About this file

This is a Pricing Proposal Template for RFP 2026-RFP-00580 issued by the San Mateo County Sheriff's Office for library, chaplaincy, and jail supportive services at two adult correctional facilities in Redwood City. The template requires proposers to submit detailed pricing for three service areas: Library Services, Chaplaincy Services, and Jail Supportive Services, along with Project Operating Costs for materials and supplies and a Program Coordination flat fee. Pricing must be provided for Years 1 through 3, with each line item specifying the Unit Type, Unit Cost, and Quantity. A mandatory pre-proposal meeting is scheduled for July 14, 2026 at 10:00 a.m. via Microsoft Teams, with proposals due July 30, 2026 at 5:00 p.m. Interviews are tentatively scheduled for August 5, 2026, and contract award is anticipated by August 20, 2026. The initial contract term is one year with an option for the County to extend for an additional period not to exceed two years at its sole discretion, with thirty days' written notice required before term expiration.

Proposers must use the County's standard pricing proposal template without modification, as failure to comply may result in proposal rejection. Price is weighted at 25 percent in the evaluation criteria. Local procurement preferences apply, providing five percent additional evaluation points for local businesses and local nonprofits, with an additional three percent for small businesses or small nonprofits, or five percent for micro businesses or micro nonprofits. Proposers must have a minimum of four years of similar service experience within the last seven years and an account manager with two years of relevant experience within the past five years. All proposers must register with SAM.gov and provide their Unique Entity ID. This is a cooperative procurement allowing other organizations to utilize any resulting agreement, and all submission materials become public records.
