About this file
This document is Addendum 2 to Solicitation LBNF-357400-SH for LBNF/DUNE-US South Dakota Transportation Services. The addendum provides the following key details:
The J-3 Price Sheet has been updated to revision R2. A checklist for proposal responses has been added. The addendum also addresses various questions related to the minimum equipment requirements, driver credentials, and personal protective equipment, as well as the process for submitting proposals and coordinating the delivery schedule. It confirms there will be no backhaul for waste, and provides clarification on the correct base year and option year dates for the contract. The transportation services are required for materials and equipment consisting of prefabricated structural steel, prefabricated metal sheets, insulation, fasteners, steel components, cabling, electrical components, cryogenic system components, and electronic components to be used in constructing the LBNF/DUNE-US cryostats and scientific experiment. The materials transport needs are approximately 6,900 MT of structural steel and prefabricated metal sheets, and about 15,600 pallet equivalents. The transportation services are required from the South Dakota Steel Storage and Warehouse Services location in Rapid City, SD to the Ross Complex at the Sanford Underground Research Facility in Lead, SD. Proposals are due by 5pm CST on October 17, 2024, with the award projected to be announced on December 1, 2024 and transportation activities to begin around March 2025.

Bidders must acknowledge this Addendum prior to the hour and date set forth in the solicitation by one of the following methods:
1. By completing the Representations, Certifications and Acknowledgments (PUR-466), or
2. By separate email.
If by virtue of this Addendum you desire to change a bid already submitted, such change may be made by email, provided such email makes reference to the Solicitation and this Addendum and is received prior to the time set for opening.
This Addendum is providing additional information on the items below:
I. J-3 Price Sheet
The J-3 Price Sheet is replaced by the J-3 Price Sheet R2.
Check List
Check List sheet is being added for convenience – be sure all responses include the items on the Check List.
II. Questions and Responses
22. I see the minimum requirement is 4 but I wanted to reach out to be sure that is the true desired capacity.
Please view Section L12.2 for minimum requirements.
23. What type of equipment does this contract require or can you tell me what page it is listed on? I may be missing it. If I am the sub, can I sub it to a carrier based in or near SD? Is page 8 the only page where I put in a dollar amount for my total bid for 1 year?
Section L12.2 describes the minimum truck requirements. Attachment J-3 is the Price Sheet. See Section L17 regarding Offeror subcontracting.
24. Could FRA please provide the list/type of credentials drivers need?
Drivers must have appropriate training and be licensed and endorsed to move the materials which are to be loaded and transported per DOT guidelines.
25. What types of PPE are required for drivers when accessing the site??
The PPE requirements for drivers can be found in Section E.1 of the Statement of Work.
26. Under the RPF, Section L12.2 Under the type and Min Quantity, is this the Min Quantity to be on site, or min quantity of what is owned by the offeror?
Minimum quantity of equipment is what is to be made available for our use when requested per the contract. This is clarified that it may be owned, leased, or rented to support the movement of materials. This is not a volume required to be present on site at all times.
27. Section L12.1 This says Corporate Summary that Showcases 5 years of performance of hauling specified loads. Is this 5 years as a company? In my case our drivers will have a min of 5-10 years of experience each, is this acceptable?
While experienced drivers are always a plus, the 5-year corporate experience is a requirement.
28. How would you like the proposal to be submitted?
Please follow guidelines in RFP and submit via email to shorton@fnal.gov
29. Do you know the size and weight of loads that is considered oversized overweight, I think in the solicitation it’s called out of gauge shipments. This will assist in ensuring the pricing for those types of transportation will be accurate.
If you use stepdecks/double dropdeck trailers there should be no out-of gauge transports. There are definitely no overweight transports. Out of Gage/Over Height (OOH) shipments are only a place holder to be covered i.e. prepare rates for min. overheight or overwide.
30. Can you provide examples of past instances where specialized services for oversized shipments were required? We would like to ensure what is considered oversized.?
We had none, all shipments to date could be accommodated with stepdeck chassis.
31. For the heavier loads, how will the loads be removed from the trailer?
We will use telehandlers, forklifts or potentially an overhead/mobile crane
32. How will the delivery schedule be coordinated between the FRA and subcontractor?
FRA has dedicated project logistics team that will be scheduling materials from the warehouse as well as transportation on a weekly basis, with 4 weeks and 6 months projection.
33. What is the expected frequency of deliveries?
Trucks are estimated at 4 trucks per day, dependent on the stage of project. At the onset we anticipate 4 per day as the planning estimate and as installation progresses there will be a scale down. Total number of estimated trucks are in the pricing sheet.
34. Could you provide additional details on the project timeline and specific transportation expectations? We are confident in our ability to meet the logistical needs of this critical scientific mission.
All the information is included in the documents posted on SAM.gov. Please review them carefully.
Proposal submissions are due at 5pm CST, on October 17, 2024. Award is projected to be announced on December 01, 2024 with transport activity to begin around March 2025.
mailto:shorton@fnal.gov
35. Could you please clarify if there are any specific documentation requirements or formats for submitting the last three years of our Experience Modification Rate (EMR) as part of Criterion 3 in the solicitation?
Documentation and detail should be readily available from your insurance company.
36. If you have any upcoming freight requirements or would like to discuss potential collaboration, please let us know.
If your company is interested in participating in this RFP, please review all the documents carefully. If your company chooses to submit a proposal, they must be emailed to shorton@fnal.gov by 5pm CST on October 17, 2024.
37. Attachment J-3 Price Sheet references a “Waste Facility” as a stop-off point. Where is the waste facility located?
Please use the revised Price sheet (Attachment J-3 Price Sheet R2). There will NOT be any back haul for waste.
38. In Attachment J-3 Price Sheet - SD Transportation Service R1, both SDWF-SURF and SDSSF-SURF tabs show Base Year as 01/DEC/23 - 30/NOV/24 in cells H3-J3, with Option Years following. This conflicts with dates in the RFP. Please confirm correct Base Year and Option Year dates for the contract.
Please use the revised Price sheet (Attachment J-3 Price Sheet R2).
The Base Year is: 01/Dec/2024 - 30/Nov/2025
Option 1: 01/Dec/2025 - 30Nov/2026
Option 2: 01/Dec/2026 - 30Nov/2027
Option 3: 01/Dec/2027 - 30Nov/2028
Option 4: 01/Dec/2028 - 30Nov/2029
