About this file

This document is a scoring rubric for RFP-2026-00580, issued by the San Mateo County Sheriff's Office in California for Library, Chaplaincy, and Jail Services. The rubric establishes evaluation criteria for proposals submitted in response to the Sheriff's Office request for programs and supportive services for the justice-involved population housed at the Maguire Correctional Facility (MCF) and the Maple Street Correction Center (MSCC) in Redwood City. The Sheriff's Office aims to protect public safety, reduce recidivism, and improve quality of life for incarcerated individuals while preparing them for community reentry. Specific details regarding response dates, due dates, site visits, bidder conferences, award dates, and contract terms are not contained within this scoring rubric document.

The scoring rubric utilizes a zero to five-point scale to evaluate proposal submissions. A score of zero indicates non-responsiveness or failure to meet mandatory RFP specifications, potentially resulting in proposal disqualification. Scores of one and two represent below-average and fair responses respectively, with two indicating reasonable probability of success despite potential unmet objectives. A score of three represents the baseline acceptable level, indicating the proposal likely achieves all objectives per RFP specifications. Scores of four and five represent above-average and excellent responses, with five indicating proposals that exceed expectations and demonstrate clear superiority in innovation and probability of success. The rubric does not address pricing terms, set asides, incumbent contractors, funding sources, or other financial considerations.
