About this file
The Pre-Proposal Conference Instructions document relates to a Department of Energy Fermi National Accelerator Laboratory solicitation (LBNF-RFP-367397-JEE) for a Thin Sprayed on Liner (TSL) Application Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The opportunity is for applying TSL to shotcrete liner at the SURF facility in Lead, SD, with a focus on testing and potential future task orders. Up to three IDIQ subcontracts will be awarded under NAICS 23832, with the initial Task Order 1 covering lab testing, field trials, and test reporting.
Key operational details include work performed at the 4850 Level, accessed through the Ross Shaft with limited equipment dimensions (4'6" x 12' long), and work access available 5 days per week, 24 hours per day. Bull Gang support is required for surface and underground work from 7 AM - 5 PM and 7 PM - 5 AM Monday through Friday. The expected start date is July 2025, with an anticipated kick-off meeting to be scheduled after subcontract award. Contractors should anticipate approximately 7 additional work stoppages per year due to extreme weather conditions in South Dakota. The test application will be conducted in the 4850-40 Spray Chamber, with subsequent task orders dependent on the performance and results of the initial testing phase.
