Questions and Responses
1. Lead time to start the project if awarded?
Start for transportation is targeted currently for end of March 20205 if we award by December 01, 2024.
2. In the SOW it has South Dakota Steel Storage and Warehouse Services but in the Pricing sheet I see 2 locations SDWF and SDSSF?
SDWF (South Dakota Warehouse Facility) and SDSSF (South Dakota Steel Storage Facility) are both located at 1313 E. Saint Patrick Street, Rapid City SD. Deliver to location is Ross Complex at the Sanford Underground Research Facility (SURF) at 100 Ross St., Lead, SD.
3. [Are]there loads from the SD warehouse to the Site and Loads going from MN and IL to the SD warehouse. Can we bid on those as well?
All loads to be moved will originate at the SDWF/SDSSF and will terminate at the Ross Headframe/Ross yard. There may be other loads that will be transported in support of LBNF/DUNE but they are not included in this solicitation.
4. Saw that the Dry Vans need to be 48ft? That kind of equipment is very rare. 95% of dry vans are 53ft can we quote those as such?
The Yard around the Ross Headframe is very congested and shorter trailers will be much easier to maneuver. 53 ft trailers will fit but it will be very tight to maneuver the area and get into a position for offloading.
5. Do you roughly know how many loads total would be needed?
Total loads are estimated on the price sheet in the "estimated annual quantities column". This estimate should be used as the approximate number of loads per year.
6. I lack the requisite three years of experience. Furthermore, I am employed as a freight agent with a company that has a track record of bidding on federal government contracts, albeit not for the specific commodity in question. I would appreciate guidance on the possibility of merging these two entities to facilitate a bid submission.
The Joint Venture (JV) if developed would need to be in place and not a theoretical organization only finalized if an award is made. FRA is not at liberty to provide any legal advice as to the formation of any JV p.1 or other legal partnership. The requisite experience will still be required so, unless they partner with a longer standing company that has the EMR rating that meets our requirements, the proposal will be excluded from further evaluation.
7. How many truck required?
See Section L.12.2 Minimum Quantity table.
8. The trailer would be Dry van or flat bed?
See Section L.12.2
9. How will be the contract long and when start?
See Section F
10. Can this be bid as an "ALL-IN" that includes all expenses for the forecasted number of pallets for the year including detention and tarping fees or does it have to be bid as a breakdown on each individual charge?
Proposals must comply with the solicitation requirements. Please fill out the Pricing Sheet (J-3) as part of your submission.
11. As a broker can I bid on this using one exclusive carrier with multiple trucks and drivers to rotate on a schedule?
Yes.
12. Was this also put out for bid last year, for the current year, or is this a first-time notice?
Not to our knowledge.
13. I see the start date of 1 December 2024, but I do not see a due date for the solicitation itself. I just wanted to make sure we can conduct our due diligence and get everything submitted in a timely manner. If you have any information on when this offer is due or anything else pertinent to this solicitation, I would greatly appreciate it.
See question #1.
14. I am interested in the contract for: LBNF/DUNE-US South Dakota Transportation Services. Please let me know the possibilities.
Please review the RFP and comply with the requirements.
15. DOC. J-1 SOW, SECTION D.1.f -Does "any cost arising from non-compliance with the schedule" refer only to non-compliance of the Transportation Subcontractor? Or would we be charged for non-compliance on behalf of the FRA Ross Complex/Storage Subcontractor as well?
Transportation contractor only.
16. Doc. J-1 SOW, Section D.4.a - Just to confirm, fixed rates are non-negotiable, and no exceptions will be made for extreme market shifts (decrease or increase)?
This is a firm fixed price contract, so typical market fluctuations should be accounted for in proposed pricing. A change request may be submitted, with full and complete back-up data, justifying the change request. A change request submitted, is not a guaranteed acceptance of the change request.
17. Doc. J-1 SOW, Section D.8.a - Could you elaborate on examples of "specialized services"? Would this be like hiring a rigging/crane crew?
p.2
No rigging will be required. This Statement of Work only covers transportation services. The reference to "specialized services" refers to the specialized securing of those loads that are oversized on not of typical configuration.
18. We are a trucking company interested in this project and wanted to confirm we can use 53 foot dry vans for this project?
See question #4
19. I wanted to reach out regarding the solicitation LBNF/DUNE-US South Dakota Transportation and ask how would you like your proposal submitted?
As stated in the RFP – submittals should be emailed to shorton@fnal.gov before 5pm (CST) on October 17,
20. Read that they did not need to submit price sheet – please advise if incorrect?
Incorrect. A completed J-3 will need to be submitted.
21. How can we support your objectives and explore potential collaborations?
Please review the RFP and comply with the requirements.
