About this file

This is a Notice of Intent to Award issued by the Orlando Utilities Commission (OUC) in Florida for RFP 9002 Helicopter Services. The procurement sought a qualified FAA-certified helicopter operator to provide routine, planned aerial inspection flights of OUC's transmission line assets. OUC employees will accompany the pilot in a 4-seat helicopter to perform data collection, photography, and visual inspection activities. The annual transmission power line inspections are typically conducted at slow ground speeds of less than 20 knots and include periods of hovering time for OUC to perform infrared thermography inspections. The award recommendation was made on July 7, 2026, with Chesapeake Bay Helicopters named as the primary award recipient and Heliservice designated as the secondary or backup award recipient.

Upon commission approval of the award recommendation, a contract will be issued within several days, followed by the issuance of a Purchase Order. The supplier will not acquire any legal or equitable rights relative to the contract services until a contract containing terms and conditions acceptable to OUC is executed. OUC reserves the right to cancel the Notice of Intent to Award at any time prior to execution of a written contract and may revoke the award and award the contract to the next highest ranked supplier if the apparent successful supplier fails to negotiate and execute a contract. All correspondence regarding the award should be directed to James Norris, Buyer, Strategic Sourcing at the Orlando Utilities Commission.
