About this file
This is a Questions and Answers document for solicitation FA446026Q0063, the FY27 Fitness Sports Official Recompete, issued by Little Rock Air Force Base (LRAFB). The document clarifies key contractual and operational requirements for prospective contractors.
The solicitation pertains to providing sports officiating and scorekeeping services for intramural competitions in softball, flag football, basketball, and volleyball at LRAFB. Key clarifications include: no Little Rock AFB-specific rule modifications exist beyond governing-body standards; pricing is based on a single game unit rather than sessions; flag football does not require scorekeeping services; and the contractor must supply all necessary materials and equipment, including scorebooks, whistles, and flags. For prime contractors with subcontractors, the prime must demonstrate at least two years of relevant experience in managing and overseeing such services—experience gained independently by a subcontractor without the prime's management oversight will not count toward the experience requirement.

FA446026Q0063 - FY27 Fitness Sports Official Recompete Solicitation Questions and
Answers
1. LRAFB Rules and Modifications: Are there any Little Rock AFB-specific intramural rules, local modifications, supplemental rules, or sport-specific adaptations for softball, flag football, basketball, or volleyball beyond the governing-body rules referenced in the PWS? If so, could you please provide copies?
- No, there are not.
2. Session/Contest Duration: The pricing schedule identifies the unit as a “Session,” while the PWS describes services on a per-contest basis. Could you please clarify what constitutes one session for pricing purposes and whether there are established game durations or time limits for each sport?
- Single Game
3. Flag Football Scorekeeping: The PWS requires scorekeeping for all sports and identifies estimated flag football scorekeeping requirements; however, we do not see a separate flag football scorekeeping line item in the pricing schedule. Could you please clarify how this service should be priced?
- No, Flag football does not require scorekeeping
4. Equipment and Resource Support:
Are any materials or equipment (e.g., scorebooks, whistles, flags, etc.) provided by the government, or should contractors supply all necessary officiating and scorekeeping resources?
- All material will be provided by contractor.
5. If a small business prime contractor proposes an experienced sports-officiating subcontractor that will provide and help coordinate certified officials and scorekeepers, may the prime rely on the subcontractor’s recent, relevant experience and references to satisfy the two-year experience requirement?
- The prime contractor must demonstrate at least two years of relevant experience. Experience from prior contracts in which the prime contractor managed subcontractors performing the required services may be considered toward meeting this requirement. However, experience gained independently by a subcontractor, without the prime contractor's management or oversight, will not be credited toward the prime contractor's experience requirement.
