About this file

This is a Project Labor Agreement Letter of Assent document for public construction projects in Toledo, Lucas County, Ohio, involving the Northwestern Ohio Building Trades Council, AFL-CIO, and contractors/subcontractors. The document outlines the requirements for contractors and subcontractors of any tier to comply with the terms and conditions of the Project Labor Agreement as a condition of contract award. Key requirements include obtaining executed Letters of Assent from all subcontractors prior to work commencement, conducting mandatory pre-job conferences with the Northwestern Ohio Building and Construction Trades Council before commencing work, and ensuring no conflicting commitments exist that would prevent full compliance with the agreement. Non-compliance subjects contractors and subcontractors to prohibition from the project site and potential fines as specified in the Project Labor Agreement. The document requires authorized company representatives to execute the assent form and identifies the affected unions to be copied on the agreement.

The Letter of Assent serves as a binding commitment mechanism for the Project Labor Agreement and does not establish specific pricing terms, award dates, or contract duration within this particular document. The agreement applies to public construction projects in Toledo and functions as a prerequisite condition for contract eligibility rather than a standalone contract. All contractors and subcontractors must acknowledge receipt of the complete Project Labor Agreement and accept its provisions as a condition of participating in covered construction work. The document emphasizes shared responsibility across all tiers of the supply chain to maintain compliance with prevailing wage, labor relations, and dispute resolution provisions contained in the underlying Project Labor Agreement.
