TITLE OF PROJECT:

Long-Baseline Neutrino Facility/Deep Underground Neutrino Experiment Thin Spray on Liner

Pre-Proposal Meeting on 05/14/2025: Bidders Questions/ FFDG Response

Please find the Bidders questions below asked during the Pre-bid Meeting and FFDG response in blue below:

Q1) Do all of the Subcontractors people who are underground need to have all of the ESH certifications?

A1) No, they require the certifications that are only necessary to do the job requirements. For example, if there is no electrical work to be done, then that certification is not required.

Q2) Is all of the testing required by the Subcontractor or will FFDG perform some of the testing?

A2) All of the testing equipment and testing is to be provided and performed by the subcontractor. FFDG will be present during testing to coordinate and observe.

Q3) The RFP requires a dedicated ESH Representative to be onsite for the work being performed. A resume was requested in the RFP. Is this correct?

A3) The resume requirement comes from document A-2. A foreman/competent person can represent for the ESH requirement if they are appropriately trained in ESH. 30-hour OSHA is a Fermilab/FFDG requirement for an ESH competent person to provide oversight for ESH.

Q4) How long does guide training take?

A4) Guide training will take 1 to 2 days. A guide will be provided for Task Order 1 testing program.

Q5) Will a person be required to be guide trained for Task Order 1?

A5) No, FFDG to be guide for the test program.

Q6) Will we provide participating attendees?

A6) Yes - See Attachment A.

Q7) Ross Cage specifications - Slide did not detail weight and height clearly.

A7) Please see document Attachment B for dimensions and weight limits.

Q8) What is the duration after application for testing requirement?

A8) The specifications indicated that the length of time was minimums. Offerors need to provide recommendations in their proposals as different materials take different lengths of time to cure prior to testing.

Q9) Will testing be required for Chloride?

A9) Offeror can propose alternative specifications that would achieve the requested performance requirements depending on the chemicals they propose to use.

Q10) What would typical working hours be after cage time/travel time etc.

A10) Cage travel time down is roughly 10 minutes. Cage travel time up is roughly 5 minutes. The maximum amount of people on a cage is 29. The cage down and up times for the Ross shaft are in the table below. Other shifts or night shifts may be available but will need to be discussed for possibility.

Q11) What is the standard temperature and humidity under-ground?

A11) Temperature expected to be 74±2°F and humidity 67±2%.

Q12) There is no RFP Checklist in the RFP documents.

A12) Yes, please see Attachment C.

Q13) Is there space restriction on storage?

A13) There is no specific restriction on storage. Coordination will be required for use of laydown yard and for storage on 4850L.

Q14) Mezzanine restriction on equipment above?

A14) Beyond Task Order 1 testing program, to be answered later if needed.

Q15) Coating around piping?

A15) Yes, required if piping or other infrastructure present.

Q16) Equipment allowed? Will equipment be available to them? Will they need to provide their own?

A16) At this time Offeror to provide their own equipment.

Q17) Power supplied? What specifically is available? Is 220/208-amp service available?

A17) Power is available, please see Attachment D. Any other power will need to be provided by Offeror.

Q18) Are man baskets allowed with telehandler?

A18) If there is telehandler with a man basket it needs to be certified. It would be better to procure one that already meets that requirement.

Q19) Is there a scissor lift that they could rent?

A19) Local companies are available for renting equipment.

Q20) Does the requirement need to be nonflammable.

A20) Yes, the product should be non-flammable.

Q21) Delivery address for rental equipment?

A21) 100 Ross St Lead, SD 57754 Q22) Spill control for chemicals, what is provided? What will we require? What type of training is required to handle spills?

A22) Depending on the chemical constituents we would ensure the successful bidder utilized proper absorbents or adsorbents depending on physical characteristics of the chemical(s). More direction to be provided once a product and its SDS sheets provided.

Q23) What amount of chemical is allowed underground?

A23) Cannot provide answer until product data and SDS sheets are reviewed.

Q24) Is there compressed air available? Is 120 PSI and 45 CFM available?

Q25) Waste? Do they remove them? Can they use the dumpster?

A25) Assuming materials do not require special disposal due to hazard classification, contractors may use owner-provided trash receptacles underground. Owner will remove from site. If the generated waste triggers the criteria listed in 40 CFR Part 261, the contractor shall containerize and label the waste as hazardous at the Point of Generation and arrange for special disposal. Owner will transport containers from underground to surface.”

Q26) Wastewater where does it go? Do they collect it? Where does it go?

A26) Wastewater will need to be directed into trench drains located in 4850-40 that tie into the main trench drain drainage system. Sludge or sediment will need to be removed and disposed of.

Q27) Where do they get the fresh water to supply their equipment?

A27) Air and water utilities have been removed from the spray chamber and caverns. Contractor to supply their own.

QUESTIONS POST PRE-PROPOSAL

Spray-on-Plastics questions received May 16, 2025:

Q36) Is there a continuous concrete slab between the shaft and the work area? Is the travel way level or is there a grade to it? We can only find manual pallet jacks in your area for rent, and the electric scissor lifts that fit in your cage need a fairly level surface.

A36) There is a continuous concrete slab from the Ross cage to the 4850-40 spray chamber. Please see Attachment E for images of the track that are in the concrete slab.

Q37) What voltages are available at the site? Our equipment is designed for 600V, and a transformer may be necessary.

A37) Please see response to Question 17 above.

Q38) Are we to provide the adhesion and thickness testing and test equipment on site?

A38) Please see response to Question 2 above.
