contractor shall negotiate the most effective way to execute the updated POI.
5.2 Special Operations Forces Baseline Interoperable Standards (SOFBIS) Certification. The contractor and course must become certified by USSOCOM for meeting SOFBIS within the base period of the contract and maintain certification throughout the life of the contract. If the contractor or course loses certification, the contractor shall notify the KO and COR within five (5) business days via official correspondence with a plan of action to regain certification. The contractor shall regain certification within the current period of performance and notify the KO and COR within five (5) business days via official correspondence.
5.3 Personnel. The contractor shall provide and maintain qualified instructor staff pursuant to the requirements specified and as listed below. The contractor may require more personnel than listed to execute the MMPC POI.
5.3.1 Key Personnel and Qualifications.
5.3.1.1 General Manager. The contractor’s General Manager shall serve as the government’s primary point-of-contact for the MMPC. The General Manager shall be responsible for the quality and efficiency of the contract to include both technical issues and business processes. The General Manager shall assign tasking to contractor personnel, supervise on-going training efforts, and manage overall contract performance. This individual shall have the authority to commit the contractor’s organization and make decisions for the contractor’s organization in response to government issues, concerns, or problems. He/she shall have experience instructing civilian and military students in basic free fall techniques as an Accelerated Free Fall
Instructor (AFFI, see definition below).
5.3.1.2 Course Director. A Course Director is defined as a person who is knowledgeable of military, civilian parachuting equipment, and the PS-2 and airborne operations in both tactical and training environments. He/she shall have five (5) years of experience instructing civilian and military students in basic free fall techniques as an Accelerated Free Fall Instructor (AFFI, see definition below). He/she shall have demonstrated ability to manage an airborne training curriculum, to lead a training organization (10 or more people), and to effectively communicate, both orally and in writing with military and non-military personnel. Additionally, this person shall coordinate all aspects of the curriculum and curriculum support (aircraft, refueling, instructor training and certifications, instructor assignments, support vehicles, facility management, etc.). Each MMPC course requires one (1) Course Director.
5.3.1.3 Master Rigger. A Master Rigger is defined as a person who has successfully completed the FAA Master Rigger licensing process IAW FAAR Title 14 CFR: Part 91
(General Operations and Flight Rules); Part 105 (Parachute Operations) and AC-105-2D
(Sport Parachuting). The Master Rigger shall supervise all rigger duties to conduct the
MMPC courses. Each MMPC course requires one (1) Master Rigger.
5.3.1.4 Senior Rigger. A Senior Rigger is defined as a person who has successfully completed the FAA Senior Rigger licensing process IAW FAAR Title 14 CFR: Part 91
(General Operations and Flight Rules); Part 105 (Parachute Operations) and AC-105-
2D. Senior Riggers shall supervise all student parachute packing throughout the courses IAW, TM 13131-14&P/1.
5.3.1.5 Advanced Free Fall Instructor (AFFI) Staff. AFFI is defined as a person who has successfully completed United States Parachute Association (USPA) rating process IAW the Skydivers Information Manual and holds a current USPA AFFI rating. The contractor shall maintain a Student to Instructor Ratio as outlined in the MMPC POI.
5.3.1.5.1 The AFFI staff shall have a mix of prior MFF experience and civilian Free-Fall experience. Each MMPC course shall require a minimum of six (6) AFFIs having MFF experience. The staff component having MFF experience shall be defined as follows: prior Military Free-Fall Instructors
(MFFI); personnel with service in a US Armed Forces operational MFF billet; or a civilian AFFI having conducted MFF operational training exercises for a minimum of two years. MFFI certification is highly preferred to MFF experience alone.
5.3.1.5.2 The instructor staff shall conduct and assist in all students training.
All instructors shall be capable of conducting air to air videography and shall video all jumps. No one shall use videos or photographs outside of MMPC unless authorized in writing by the Contracting Officer (KO).
5.3.1.5.3 New instructors to the MMPC shall shadow another contractor AFFI for one course to learn the conduct of the course. During this shadow course, the general manager, course director, and shadow master AFFI observe and evaluate the new instructor on their instructional ability, Jumpmaster Personnel
Inspections (JMPI), and air skills. The contractor shall take appropriate steps to minimize instructor turnover.
5.3.1.6 Aircraft Pilots. Licensed FAA pilots as required to pilot/copilot the aircraft supporting the MMPC; remain current IAW FAAR Title 14 CFR: Part 91 (General
Operations and Flight Rules) THRESHOLD; Part 105 (Parachute Operations), AC-105-
2D (Sport Parachuting) and USSOCOM J3 Guidance: Use of 14 CFR Part 135 for
Airborne Training (31 July 2020) OBJECTIVE.
SUBSTITUTION OF KEY PERSONNEL
5.3.1.7 The Contractor agrees to assign to the contract those persons identified as key personnel with its proposal and who are necessary to fulfill the requirements of this contract. No substitutions of key personnel shall be made except in accordance with this contract language.
5.3.1.8 Guidance on Substitutions. During the first ninety (90) days of the contracto’s performance period no key personnel substitutions by the Contractor will be made unless substitutions are necessitated by an individual's sudden illness, death, termination of employment or non-acceptance of an offer of employment. In any of these events, the
Contractor shall promptly notify the Contracting Officer and provide the information required by Section 5.3.1.9 below. After the initial ninety (90) day period, all proposed substitutions must be submitted to the Contracting Officer and provide information required by Section 5.3.1.9 below, in writing, at least 10 days in advance of the proposed substitutions, when possible.
5.3.1.9 Request for Substitution. All requests for substitutions must provide a detailed explanation of the circumstances necessitating the proposed substitution, a resume for the proposed substitute, and any other information requested by the Contracting Officer.
All proposed substitutes must have qualifications equal to or higher than the qualifications stated in the PWS. The Contracting Officer or his/her authorized representative will evaluate such requests and promptly notify the Contractor of his/her approval or disapproval thereof.
5.3.2 Required Duty Assignments for Jump Operations.
5.3.2.1 Jumpmaster (JM). A JM is defined as an AFFI responsible for the safe conduct of jump operations. The JM shall be knowledgeable and technically proficient in the conduct of all airborne operations conducted during the MMPC, IAW TM 1670-10/1. JMs shall conduct two Jumpmaster Personnel Inspections
(JMPIs) of all personnel and equipment prior to boarding the aircraft. The assigned JM for the day shall conduct airspace coordination/deconfliction, wind calculations, spot the aircraft and dispatch jumpers. Each aircraft requires one (1)
JM and one (1) Assistant JM to conduct parachute operations during each
MMPC.
5.3.2.2 Manifest Manager. A manifest manager is defined as a person who organizes each MMPC planeload to include boarding and exit order. He/she shall maintain electronic and paper copies of all manifests to include the total number and types of jumps. Each MMPC requires one (1) manifest manager to conduct parachute operations during each MMPC.
5.3.2.3 Drop Zone Safety Officer (DZSO). A DZSO is defined as a person who is an
AFFI. He/she shall be knowledgeable and technically proficient in the conduct of all airborne operations conducted during the MMPC. The DZSO shall be responsible for the conduct of operations at the drop zone (DZ). The DZSO must be able to communicate via radio with the aircraft to relay wind speed and direction and ensure there are no hazards on the DZ during airborne operations. The DZSO shall account for all parachutists and all personnel working on the DZ are fulfilling their duties. Each
MMPC requires one (1) DZSO to conduct parachute operations during each MMPC.
5.3.2.4 Malfunction Officer. A malfunction officer is defined as a qualified FAA
Master/Senior rigger, who is technically proficient with the equipment being used.
This person shall be located on the DZ where he/she can best observe the entire DZ and airborne operation. This person shall personally observe all personnel and equipment drops. He/she shall photograph/investigate all equipment and interview all personnel involved in any malfunctions IAW MCO 3120.11A, MCO P5102.1B, and MCO 13480.1D. The Malfunction Officer shall submit all required malfunction reports and forms to the COR within the time frame outlined in the references. Each
MMPC requires one (1) Malfunction Officer to conduct parachute operations during the MMPC.
5.3.2.5 Emergency Medical Technician (EMT). An EMT shall be licensed and current
IAW State and national standards. Each MMPC requires one (1) EMT to conduct parachute operations during the MMPC.
5.3.2.6 Drop Zone Safety Driver (DZSD). A DZSD shall have adequate vehicle support for the safe and timely transport of personnel with non-life-threatening injuries to the nearest appropriate medical facility (see 5.5.3.2). Each MMPC requires one (1) DZSD to conduct parachute operations during the MMPC.
5.3.2.7 Sharing of duty assignments. DZSO, Malfunction Officer, Manifest Manager, DZSD, Senior Rigger and JM duties may be held by instructors and other staff who meet the qualification requirements. During parachute operations, DZSO, DZSD, Malfunction Officer and EMT duty assignments are exclusive assignments and shall not be shared with any other duty assignment.
5.4 Facilities. The contractor shall provide all facilities to conduct the MMPC. The following facilities are not an all-inclusive list of facilities required to conduct each MMPC.
5.4.1 Place of Performance: Because adverse weather can present unsafe MFF operating conditions causing unexpected delays to the MMPC, the work shall be performed at the contractor’s site in an environment with optimal weather conditions (i.e., low winds, low precipitation, light fog, smoke or haze; etc.) equaling 320 days per year.
5.4.2 A Paraloft capable of performing preventive maintenance checks and services according to
TM 13131-14&P/1 and other MMPC equipment’s manufacturers manuals as applicable. The following requirements are not an all-inclusive list of paraloft spaces to maintain equipment for conduct of each MMPC.
5.4.2.1 Oxygen storage & oxygen filling room for storage and maintenance of required oxygen systems IAW MCO 3120.11A.
5.4.2.2 Humidity and temperature climate-controlled parachute storage area for all parachute related equipment IAW MCO 3120.11A.
5.4.3 All classroom areas shall be climate-controlled to accommodate all students and required staff. The following areas are not an all-inclusive list of classrooms required to conduct each
MMPC.
5.4.3.1 Student staging area to prepare for parachute operations.
5.4.3.2 Student packing area with provisions for packing the PS-2 IAW TM 13131-
14&P/1.
5.4.3.3 Student classroom with equipment to conduct the MMPC.
5.4.3.4 Student debriefing room with adequate video equipment for each instructor and student.
5.4.4 A drop zone listed on a current and approved Form 3823 (Drop Zone Survey), Attachment 4 of Air Force Instruction 13-217, Drop Zone Landing Zone Procedures. The drop zone and landing area at the contractor’s site shall be suitable for elevator operations with consistent airspace de-confliction adequate to conduct the MMPC.
5.4.5 Local airfield shall be able to accommodate contracted aircraft.
5.4.6 Provide two (2) office spaces with furniture, landline telephone services, internet access and printing/scanning capability. One (1) office shall be for two (2) USMC Staff
Noncommissioned Officers (SNCOs) and one (1) office for the COR to conduct routine office work and student counseling in support of the contract.
5.4.7 Students do not require on site billeting. However, an approved lodging facility (i.e., hotel) in accordance with the Joint Travel Regulations (JTR) must be within a thirty (30) mile radius from the place of performance.
5.4.8 The vertical Wind Tunnel (VWT) must be located within a one (1) hour driving radius from the place of performance.
5.5 Instructor Equipment and Parachute/Support Equipment: No Government Furnished Equipment (GFE) will be provided. The contractor shall provide all equipment and services.
5.5.1 Instructor Equipment. The Contractor shall maintain an adequate amount of specialized instructor equipment (i.e., complete parachute system, altimeter, jumpsuits, gloves, helmet and camera; etc.) for onsite USMC staff and all members of the instructor staff as identified in paragraph 5.3 of this PWS. The contractor shall maintain all equipment and make it readily available to all members of the instructor staff during airborne operations to prevent any delays or interruption of the MMPC.
5.5.2 The contractor shall provide sufficient parachute equipment to accommodate the maximum number of students for each MMPC. The following equipment is not an all-inclusive list required to conduct each MMPC.
5.5.2.1 Parachute System-2 (Large) NSN 1670-01-673-3985.
5.5.2.2 Parachute System-2 (Small) NSN 1670-01-674-2912.
5.5.2.3 Helmet with night vision goggle mount authorized for parachute operations by USMC or US Navy (USN) such as the OPS-CORE non-ballistic Fast Bump High
Cut Helmet.
5.5.2.4 Goggles compatible with helmet in 5.5.2.3.
5.5.2.5 Jumpsuit.
5.5.2.6 Wrist altimeter authorized for parachute operations by USMC or USN such as the
Alti-2 Neptune Tactical MA-12.
5.5.2.7 Parachutist Drop Bag similar to the one described in TM 1670-0/1.
5.5.2.8 Rubber rifle similar in size and shape to M4 rifle.
5.5.2.9 Red and green lights, and strobe lights to conduct night parachute operations.
5.5.2.10 Student/Instructor two-way radio.
5.5.2.11 Night Vision Binocular such as the L3Harris Technologies (AN-PVS-31).
5.5.2.12 Parachutists Oxygen mask authorized for parachute operations by USMC or
USN.
5.5.2.13 Parachutists Oxygen bottle authorized for parachute operations by USMC or

5.5.2.15 Over the ear headsets for inter/intra team communications, such as Gentex AMP or Peltor/Invisio T5.
5.5.2.16 Push to Talk that are compatible with over the ear headsets for inter/intra team communications.
5.5.2.17 Visual Navigation Aid such as compass.
5.5.2.18 Jumper log book.
5.5.2.19 GPS personnel tracker system
5.5.3 The contractor shall provide enough support equipment to accommodate the maximum number of students for each MMPC. The following support equipment is not an all-inclusive list required to conduct each MMPC.
5.5.3.1 Transportation for all students to and from the drop zone(s).
5.5.3.2 Covered 4x4 safety vehicle for drop zone support able to safely and timely transport personnel with non-life-threatening injuries to the nearest appropriate medical facility.
5.5.3.3 Parachute related expendables such as retainer bands, pull-up cords, closing loops, etc.
5.5.3.4 The contractor shall provide a rear exit style aircraft for all parachute operations with the following exception. A side door exit aircraft maybe substituted for up to fifty percent (50%) of the parachute operations for hand deployed pilot chute practical application outlined in the MMPC POI. The aircraft shall be approved IAW

Review Program), FAA Part 91 (General Operations and Flight Rules) THRESHOLD and USSOCOM J3 Guidance: Use of 14 CFR Part 135 for Airborne Training (31 July
2020) OBJECTIVE requirement.
5.5.3.5 The contractor shall provide the ability for two (2) onsite USMC Staff
Noncommissioned Officers to maintain jump currency without degrading the training to MMPC students. The minimum requirement would be four (4) jumps per quarter.
5.6 Post Award Conference: The contractor shall host a post award conference within ten (10) calendar days of contract award. The date and time of this conference shall be determined by mutual agreement between the contractor and KO/COR. At a minimum, the conference shall consist of a detailed brief of the training site and facilities, training plan, key personnel, and qualifications and support equipment used throughout the MMPC. A tour of the training site and facilities will be required as a part of the conference with the General Manager, Course Director, and Master Rigger in attendance.
5.7 Quarterly Progress Review (QPR): The contractor shall conduct QPRs with the KO/COR within thirty
(30) days at the end of each fiscal year quarter. The location shall be contractors' facility and/or electronic means (MS Teams, Zoom, etc.). The date and time of each QPR shall be determined by mutual agreement between the contractor, KO and COR. The primary purpose of these meetings is to review contract performance status and address any contract related issues. The QPR shall review at a minimum but not be limited to the following items.
5.7.1 Student graduation rate compared to Training and Education Command goals.
5.7.2 Reasons for student failures and possible corrective action to reduce failures.
5.7.3 Effect of weather on courses and possible corrective action to increase student graduation.
5.7.4 Average number of parachute operations per student and possible corrective action to achieve desired number of parachute operations per MMPC POI.
5.7.5 Any aircraft, facilities, maintenance, or equipment problems affecting the conduct of the
MMPC since the last QPR.
5.7.6 Any malfunctions, incidents, or trends encountered since the last QPR and possible corrective action.
5.7.7 Any suggestions for the USMC to improve the MMPC POI during the next CCRB.
5.7.8 Compliance with staffing and key personnel requirements.
5.7.9 Other items noted in course after action reports since the last QPR.
5.7.10 Any Contract Line-Item Number (CLIN) related issues
5.7.11 Status of Invoice submission and payment
5.7.12 Status of contract deliverables
5.7.13 Status of Contractor Performance Assessment Report System (CPARS)
5.7.14 Any outstanding Government / Contractor required actions.
5.8 Meeting Minutes: Meeting minutes of the post award conference and any scheduled QPRs shall be provided by the contractor to the COR within five (5) business days from conclusion of the event.
5.9 Course Cancellations: The KO/COR shall notify the contractor within fifteen (15) calendar days of any course cancellations. In the event of a situation beyond Training & Education Command (TECOM) control, such as a pandemic (e.g., COVID-19), DOD travel restrictions or stop-movement order, the KO/COR shall notify the contractor as soon as feasible without any contractual penalty. The KO reserves the right to discuss any affected CLINs with the contractor for reasonable reimbursement or equitable adjustment – as required.
6. COURSE PERFORMANCE REQUIREMENTS: The contractor shall conduct training IAW with USSOCOM
Manual 350-3 adhering to the tasks, conditions and standards outlined therein. The contractor shall maintain certification per the USSOCOM Military Freefall Tasks, Conditions, and Standards Assessment Form (see 5.2).
6.1 Assignments. The contractor’s General Manager shall assign staff members duties in writing to conduct each MMPC and verify all staff members have appropriate training, experience, and documented certifications on file. The contractor shall provide validation of certifications to the COR within ten (10) business days prior to the start of each MMPC. The COR shall notify the General
Manager if there are any discrepancies within five (5) business day prior to the start of each MMPC. The
General Manager shall correct all discrepancies prior to the start of each MMPC.
6.2 Course Conduct: The USMC MMPC COR will have the final approval on all matters concerning the operation of the MMPC.
6.2.1 Pre-Course documentation. The contractor shall provide documentation of instructor certifications and staff assignment qualifications to the government for approval (see 6.1).
6.2.2 Daily Pre-jump. The Course Director shall hold a pre-jump coordination meeting at the beginning of each training day. Instructors shall cover the dive flow with their students to ensure a clear understanding of the parachute operations to be conducted.
6.2.3 Daily Post-jump. The Course Director shall hold a post-jump critique and next day planning meetings at the end of each training day. Items to be covered shall include but not be limited to:
6.2.3.1 Each instructor conducts student debriefs with the use of video taken during the daily free fall jumps and provide corrective instruction - as required.
6.2.3.2 Jump manifests.
6.2.3.3 Student record update.
6.2.3.4 Status and coordination as required.

7.3 Delivery Schedule: Course dates and the number of students per course may vary from year to year to best facilitate optimal FY throughput of 396 with the ability to decrease to 360 MMPC students as the
USMC training requirements change. The contractor shall be notified by the KO and COR of the intended annual throughput; more specifically, the intended CLINs to be executed within sixty (60) days prior to the period of performance. At contract award, the appropriate base period CLINs will be selected and executed in accordance to the requirement’s need for training.

NOTE: The delivery schedules above include estimated dates for each course for each POP. These dates are the government’s current best estimation; however, are subject to change (due to unforeseen reasons). If the planned dates require shifting, the COR will work with the contractor to revise dates accordingly.
8.0 TRANSITION
8.1. Transition Support: During the transition-in period, the contractor shall be prepared to receive transitional support from the predecessor contractor. This support may include the ability to shadow the predecessor contractor.
8.2 Transition-In: The contractor shall ensure there will be minimum disruption and degradation to the
MMPC during and after transition. Upon contract award, the contractor shall provide and brief a
Transition-in-Plan (TIP) at the Post Award Conference (PAC) IAW para. 5.6. The TIP shall be subject to changes pending Government review and recommendations. Any changes to the TIP shall be reviewed and approved by the KO/COR within five (5) business days of submission. The TIP shall include but not be limited to:
Organizational Overview
Overview of current Facilities and plan to build up to full operational capability
List of current Equipment and plan to build up to full operational capability
By name list and qualifications of current Instructors and plan to build up to full operational capability
Plan to conduct PILOT Courses # 001
Plan to conduct JSAT Certification Course #002 for (SOFBIS) Certification
The TIP shall be broken down into weekly increments covering the entire transition period to best provide transparent visibility of all activities and milestones needing to be accomplished. The contractor shall provide emphasis on its ability to obtain SOFBIS Certification during JSAT Certification Course
#002 and the attainment of all facilities and equipment required to meet the requirements of the POI.
8.3 Transition Out: During the transition out period, the contractor shall maintain staffing levels to impart knowledge and understanding of task requirements to the new contractor and to fulfill its contractual requirements to conduct any scheduled MMPCs on the existing contract / option period.
The contractor shall provide a Transition-Out Plan NLT 180 calendar days prior to expiration of this contract.
In the event the contractor is re-selected for the follow-on contract award, they shall be required to provide a TIP IAW para. 8.2 and shall be provided adequate time (approximately ~ two (2) classes) to transition without the need to execute PILOT courses # 001 and JSAT Certification Course # 002. The incumbents TIP shall include their plan to maintain SOFBIS Certification before its expiration date.
Throughout this transition period, the contractor shall establish and maintain effective communication with the KO/COR and provide weekly status updates / meetings IAW their guidance.
10.0 Performance Requirement Summary (PRS)
10.1 The Performance Requirement Summary identifies the Performance Objectives that are considered critical in determining successful Contractor performance for the multi-mission parachute course. It identifies both the
Performance Objectives and the Performance Standard required for each Performance Objective from the PWS.
10.2 Performance Evaluation. Performance of a service will be evaluated to determine whether or not it meets the performance standard. Inspections may be performed by the COR or any tenant of the facilities designated by the
COR. Re-performance/correction of action is the preferred method of correcting any unacceptable services. If an unacceptable service is annotated on a Contract Discrepancy Report (DA Form 5479-R) the Contractor shall provide the Government written response stating why the performance standard was not met, how the performance will be returned to acceptable levels, and how recurrence of the cause will be prevented in the future.
