MARINE CORPS RECRUITING COMMAND

STOREFRONT GLASS GRAPHICS USING

PERFORATED WINDOW FILM

1. Background

This contract is in support of the United States Marine Corps Recruiting Command (MCRC) Branding Program for each of the six (6) Marine Corps Districts (MCD), which are located throughout the United States, overseas and its territories. The use of branded locations, emphasizing the approved Marine Corps colors, symbols, themes, furnishings, and lighting effects will help distinguish Marine Corps recruiting offices from recruiting offices of other Armed Services, providing a distinct recruiting advantage vis-a-vis other Services. The appearance of the branded offices leaves a positive impression not just with prospects, but their parents and other influencers as well.

MCRC is taking steps to improve physical security of recruiting facilities. MCRC intends to utilize perforated window film on the glass surfaces of storefront recruiting facilities in order to provide concealment, more specifically, protection from observation. It is necessary to have a means of obscuring the view of Marine recruiting station from the outside as a force protection measure. It is also necessary that, where practical, the Marines maintain visibility of the area outside of their office in order to maintain their situational awareness.

This will provide them with the possibility of early warning, if a potential aggressor is approaching the office or preparing to commit some type of hostile or unlawful act, outside the office. Perforated window film will allow for MCRC Branding Program success, while providing increased security for recruiting personnel and individuals visiting recruiting offices. As a part of this requirement, the current storefront glass graphics will be removed, and new perforated window film will be installed to span the entire glass window/door surface.

Perforated window film will be installed on existing facilities that have no storefront graphics. Additionally, perforated film will be replaced on existing facilities as required.

2. Objectives

The objective of this contract is to provide glass storefront window/door perforated window film graphics and to replace existing perforated film to MCRC recruiting offices located throughout the United States and its territories, which shall be produced and installed by the contractor.

M0026326QR0120002

The graphics shall be installed at existing MCRC Single Service Recruiting facilities with glass front windows /doors and Co-located Recruiting facilities with separate entrance glass doors at each of the six (6) MCD. The contractor shall also be required to remove all current graphics and clean the window surfaces prior to installation of new perforated window wraps. This requirement entails locations approximately 740 storefront with an estimated square footage of 240 square feet per facility. The Government will issue Task Orders for the quantities actually required. Recruiting facilities at each of the six (6) MCDs include but are not limited to Recruiting Stations (RSs), Recruiting Substations (RSSs), Officer Selection Offices (OSOs), and Permanent Contact Stations (PCSs). This requirement shall also incorporate any new recruiting facilities that are identified during the period of performance of this contract. The guidance and specifications for the graphics will be based on Attachment 1&2: Guidebook and Scalable Graphic attached to this Statement of Work (SOW).

Storefront Graphics Installations

Industry Questions and Government Answers:

1. Industry Question: Do you have information such as the overall Scope of Work and glass sizes by location for your recruiting centers available to send me so that we can quote this project?

Government Response: Each facility storefront windows will be different in size. Listed in section C-3 Scope list an estimated square footage of 240sqft per facility.

2. Industry Question: Page 8, paragraph 6.2. "The contractor shall conduct a site survey of each location and measure all glass areas that will have graphics installed" where can we find the sizes and dimensions of the windows so that we can accurately calculate the fixed price costings? Are the measurements different at different locations?

- Are out of hours installation required?

- Attachment 4 Perf Film_QASP_FY26.pdf is noted, will the on-site work be inspected, signed-off and approved before the installers leave site?

:Government Response There is no database that provides the exact dimensions of each site. Use 240sqft for determining pricing. No, out-of-hour installation is not required. Yes, the work must be signed off as complete.

3. Industry Question: Page 8, paragraph 6.5 is noted - please confirm that rubber elements do not require wrapping, application is only required on glass?

Government Response: Application is only required on the glass.

4. Industry Question: Page 8, paragraph 6.6 is noted - please could you clarify the responsibilities in terms of cleaning to prepare the application surface, adhesive residue and also damage remediation?

Government Response: You will be required to clean all glass surfaces and remove any existing material on the windows prior to installation of the perf film. If a window is damaged, you will not install it at this location until the government can have the window replaced.

5. Industry Question: Attachments 1 and 2 are noted o Please confirm final artwork will be provided in high-resolution vector files (e.g. Adobe Illustrator) o Is the contractor able to recover costs for design corrections, if required?

Government Response: You will be provided with the final artwork. There will be "NO" design corrections made by the vendor.

6. Industry Question: Page 1, please can you clarify the determination of USD 34,500,000.00

Government Response: USD 34,500,000 is the size standard for this requirement. A size standard, which is usually stated in number of employees or average annual receipts, represents the largest size that a business (including its subsidiaries and affiliates) may be to remain classified as a small business for SBA and federal contracting programs. You are encouraged to review the rules and regulations regarding NAICS codes and small business status.

7. Industry Question: Page 6, "located throughout the United States, overseas and its territories" however the file Attachment 3 Perf Film_Addresses_FY26.xlsx only contains addresses in the Continental United States - please can you confirm this is not an international project and no on-site work is required outside the Continental United States

Government Response: As it relates to this requirement all locations will be within the Continental Unites States. See update Attachment 3.

8. Industry Question: Paragraph 6.6, page 8 "removal of all of the current storefront vinyl graphics" to accurately determine the labor hours and therefore the pricing for Section B - Supplies or Services & Prices or Costs please provide close-up photos and advise what is the age, condition, and coverage - is this the same material as specified (3M 8170P40 (or equal) with 3M 8518 gloss overlaminate and 3M 8914 edge sealer)

Government Response: The Government cannot provide photos, specific age, condition, or precise material specifications for the legacy graphics across all nationwide locations. Existing graphics across facilities vary in age, exposure, and coverage. Yes, this is the same material as specified.

Please section C of Solicitation which contains statement of work.

9. Industry Question: From the statement "The MCRC identified a need for a single award Indefinite Delivery Requirements contract for the production and installation of storefront glass window/door graphics" we understand this is a single award contract (not multiple suppliers) - please confirm

Government Response: Yes, this is a single-award contract.

10. Industry Question: From page 1, point 14 "Method of Solicitation" It is about the tick on the RFQ box 14 on page 1 cross-referenced with the section Section M - Evaluation Factors for Award on page 26 (which reads more like an RFP e.g. with non-price criteria) - we are trying to understand if this is a quote (the bidder with the lowest price and compliant response wins)?

Government Response: Section 14 states the method of solicitation which is a request for Quote. On page 26 Section M-Evaluation Factors for Award, lists the evaluation criteria for award. This requirement will be evaluated based on the Gateway Factor, Price, Past Performance and other factors.

11. Industry Question: Please advise the specific requirements for "Small Business Set Aside" with respect to both the prime contractor and also subcontractors.

Government Response: It is the offerors' responsibility to be familiar with and adhere to applicable small business set aside laws and regulations, along with their impact on subcontractors.

12. Industry Question: Paragraph 6.8 on page 9, can bidders self-certify G-7 printing, or will this render a gateway decision of unacceptable?

Government Response: Offerors may not self-certify G-7 printing, unless the bidders have someone that's completed training and certified.

13. Industry Question: Page 3, Section B - Supplies or Services & Prices or Costs o Please confirm bid are prices exclude tax and the contractor will be provided with a tax exemption certificate following award. If not, please confirm the applicable rate(s) and whether they should be included or separately itemized

Government Response: Fixed-price solicitations incorporate FAR 52.229-3 (Federal, State, and Local Taxes), which establishes that the contract price includes all applicable federal, state, and local taxes and duties. Unless the solicitation explicitly instructs offerors to break out or separately itemize taxes on the CLIN/pricing schedule, applicable taxes must be included in the fully burdened firm-fixed price.

o Allowed Per Order Minimum: 1 Each, Maximum: 365 Each is noted, to cover fixed costs such as trip charges, print runs and freight etc. can bidders state a minimum order charge?

Government Response: Offerors may not propose a separate minimum order charge. This solicitation is established on a firm-fixed-price basis per unit ("Each" per location) under Section B. Offerors must fully absorb and incorporate all associated fixed and variable costs into the established CLIN unit prices across the full minimum/maximum order thresholds.

14. Industry Question: Page 3, Pricing Item 0001 - Site Survey/Installation Approval and Option Line Item 1001:

Site Survey/Installation Approval o Is this activity mainly to support the Quality Assurance Surveillance Plan o Are these activities to be undertaken before the work starts

Government Response: Yes this activity mainly supports the QASP. Please refer to PWS section 6.1-6.2.1. There is no prior activity required before start of work that has been outlined in the SOW.

15. Industry Question: " Pricing Arrangement: Firm Fixed Price" is not, please confirm if there an opportunity for change control of Section B - Supplies or Services & Prices or Costs in the event that unexpected installation conditions are discovered?

Government Response: This is a Firm Fixed Price contract. It is unknown what is meant by "change control."

16. Industry Question: Page 10, paragraph 10.2 The initial phase of installations to include an estimated 365 storefronts will need to be completed within one year from contract award" is noted, is there a fixed date by which the installations must be completed? What are the turnaround times, milestones, and target dates for the work plan?

Government Response: There is no specific calendar end-date prior to that one-year period. Specific turnaround times and delivery schedules for designated locations will be established in coordination with the Contracting Officer's Representative (COR) upon task order issuance.

17. Industry Question: Will the pricing and arrangements for non-warranty repairs (e.g. resulting from window panel replacement) be subject to post-award agreement?

Government Response: The government will submit for a complete removal and replacement of the perforated film. The contractor is limited to charging the agreed to price in accordance with the CLINs upon contract award.

18. Industry Question: Regarding the requirement described on page 9, paragraph 6.9. Contractor will provide the COR a photo to verify the old, perforated film has been removed and is unusable. "After the COR verifies, the old, perforated film shall be disposed of by the Contractor" o How should the contractor render the film unusable, does this mean shredding or some other form of de-identification?

o Is disposal at a landfill acceptable?

Government Response: Contractor must ensure that the film cannot be utilized by another company or person for use. Yes, disposal at the landfill is acceptable, provided it is in compliance with all applicable laws, regulations, and policies concerning disposal.

19. Industry Question: For Solicitation M0026326QR012, would MCRC accept a 4.0-mil perforated window film laminated with a 1.5-mil optically clear overlaminate, resulting in a total finished thickness of 5.5 mil?

Government Response: Yes.

20. Industry Question: Please confirm whether the required thickness applies to the perforated film alone or to the complete film-and-laminate system.

Government Response: To the film alone.

21. Industry Question: Would the Government accept a 4-mil perforated window film laminated with a 1.5-mil 3M 8518 Gloss Overlaminate, or equal, for a total finished thickness of 5.5 mils, provided the overlaminate protects the window film from UV exposure and debris buildup within the perforations?

Government Response: Yes.

22. Industry Question: Well focus on the 3M equivalent product, but is there a testing or qualifying department for products you should consider in the future?

Government Response: No

23. Industry Question: Would appreciate some clarification regarding the pricing form titled "Supplies or Services and Prices or Costs." Could you please clarify what the "Estimated Quantity" column indicates? For example, Item 1 shows an estimated quantity of 365. Please also confirm how the estimated quantities should be considered when preparing our pricing.

:Government Response The "Estimated Quantity" reflects the Government's best estimate of required storefront installations for evaluation and planning purposes over each performance period. For pricing preparation, multiply the proposed unit price by the estimated quantity to calculate the total extended price for each CLIN.
