About this file

This is a draft labor categories and minimum qualifications document for an Indefinite Delivery Indefinite Quantity (IDIQ) contract (N00421-26-R-1004) supporting the F-35 Joint Strike Fighter Joint Program Office security services. The document establishes education and experience standards across three proficiency levels—Senior, Mid, and Junior—where Senior positions require a Master's degree or Bachelor's degree plus four years of relevant experience and a minimum of ten years performing work in the labor category; Mid-level positions require a Bachelor's degree or equivalent and three or more years of experience; and Junior-level positions require a Bachelor's degree or equivalent with less than three years of experience, typically in support roles under senior oversight.

The contract requires 47 distinct labor categories across multiple security disciplines including General Security, Industrial Security, Information Security, Personnel Security, and Physical Security. Key positions include Program Manager, Finance Manager, COMSEC Engineers, Export Compliance Specialists, Foreign Disclosure Support personnel, Project Managers, and various Security Specialists covering administrative, anti-terrorism, classification management, counterintelligence, insider threat, international affairs, operations, OPSEC, PERSEC, PHYSEC, and other specialized functions. Many positions are designated as "KEY" positions requiring higher clearance levels (Top Secret/SCI/SAR) and demonstrating expertise in specific areas such as flag-officer level briefings, DoD 5000 acquisition knowledge, ITAR licensing, LO/CLO aircraft systems, or NSA processes. All personnel must be able to perform tasking across multiple performance work statement sections regardless of their specific labor category assignment, and several specialized positions such as COMSEC Engineers and TEMPEST Engineers explicitly prohibit substituting work experience for Bachelor's degree requirements.
