About this file
Summary
This is a Notice of Permit Package issued by the Florida Department of Environmental Protection (FDEP) to Pinellas County Utilities for a Class V Underground Injection Control (UIC) permit authorizing the construction and testing of a Managed Aquifer Recharge (MAR) system at Lake Tarpon Chesnut Park in Pinellas County, Florida. The permit (0385705-001-UC/5R, WACS Facility ID 106487) was issued on September 29, 2025, and is valid through September 29, 2030. The project involves constructing one non-hazardous Class V injection well (MAR-1) with a 24-inch diameter final steel casing set to 600 feet below surface level and a total depth of 1,250 feet, along with two pre-existing monitor wells (SZMW-1 and SZMW-2). The MAR-1 well will accept partially treated surface water from Lake Tarpon with a maximum injection rate of 6,944 gallons per minute and a maximum injection volume of 10 million gallons per day. The permit requires comprehensive hydrogeologic testing through the confining layer, including packer testing and geophysical logging, with Department approval required at multiple construction stages including intermediate casing installation, final casing installation, monitor zone selection, short-term injection testing, and operational cycle testing.
The permit conditions establish extensive monitoring and reporting requirements, including continuous monitoring of injection well pressure and flow rates with daily and monthly reporting, monthly operating reports containing water quality analyses, and sampling of monitor zones at specified frequencies (monthly, quarterly, and annually depending on the parameter). The permittee must employ a professional engineer registered in Florida throughout the construction period and maintain continuous on-site supervision by qualified personnel during testing and logging operations. Financial responsibility provisions require the permittee to maintain adequate resources to properly close, plug, and abandon all injection and monitor wells. Weekly progress reports must be submitted throughout construction, and all records must be retained for at least three years from the date of sampling or measurement, with monitoring records retained for five years after plugging and abandonment. The permit includes strict requirements for mechanical integrity demonstration, operational testing approval, water quality standards compliance, and emergency notification procedures, with any noncompliance potentially endangering groundwater requiring 24-hour reporting to FDEP's Southwest District and Aquifer Protection Program offices.

Project: Class V Managed Aquifer Recharge Injection Well System, MAR-1 This permit is issued under the authority of Chapter 403, Florida Statutes (F.S.), and the rules adopted thereunder, particularly Chapters 62-4, 62-520, and 62-528, Florida Administrative Code (F.A.C.).
The permittee is required to comply with the provisions outlined in 40 Code of Federal Regulations (C.F.R.) 144, 145, 146, and 147. [62-528.601(2) F.A.C., 40 C.F.R § 144.82] Pursuant to Section 403.088(2)(c)4., F.S., the Department of Environmental Protection (Department or DEP) has the authority to impose conditions necessary to protect and preserve water quality.
The above-named permittee is hereby authorized to perform the work or operate the facility shown on the application and approved drawing(s), plans, and other documents attached hereto or on file with the Department and made a part hereof and specifically described below. [62- 528.307(1)(b), F.A.C.] Subject To: The following Specific Conditions and General Conditions.
I. Specific Conditions A. Project Description
1. To construct one non-hazardous Class V Managed Aquifer recharge injection well MAR-1 and associated pre-existing monitor wells SZMW-1, and SZMW-2. MAR-1 will be constructed with a 24-inch diameter final steel casing set to 600 feet below surface level (bls) with a total depth of 1250 feet bls. MAR-1 will accept partially treated surface water from Lake Tarpon to provide aquifer recharge. The maximum injection rate for MAR-1 shall be 6,944 gallons per minute (gpm) and the maximum injection volume shall be 10 million gallons per day (mgd). Monitor well SZMW-1 is completed in the Upper

Floridan aquifer from 235 to 335 feet bls. Monitor well SZMW-2 is completed in the Upper Floridan aquifer from 190 to 240 feet bls.
2. Hydrogeologic testing shall be conducted through the confining layer overlying the proposed recharge interval. Based on an evaluation of hydrogeologic conditions encountered, if a continuous permeable interval of 30 feet or greater exists between the depth of 370 feet (35 feet below the existing SLMW-1 monitoring interval)and depth at which groundwater has a TDS concentration of greater than 10,000 mg/L,which is estimated to be approximately 460 feet, the Department may require the addition of a monitoring well within this permeable interval to be located at a horizontal distance of 150 feet from the MAR well.
The characterization of the confining properties will be based primarily on estimated hydraulic conductivity (k) established from analysis of pumping test data collected during packer testing of the confining interval. Inflatable packer elements used to isolate tested intervals in the pilot hole are limited in their ability to provide a perfect “seal” against the borehole wall nor does it prevent movement of water within the formation above and below the packer into the tested interval, resulting in a higher than actual calculated hydraulic conductivity. This is observed in the order(s) of magnitude differences in hydraulic conductivity observed between packer test results and laboratory results of core permeability over the same interval. Therefore, packer test analysis should be viewed as a qualitative measurement used to compare relative differences in hydraulic characteristics between different portions of the borehole. The packer test intervals will be determined upon evaluation of the video and caliper log data to select suitable portions of the borehole for successful packer seating. The packer testing plan will be provided to the Department for approval with justification of the selected intervals.
Pursuant to the definitions in Chapter 62-528, FAC, a “confining zone” means a geological formation, group of formations, or part of a formation that is capable of limiting fluid movement from an injection zone. As this is purposely a subjective criterion to account for the wide variabilities in hydrogeologic conditions encountered in Florida, the determination of confining properties will be based on the relative differences in hydraulic conductivity of the proposed confining interval compared to the overlying permeable interval represented by SZMW-1. From previous packer testing conducted during construction of SLMW-1, the hydraulic conductivity of the SLMW-1 “permeable” interval (packer test 210 to 335 feet) was estimated at 10 feet per day (ft/d) which is moderately low and projected to be an order of magnitude lower than the targeted recharge zone in the Avon Park high permeability zone (APHPZ). For this site, the interval separating the recharge zone from the overlying permeable unit represented by SZMW-1 shall be considered distinctly less permeable if the hydraulic conductivity is 3 ft/d or less (estimated from packer testing analysis) which is approximately 3 times lower than the overlying permeable unit.
In the event conditions of the borehole are incompatible for effective packer sealing and discrete interval isolation, other methods will be used to evaluate the confining properties including geophysical logging sonic porosity data, and core laboratory analysis. If sonic porosity responses from the interval separating the recharge zone and SZMW-1 is distinctly lower than the overlying interval represented by SZMW-1, it will be considered confining. Laboratory core permeability testing that indicates a vertical hydraulic conductivity of 10-1 ft/d will be considered confining.
