About this file

This is a Certificate of Analysis laboratory report issued by Advanced Environmental Laboratories, Inc. to Pinellas County Utilities Lab documenting water quality testing results for a Lake Tarpon background sample collected on March 17, 2020. The analysis was conducted pursuant to work order T2005449, with the sample received by the laboratory on March 18, 2020, and results reported on April 20, 2020. The comprehensive testing included multiple analytical methods covering metals, semivolatiles, volatiles, and wet chemistry parameters conducted in accordance with NELAC standards and EPA protocols including EPA 200.8, EPA 245.1, EPA 524.2, EPA 525.2, EPA 547, EPA 548.1, EPA 549.2, EPA 552.2, EPA 504.1, EPA 508, EPA 515.3, EPA 300.1, SM 4500-CN-E, and SM 5540 C. The single water sample (LTB-1) was analyzed for numerous contaminants and regulatory parameters, with results reported in micrograms per liter or milligrams per liter depending on the analyte, including uranium, mercury, various pesticides, volatile organic compounds, haloacetic acids, and other water quality indicators.

The analytical results indicate detected concentrations for multiple parameters including chloroacetic acid (6.83 ug/L), bromoform (1.0 ug/L), chloroform (0.98 ug/L), and various other compounds, with numerous analytes reported below detection limits and qualified accordingly. Quality control data including method blanks, laboratory control samples, laboratory control sample duplicates, and matrix spike samples were conducted across all analytical batches and documented with acceptance criteria evaluations. Several quality control issues were noted in the narrative sections, including elevated surrogate recoveries, matrix spike recovery outliers, and calibration criterion exceedances; however, the laboratory concluded that data quality was not significantly affected for samples not containing the problematic analytes and that the client sample T2005449001 was not adversely impacted by the identified exceptions. All holding times for both sample preparation and analysis were met according to regulatory requirements.

A. Calibration: The upper control criterion was exceeded for multiple analytes in the both Continuing Calibration Verifications (CCV). The client samples analyzed in this batch did not contain the analytes in question. Since the apparent problem equates to a potential high bias, the data quality is not affected. No further corrective action was required.

B. Blanks: All acceptance criteria were met.

C. Surrogates: The upper control criterion was exceeded for 2,4-Dichlorophenylacetic acid in samples G2002561001 (at 132%), aG2002621002 (at 136%), J2003721001 (at 134%), and T2005182001 (at 139%) (range 70-130%). The error associated with an elevated recovery equates to a high bias. The quality of the sample data is not significantly affected, as internal recoveries were within acceptance criteria of the ICAL and are consistent with quality control samples. The quality of the data was not significantly affected. No further corrective action was required.

D. Spikes: The spike recovery of Dalapon (at 136%) and Dinoseb (at 146%) for the Laboratory Control Sample Duplicate (LCSD) was outside the upper control criterion (range 70-130%).

Recoveries for the Laboratory Control Sample (LCS) were within range. The analytes in question were not detected in the associated client samples. The error associated with elevated recovery equates to a high bias. The sample data is not significantly affected. No further corrective action was required.

The upper control criterion was exceeded for Dalapon (at 143%) and Picloram (at 156%) (range 70-130%) in the matrix spike associated with sample J2003753001. The upper control criterion was exceeded for Picloram (at 156%), 2,4-D (at 147%), and Dinoseb (at 150%) (range 70-130%) in the matrix spike assocaited with sample J2003757001. The analytes in question were not detected in the associated client samples. The error associated with elevated recovery equates to a high bias. The quality of the data is not affected. The method detection limit (MDL) for the following matrix QC samples were elevated:G2002621002MS and G2002734001MS. There was no extra sample volume provided to perform a matrix spike. As a result, the aforementioned MS was extracted at a reduced volume using volume designated for other drinking water tests.

B. Blanks: All acceptance criteria were met.

C. Surrogates: All acceptance criteria were met.

D. Spikes: The matrix spike (MS) recoveries of Diquat for G2002621002 were outside control criteria (at 63%)(Range 70-130%). Recoveries in the Laboratory Control Sample (LCS) and Laboratory Control Sample Duplicate (LCSD) were acceptable, which indicates the analytical batch was in control. The matrix spike outlier suggests a potential low bias in this matrix. The affected sample is qualified to indicate matrix interference.
