About this file

This document provides responses to questions from offerors regarding Request for Proposal No. LBNL_9-18-23 for Type 1 and Type 5 Fire Engine Leasing Services from the Department of Energy. The responses clarify that past experience with purchases would qualify for the past performance requirement. All necessary tools must be included to deliver turnkey vehicles. While the RFP states a 120 day delivery timeframe after contract signature, multiple offerors noted current new vehicle lead times are approximately four years, so used vehicles would be the only reasonable option. The Type 1 vehicle must be no more than 15 years old and Type 5 no more than 10 years old. LBNL will pay for repairs performed by the subcontractor. After the initial four year lease term, LBNL expects to continue leasing the vehicles without an option to purchase.

Subject: Request for Proposal (RFP) No. 9-18-23 Leased Fire Engines

Offerors Questions - LBNL Responses

No. Question Response

1 Past performance: Can the offeror meet the past performance requirements if they have only done purchases

As long as the offeror has successfully performed similar work in a quality manner, that is fine. We would classify leases and purchases as “similar work.”

2 Tools included: The idea would be that these vehicles arrive turnkey, meaning LBNL does not add any tools (ropes, rescue tools, bracketing, mounting), but this is not mentioned in the RFP.

LBNL plans to issue an Amendment Number 2 to include all of the tools that need to be included.

3 Target date to deliver: Currently, multiple people said that the new vehicle delivery lead time is about four years, not 120 days after Subcontract signature which is in the RFP. Which means, the only reasonable delivery option is used vehicles.

The Type 1 SOW states that the vehicle must not be greater than

15 years old.

The Type 5 SOW states that the vehicle must not be greater than

10 years old.

4 Repairs: Does LBNL pay for repairs as well?

Yes. LBNL will pay for repair performed by the subcontractor.

5 Intent after four year lease term LBNL expects to lease without the option to purchase.
