About this file
This is a technical proposal template for submission under RFP N0042126R1004 for F-35 Joint Strike Fighter Joint Program Office security services. The template requires offerors to provide a clear and detailed narrative addressing three primary components: assumptions relative to scenarios and technical approach, performance risk analysis identifying contingent events that could endanger satisfactory performance with mitigation strategies, and a description of the process used to track progress toward task completion. The template includes space for responses across twelve scenarios, though the specific scenario details are not defined in this document.
The solicitation is issued by Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, Maryland for a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract providing comprehensive security support services for the F-35 JPO. Services encompass management and control of multiple information classification levels including controlled unclassified information, NATO information, Critical Nuclear Weapons Design Information, and Sensitive Compartmented Information across five security disciplines: General Security, Industrial Security, Information Security, Personnel Security, and Physical Security. The anticipated contract duration is five years with Firm-Fixed Price and Cost-type CLINs, competed on a Full and Open, Unrestricted basis. This is a pre-solicitation notice with inquiries directed to Joy McBride at joy.a.mcbride2.civ@us.navy.mil.
