About this file

This is an Addendum 1 to RFP 9002 issued by the Orlando Utilities Commission (OUC) for helicopter inspection services. The addendum provides clarifications and modifications to the original request for proposals regarding routine aerial inspection flights of OUC's transmission line assets. The services require a FAA-certified helicopter operator to support OUC employees who will conduct data collection, photography, visual inspection activities, and infrared thermography inspections. The inspection flights are conducted at slow ground speeds of less than 20 knots with extended hovering periods to accommodate the technical inspection requirements. The addendum addresses specific questions and concerns raised during the bidders' review period and establishes clarified terms and conditions for the helicopter services contract.

The addendum includes modifications to contract specifications, operational requirements, and insurance or certification standards as originally outlined in the primary RFP. It provides updated guidance on aircraft specifications, crew qualifications, maintenance records, and compliance documentation required from bidders. The document serves to ensure all prospective contractors have consistent and complete information regarding OUC's expectations for safe, efficient, and compliant aerial inspection services for their transmission power line assets throughout Florida.

Clarifications to Questions Asked

Question 1 Section 2.2.2 mentions a Florida Contractor License under F.S. Ch. 489. Since this scope is aerial inspection only and not construction, does that requirement apply here?

Response:

No. The Florida Contractor License requirement does not apply to this aerial inspection-only scope and is not required for this solicitation.

Question 2 GC 8.7 in Attachment E says "Two Million" in the text but "$5,000,000" in parentheses for Pollution Liability. Which one is the correct limit?

Response:

The required Pollution Liability insurance limit is $5,000,000. The written reference to "Two Million" was included in error.

Question 3 Section 1.5 says prices stay firm for the full contract including extensions. The Price Schedule also mentions a fuel adjustment review at the end of each year. Just want to make sure those two aren't conflicting. Is there a fuel cost adjustment mechanism or are fuel costs expected to stay firm as well?

Response:

Pricing shall remain firm throughout the initial contract term and any exercised renewal periods.

The annual fuel adjustment review language allows OUC to review documented fuel cost impacts but does not constitute an automatic price escalation mechanism.

Question 4 Are there specific circuits or total circuit miles you can share? Would help us put together more accurate flight hour estimates for pricing.

Response:

Specific circuit mileage information is not being provided. Suppliers should base pricing on routine inspections of OUC's transmission system, including 69kV, 115kV, and 230kV transmission facilities located throughout OUC's service territory.

Question 5 Part 135 is referenced in a few sections. Is the requirement that the pilot individually holds Part 135 certification, or that the company holds the Part 135 certificate and the pilot operates under those OpSpecs?

Response:

The proposing company must maintain a valid FAA Part 135 Air Carrier Certificate and associated Operating Specifications (OpSpecs). Pilots must be appropriately licensed, qualified, and authorized to operate under the company's Part 135 authority.

Question 6 Section 2.2.2 asks us to list subcontractors and that they need prior approval from OUC. Are there minimum requirements a subcontractor would need to meet under this contract?

Response:

Any proposed subcontractor must be disclosed in the Proposal and approved by OUC prior to performing work. Subcontractors shall meet all applicable insurance, safety, FAA, and contractual requirements associated with the services they perform.

Question 7 Section 9 says routine flights scheduled with 5 business days’ notice. Is that 5 days from OUC's request to the flight date? And does OUC expect to need flights on shorter notice outside of the regular inspection schedule?

Response:

Yes. The five (5) business day notice period refers to the time between OUC's request and the anticipated flight date for routine inspections. While this contract is intended for planned non-emergency inspections, OUC may occasionally request flights on shorter notice subject to supplier availability.

Revisions and Inclusions

Revision No. 1 – Pilot Certification Clarification

Section 5.1 is revised to clarify that the FAA Part 135 certification requirement applies to the proposing company and not the individual pilot. Pilots must be qualified to operate under the company's FAA Part 135 Operating Specifications.

Revision No. 2 – Insurance Requirement Clarification

GC 8.7 Pollution Liability Insurance is clarified to require a minimum coverage limit of $5,000,000 per occurrence.

Revision No. 3 – Contractor Licensing Requirement
