RFP # LGL08R00010, Drivers Training Support Services, QUESTIONS & ANSWERS AFTER THE SITE VISIT

1. Attachment 4 (Wage Determination) references a Collective Bargaining Agreement, may we have a copy of the agreement for pricing purposes?

Answer: The Wage Determination Collective Bargaining Agreement is in the posted solicitation on FED BIZ OPS as Attachment 4a.

2. What is the current monthly price?

Answer: If you are referring to the monthly CLIN price on the former contract, this information would only be provided pursuant to a FOIA request. See Answer # 3 for the website.

3. Can we get a list of current employees with their job titles and service dates in order to calculate vacation expense?

Answer: To provide the current names and or subcontractors of the incumbent contractor is proprietary to the contractor. Request you submit a FOIA request per the FLETC website, www.fletc.gov/ and click on the FOIA link at the bottom of the page; use the form rather than the email address.

4. Clin 0001 - Project Manager, do we include the pricing for the Alternate Project Manager in this clin?

Answer: FLETC does not provide advice on pricing for proposals. This is considered a management decision internal to be made by the Offeror.

5. Clin 0002- Regular scheduled services indicates hours 6:30 a.m. to 11:30 p.m., however Paragraph 3.12 Equipment Issue Window Hours requires someone to be there at 5:00 a.m. What is the correct starting time?

Answer: 6:30 A.M is a typo that should be 7:00 a.m. & has been corrected in the Revised Performance –Based Statement of Work AMENDMENT 002 dated 5/14/2008.

6. Paragraph 3.12 does not require someone to be present to collect equipment used in scheduled night training. What should the hours of the Equipment Issue Room be?

Answer: Night training does not have a specific ending time. Unfortunately the times are not consistent. The instructor will contact the contract employee on site that is working via DMD radio and advise he is bringing equipment to be turned in and the contract employee will meet the instructor at G-22 for turn in. The Contractor will have an employee on site @ DMD Compound whenever there are vehicles and equipment to be issued, turned in, and a night exercise is scheduled.

7. Do current employees have a CDL with Hazmat certification?

Answer: Yes all current employees that are in the position of Equipment/Range Specialists have a CDL with Hazmat certification.

8. Can we assume for pricing purposes, that performance evaluation meetings will be normally held quarterly?

Answer: Yes, quarterly, and anytime the CO/COTR/Contractor request one.

9. Is the current contractor furnished telephone and facsimile lines in Building 210 Room G-22?

Answer: As stated in the PWS Section 2.6.4, one phone line will be provided for official business. The telephone line will not allow for long distance calling - local calls only.

10. Is there sufficient lighting in the DMD compound for vehicle preparation for night classes?

Answer: There is sufficient light available on Range 6 in specific areas. No other ranges have lighting.

11. Is the PM or APM required to be on-site between the hours of 6:30 a.m. and through 11; 30 p.m.?

Answer: FLETC/DMD requires one or the other is available on site between 6:30 a.m. – 3:30 p. m, Monday thru Friday. It shall be the Offeror’s internal management decision on which one is on site.

12. What fuel does the Government provided fork lift take and is it Government provided?

Answer: Diesel Fuel, which is provided by the Government.

13. Technical Exhibit 14 lists a total of 4 scheduled night training classes. Is this a representative number that we can expect per month?

Answer: FLETC/DMD cannot provide a good representative number, as the schedule is only posted quarterly. Classes are dependent upon student load, and type of programs. It is not possible to relay any information representative of the number of classes to expect in the future.

14. If the successful bidder hires the incumbent employees will their security clearances be recognized or will the process have to be repeated prior to employment?

Answer: If contractors have been previously cleared, they will not have to be cleared again depending on when the last check was conducted; however FLETC requires a new SEM-17a, Badge Application, for each new contract. If the contractor works for more that six (6) months continually, they must complete a SF 85P. If they work intermittently (a month or two here and there) and exceed the six (6) month period, they do not need to complete the SF 85P.

Additional Question: Paragraph 5.4.2 Security Requirements Sub-section 1 f page 25 states "contractor shall also complete a pre-screening for suitability. This includes a National Crime Information Center (NCIC) check and follow up on any derogatory information found."

Since the NCIC is for Law enforcement use only, how are we to complete the NCIC checks?

Answer: FLETC SEM will conduct the NCIC check at Government expense, but the Contractor shall do the local public record/court checks at their expense. This information has been added to the PB-SOW , Section 5.7.2, Access to FLETC Facilities by Contractor Employees, para 2.
