About this file
This is a Request for Proposals (RFP) issued by the San Mateo County Sheriff's Office for Library, Chaplaincy, and Jail Services to support the Maguire Correctional Facility and Maple Street Correction Center in Redwood City, California. The RFP seeks proposals for three distinct service areas: (1) Library Services, including law library management and recreational library services compliant with Title 15 regulations; (2) Chaplaincy Services, requiring management of religious services, chaplain rosters across denominations, religious materials, and special requests; and (3) Jail Services, encompassing jury clothing program management, indigent individual support, voter registration assistance, family liaison services, and release support coordination. The mandatory pre-proposal meeting is scheduled for July 14, 2026, at 10:00 AM via Microsoft Teams. The proposal deadline is July 30, 2026, at 5:00 PM through the eProcurement portal. Interviews are tentatively scheduled for August 5, 2026, with contract award anticipated by August 20, 2026. The initial contract term is one year, with the County holding one option to extend for an additional period not to exceed two years at its sole discretion, exercised with thirty days' written notice before term expiration.
Proposers must complete the County's standard pricing proposal template for years one through three, specifying unit types, costs, and quantities for each line item; failure to use the provided template or modify it may result in proposal rejection. Minimum qualifications require four years of similar service experience within the last seven years and an account manager with two years of relevant experience within the past five years. The County applies local procurement preferences, providing five percent additional evaluation points to local businesses and local nonprofits, with an additional three percent for small businesses or small nonprofits, or five percent for micro businesses or micro nonprofits. Proposals are evaluated on project approach for each service area, firm qualifications, team qualifications, references, and price, with price weighted at twenty-five percent of total evaluation points. Proposers must register with the System for Award Management (SAM.gov) and provide their Unique Entity ID (UEI). The RFP is being conducted as a cooperative procurement, allowing other organizations to utilize any resulting agreement. All submission materials become public records subject to public release without notice to proposers.
