GI-1.05 Special Construction Requirements

GI-1.05.1 Phasing

The Contractor is required to submit a fully detailed schedule for the entire work that shall include all phase milestones and tasks required to achieve those milestones as required under Section GP-2.00 of the Airport Authority’s General Bid Provisions, Specification

Section 011000, Paragraph 1.6, and Specification Section 013200, Paragraph 1.6 through 1.9. This phasing schedule shall include specific descriptions of each phase, anticipated dates, anticipated work hours, and any other information necessary to clearly describe and delineate the intention of work. The Contractor’s baseline schedule must be approved by the CM before CNTP is issued. The Airport Authority reserves the right to interchange the sequence of phases as well as break out sub-phases for separate construction, without entitling the Contractor to additional costs.

The Airport Authority will execute, and the contractor will receive an Administrative Notice to Proceed (ANTP) to initiate Project CPM Schedule development. After acceptance of these requirements, a Construction Notice to Proceed (CNTP) for construction of the

TECHNICAL PROVISIONS GENERAL PROJECT INFORMATION – GI.12

project will be issued. Anticipated dates for each are as written in Specification Section

011000, Paragraph 1.3.

GI-1.05.2 Time Restrictions

Time restrictions are as shown on the contract drawings and written in Specification Section 011000, Paragraph 1.14. Time restrictions are subject to change as required to accommodate airline, tenant, TSA, and airport operations. All partial and full closures of roadways, sidewalks, or other pedestrian or vehicular pathways shall be scheduled, coordinated with, and approved by the CM at least two weeks in advance of implementation.

GI-1.05.3 Badging Process/Restrictions

Portions of this project are located within the Air Operations Area (AOA) and the successful bidder is required to obtain an ABE Airport Security ID Badge for key personnel as necessary for the hauling of materials to the identified earthwork material stockpile site, and any infrastructure tie-ins within the secured area of the Terminal. Not all contractors and subcontractors will be required to obtain badging; however, all contractors must provide a full list of employees prior to Construction Notice-to-Proceed.

A. Badging:

All personnel requesting unescorted access to the Airport Operations Area (AOA) must apply for and successfully complete a TSA Criminal History Record Check (CHRC) and participate in the required training to receive an Airport ID badge.

Badged individuals should be listed on the Emergency Contact list for the project;

however, if multiple workers are badged only the supervisor should be listed as an emergency contact. To begin the badging process, the individual responsible for the project coordination must notify the LNAA project representative, who will notify the LNAA badging office. All employees that require a badge must go through the badging process in person at the Authority office and online through AirBadge. All workers that will be badged must partake in LNAA training videos (SIDA training and driver training); additional in-person training session is also required for those that will be driving within the AOA. This training must be scheduled and completed within the two-week period from the first visit to the actual distribution of badging.

Receiving a badge must be done in person.

B. Restrictions:

All persons working within the AOA must stay within the designated site boundaries and all non-badged individuals must always remain under the supervision of a badged individual while in the AOA. If site work requires access to the Aircraft Movement Area or Runway Safety Area (RSA), all persons must remain under Airport escort supervision for the entirety of this work.

TECHNICAL PROVISIONS GENERAL PROJECT INFORMATION – GI.13

In the case of an active haul route through the AOA fence/gate, a badged supervisor must also remain at the open gate/section for the entirety of relevant work. In this case, badged drivers may pass through the gate and proceed along haul route within the AOA, but non-badged drivers must remain under either Airport escort or vehicle escort by badged individuals with driving privileges.

All relevant requirements for holding an Airport ID badge are included in Part V: Airport Authority Documents.

GI-1.05.4 Deliveries/Haul Route

The contractor shall have access to the site via the airport’s main entrance roadway and shall abide by the haul routes shown on the contract drawings. Haul routes will vary depending on the portion of the site being accessed, but will include the Main Parking Lot

Entrance Ramp, the Departures Ramp, and the Arrivals Ramp. General deliveries and debris/trash removal shall occur only during hours designated by the Construction

Manager.

Deliveries and haul routes that involve oversized equipment or materials, temporary closure of the airport’s main entrance roadways and/or intersection, crossing of an operational pedestrian crosswalk, or operation on partially or fully closed terminal access ramps shall be managed in accordance with PennDOT Publication 408, Section 901.3 and implemented by members of a licensed traffic control team meeting the minimum training requirements outlined in Section 901.3(y). Oversized equipment or material deliveries, or deliveries that require the temporary closure of the airport’s main entrance roadways and/or intersection shall be scheduled, coordinated with, and approved by the

CM at least four weeks in advance. In all cases, traffic control plans shall ensure the safety of pedestrian traffic across all haul route vehicle lanes and around construction closure areas, and shall ensure the safety of public vehicle traffic around construction closure areas and in parallel with haul route traffic.

All haul routes shall always be kept free and clean of debris at all times and shall be maintained in good repair by the Contractor. The contractor shall be required to keep a vacuum/sweeper truck on site at all times to be used as needed and as directed by the Construction Manager. All damage to the haul routes caused by the actions of the Contractor or its agents shall be immediately repaired to the satisfaction of the Construction Manager.

GI-1.05.5 Site Restrictions

The contractor shall be permitted use of the site as written under Specification Section

011000, Paragraph 1.12.

TECHNICAL PROVISIONS GENERAL PROJECT INFORMATION – GI.14

The entire project site and any area occupied by the Contractor shall be maintained in a clean and orderly condition satisfactory to the CM. Particular attention shall be given to the elimination of combustible rubbish, foreign object debris (FOD), or bird/wildlife attractants such as food scraps in the areas and none shall be left exposed overnight or at other periods of time when the work is shut down.

The Contractor is required to distinguish the project area from publicly accessible areas.

Perimeter fencing and gates shall be placed prior to the start of each phase of construction and remain in place continuously throughout the completion of each phase.

Fencing and gates shall be continuously secured to prevent public access into any portion of the work site, and gates shall be locked at the conclusion of each work shift. Barricades, barrels, cones, temporary signage and other maintenance of traffic devices shall be placed prior to the start of each work shift imposing closures on the roadways serving the main terminal. Once maintenance of traffic features are in place, construction may occur inside an enclosed and protected area within the approved work hours for the given work area. Maintenance of traffic devices shall remain in place until the work area is suitable for vehicular and pedestrian traffic and as approved by the CM. Fire hydrants shall remain accessible to emergency vehicles at all times.

Should any disruptions or outages to major building or site services such as power, lights, heating/air conditioning, water, fire detection/alarms, network cabling, parking access and revenue control systems, and security systems be required, those disruptions or outages shall occur during an agreed upon time period with prior approval from the CM.

Material stockpiling will be permitted in locations as noted on the General Project Layout.

Stockpiling on the non-secure, landside of the AOA fence will be allowed in the existing gravel lot located between the Terminal Loop Roadway and Postal Road. Stockpiling on the secure, airside of the AOA fence will be allowed beyond AOA Gate 37 and shall be limited to earth stockpile material only. All material stockpiles are subject to the height restrictions outlined in Section GI-1.05.8.

GI-1.05.6 Access to the Site

Contractor’s access to the work site may be adjusted by airport operations to coordinate with concurrent projects. Concurrent projects are noted on the General Project Layout and written in Specification Section 011000.

All persons entering upon airport property must have the proper identification and vehicle registration specified in applicable articles of the Standard Provisions for Construction

Projects and must adhere to the Lehigh-Northampton Airport Authority Rules and

Regulations (See Part V: Airport Authority Documents for Airport Rules and Regulations).

TECHNICAL PROVISIONS GENERAL PROJECT INFORMATION – GI.15

Within the landside portion of the project site, the following security requirements shall be met:

• All contractor employees shall have government-issued identification on their person at all times.

• Contractor shall provide a list of personnel working at the site. This list shall be updated as needed throughout the duration of the project.

For access to the airside material stockpile area, hauling shall occur through AOA Gate

37. For access via this gate or any location with the AOA, contractor employees must be badged or escorted by badged employees as outlined in Section GI-1.05.3.

The Contractor’s employees shall be required to park personal vehicles in the designated parking areas. Personal vehicles of employees and vehicles operated by vendors of goods or services will not be permitted beyond the Contractor’s designated parking area.

GI-1.05.7 Equipment Staging Area

The Contractor will be given authorization to utilize an area or areas that will be available for the duration of this project as equipment staging and mobilization areas. Equipment staging areas will be allotted for the storing, servicing, repairing, and parking of construction equipment, and shall be located as shown on the Contract Drawings or as directed by the CM. These areas shall not be used as stockpile areas for storing materials.

All staging areas are subject to the height restrictions outlined in Section GI-1.05.8. The contractor must provide trailers and construct/establish electric and communication utility connections for their personnel. The contractor will be required to relocate trailer staging and mobilization areas as directed by the CM.

The Contractor will be required to return all equipment to the appropriate Contractor’s staging area at the end of work each day, unless otherwise approved by the CM. All equipment booms shall be lowered at the close of each day’s work. All equipment will be parked in the staging area at the close of work each day and whenever it is not in use.

The Contractor (and his subcontractors) shall provide all necessary temporary fencing and gates to protect materials and equipment from pilferage. LNAA will not be responsible for any vandalized equipment or material stored on the airport’s property.

At the completion of the contract, all Contractor’s and subcontractor’s facilities will be removed promptly from the site in a workmanlike manner, the area left clean and free of all debris or surplus material, and the area returned to the condition as it existed prior to the start of the contract.

TECHNICAL PROVISIONS GENERAL PROJECT INFORMATION – GI.16

LNAA reserves the right to discontinue use of these staging areas at any time during the contract.

GI-1.05.8 Load & Height Restrictions

The Contractor shall comply with all legal load restrictions imposed by the Pennsylvania

Department of Transportation, the Airport Authority, or other authorities having jurisdiction, in the hauling of materials on public roadways and bridges beyond the limits of the work. Special permits will not relieve the Contractor of its liability for damages resulting in the moving of materials, spoils, or equipment.
