About this file

This is a Notice of Permit Package issued by the Florida Department of Environmental Protection (FDEP) to Pinellas County for an Underground Injection Control (UIC) Class V Aquifer Storage and Recovery (ASR) system permit. The permit authorizes Pinellas County Utilities to conduct cycle testing of one existing non-hazardous Class V ASR injection well (ASRTP-1) and four associated monitor wells (UZMW-1, UF-18, SZMW-1, and SZMW-2) at the Lake Tarpon Aquifer Storage and Recovery System located at 2200 East Lake Road, Palm Harbor, Florida 34685. The ASRTP-1 well is permitted to accept treated surface water from Lake Tarpon at a maximum injection rate of 1,389 gallons per minute with a maximum injection volume of 2 million gallons per day. The permit was issued on May 19, 2025, and remains valid until May 19, 2030. All injected fluid must meet primary drinking water standards, and the well is constructed with a 16-inch diameter PVC casing set to 190 feet below surface level with a total depth of 240 feet. The permit specifies detailed construction standards, monitoring requirements, and operational testing procedures that must be completed before operational testing authorization is granted by FDEP.

The permit imposes comprehensive monitoring and reporting requirements on Pinellas County, including continuous monitoring of injection pressure, flow rates, and water levels, with detailed sampling schedules for multiple constituents including primary and secondary drinking water standards, field parameters, and microbiological indicators. Monthly Operating Reports must be submitted by the last day of the month following the month of record to both the Southwest District and the Aquifer Protection Program Tallahassee office. The permittee must demonstrate mechanical integrity before operational testing commences and must submit as-built engineering drawings signed and sealed by a Florida-licensed professional engineer. A comprehensive Operation and Maintenance Manual and background water quality data analyzed for primary and secondary drinking water standards must be provided prior to operational testing approval. The permit includes strict compliance requirements, noncompliance reporting procedures with 24-hour notification requirements for events that may endanger health or the environment, and provisions for permit modification, revocation, or termination for cause. Record retention requirements mandate maintaining monitoring data, calibration records, and related documentation for a minimum of three years from the date of sample or measurement, with records of injected fluid composition to be retained for five years after well abandonment.
