About this file

This is a Bid Specification Addendum document related to the Chemical Feed Boiler Replacement project administered by the City of Toledo, Ohio. The project requires sealed bids to be submitted electronically through the City of Toledo's PlanetBids portal. Bidders must submit bids with prices formatted to two decimal places, with only one price accepted per line item. All bids must include required project paperwork, line items (auto-populated through e-bid), and a bid guaranty in the form of either a bid bond or a cashier's check made payable to the City of Toledo. If a check is used as the bid guaranty, it must be scanned and uploaded with the bid and physically received by the Division of Purchases and Supplies by the bid due date and time. Failure to provide a bid guaranty renders the submittal non-responsive. Beginning with bids advertised on or after March 13, 2026, certain city paperwork and vendor registration documents will only require one-time submission for the duration of all contracts with the City, though vendors are responsible for notifying the city and updating documentation if any information changes.

The document specifies that bids must be transmitted through PlanetBids, and bid submittals are not considered complete until email confirmation of transmission is issued by the platform. All required documents must be submitted together with each bid, including signed contracts by the vendor. The bid submission process and requirements are managed by the City of Toledo's Division of Purchases and Supplies located at One Government Center, Suite 2000, 640 Jackson Street, Toledo, Ohio 43604. No personal checks or company checks are acceptable as bid guaranties. Additional specific pricing terms, set-asides, contract duration, and other salient details are available on the "Bid Information" and "Documents" tabs in PlanetBids.

Project Labor Agreement (PLA)

Toledo Municipal Code Section 187.12(d) requires the successful bidder of a construction contract of $100,000 or greater, which is funded by the City of Toledo or other sources that do not exclude Project Labor Agreements (“PLA”), to enter into a PLA with the Northwest Ohio Building and Construction Trades Council (“NWOBTC”).

Once the successful bidder is notified of bid award, a pre-job conference shall be held within fifteen (15) days of the award notification between the Bidder and the Northwest Ohio Building and Construction Trades Council (“NWOBTC”). An executed Project Labor Agreement must be delivered to the Division of Purchases and Supplies within fifteen (15) working days from pre-job conference with NWOBTC. An executed Project Labor Agreement must have the signature of the lead contractor and the Executive Secretary of the Northwest Ohio Building and Construction Trades Council at a minimum to be deemed valid.

The successful bidder, and all of the bidder’s contractors and subcontractors, must comply with and adhere to all of the provisions of the PLA executed with the NWOBTC.
