TECHNICAL EXHIBIT 13, Annual Summary of DMD Scheduled Training Classes, Solicitation LGL08R00010, Drivers Training Support Services
1. The following is an annual summary of scheduled DMD training classes requiring Services Contractors support from January 2007 thru December 2007.
Center Roads: 260 classes conducted
· Training includes Patrol Procedure Lab which requires twelve (12) marked vehicles. Vehicle Traffic Stops which requires one (1) un-marked vehicle and two (2) marked vehicles. Contractor’s is responsibility to inspect for operational readiness and stage vehicles in a specific location within the DMD compound for assignment.
CTOTF Range: 116 classes conducted
· Training requires eight (8) Precision Immobilization Technique (PIT) and three (3) Kill vehicles. Contractor’s responsibility is to inspect for operational readiness and stage vehicles in a specific location within the DMD compound for assignment.
NEVO Ranges: 477 classes conducted on ranges #6, #7, #8 and #9
· Training requires six (6) primary vehicles and two (2) standby vehicles. Contractor’s responsibility is to inspect for operational readiness and ensure the required number of vehicles is staged at each NEVO range.
Emergency Response Ranges: 1,126 classes conducted on ranges #6, #7. #8 and #9)
· Training requires six (6) marked primary vehicles and two (2) standby marked vehicles; eight (8) PIT vehicles and eight (8) High Center of Gravity vehicles. Range # 6 requires twelve (12) marked vehicles. Contractor’s responsibility is to inspect for operational readiness and ensure the required number and the appropriate vehicles is staged at each ER range. Note: ER ranges are multi purpose and can be used for ER, PIT and High Center of Gravity training. Vehicle requirements are identified by an advanced training schedule provided by the government.
Skid Ranges: 285 classes conducted on ranges #7, #8 and #9
· Training requires six (6) Sneaky Brake and six (6) Straight Line Braking Vehicles.
· Replacement of vehicles occur when either scheduled and/or unscheduled maintenance is required, or rotation of ER vehicles with NEVO vehicles. Routine ER and NEVO rotation normally occurs weekly; however there is no historical recorded data to depict the exact time and the number of times this manner of rotation take place. ER and NEVO rotation is determined by the vehicles overall operational readiness condition (i.e. tire wear, mechanical problems, etc.). Sneaky Brake, Straight Line Braking, PIT and Kill vehicles are special training platforms and are used specifically in conjunction in special training environments; as such, these vehicles are not rotated and are only removed from assigned ranges for scheduled and unscheduled maintenance.
· The current/proposed Driver and Marine Support Services contactor doesn’t tow any vehicles. This service is performed by the Transportation Services contractor.
· The majority of vehicles requiring refueling are staged at the various ranges. This process takes place at the end of each training class. The only data recorded is the amount of fuel each vehicle receives. This means the 351 vehicles assigned to the DMD do not require refueling on a daily bases. As such, there is no recorded historical data to equate to the number of fuel runs made per day; however this procedure requires one (1) individual an average of two (2) man hours per day to complete. Additionally, a mobile fuel tanker is used to refuel DMD’s vehicles. The tanker takes on fuel at an off-site refueling depot. Training work load dictates the number of times the tanker requires refueling which often takes one (1) individual an average of two (2) man hours per week.
· Specific training requirements dictate what equipment is issued for each training class. This could range from safe training guns, GPS systems, trauma bags, portable radios, spike strips to reflective safety vest. This process is required four (4) times per day (morning issuing and receiving equipment; evening issuing and receiving equipment) which equates to one (1) individual an average of two (2) man hours per day. A complete list of commodities can be found in the equipment inventory list.
· Based on the number of Skid classes conducted during this reporting period, the sprinkler system was activated 285 times.
· For this purpose, large items would be movement of pallets consisting of traffic cones, barricades and other traffic training aids used on the NEVO training ranges. Historically, this occurs once per year to replace worn out and damaged range training aids. This process requires two (2) individuals an average of fifteen (15) man hours per person per each NEVO range.
2. Experience:
Currently the PBSOW states, “The experience requirements for the key personnel require specific DTSS experience” This reference will be modified by amendment to read, “ The experience requirements for the key personnel require specific comparable management experience in support services.”
