QUESTIONS AND ANSWERS VIA EMAIL PRIOR TO PRE-BID SITE VISIT
Q1: The solicitation includes wage decision ID51, Idaho, HEAVY CONSTRUCTION. This typically includes water and sewer line construction and heavy construction projects on treatment plants, power plants, manufacturing plants, processing plants, etc…Shouldn't the wages be wage decision ID24, Idaho, BUILDING CONSTRUCTION?
A1: An amendment was released for solicitation L15PS00204 that included ID24, as well a couple of other changes.
Q2: We found a flagpole foundation detail but need the flagpole specification to provide a quote on this project. Kindly direct me accordingly.
A2: There is no additional specification other than what is stated per Detail 1, Note 1 on
Sheet L108, 1-15’ tall flag pole – satin finish (Contractor to submit cut sheet to the CO of flag pole for final approval).
Q3: During review of the contract documents there appears to be some conflicting documents regarding payment method and the payment means and methods is confusing. Are we going to be paid for work completed for bid items 1 through 8 on monthly progressive payments via “Applications for Payment” or by lump sum? Please advise.
A3: The SF-1442 price schedule is for bidding/proposal purposes. The Contractor shall include in his/her fee proposal each bid item cost, either lump sum or unit price as stated. Per
Section 012000 Unit Prices, the awarding Contractor will be required to submit a Schedule of
Values after award. This is a breakdown of the lump sum pay items to facilitate in making progress payments. Bid items may be as a Lump Sum, but progress payments can/will be made monthly on the Lump Sum items as long as a Schedule of Values is submitted with enough detail to determine progress/payment due.
Q4: I do not see any specifications for the insulation U-values on the new warehouse/storage building? Idaho adopted the 2012 IECC, I have attached a copy for your reference. Please let me know if this building will be conditioned.
A4: The drawings currently call for the Storage Building to be insulated with R-20 in the roof and R-13 in the wall for the entire building (see A100). This was in accordance with the
2009 IECC when the building was designed. The Storage Building was designed with the middle area as the fully conditioned space, the east Shop area as heated only and the Boat Storage area with no heating or cooling. The thought was to insulate the whole building for some level of thermal comfort with the option to add heat to the Boat storage in the future if desired. The code switched to the 2012 IECC on Jan. 1 st , three weeks before the final stamped drawings were submitted. The 2012 IECC requires an R-28.6 for the roof and an R-19.2 for the wall.
Amendment the R-Values called out on the metal building assembly details on Sheet A100 to comply with the 2012 IECC values of R-28.6 for the roof and R-19.2 for the wall.
Q5: Solicitation pg. 45 M.5 Volume 3: Factor 2: Past Performance at paragraph (a) states
"...recency is defined as work completed or ongoing during the five (5) years prior to issuance of this solicitation." At Paragraph (b) it states ...."Projects deemed not recent (greater than 3 years) will be disregarded." And at paragraph (c) (1) it says "Relevant projects within the last three (3) years." Please clarify if relevant projects are projects within last 3 or 5 years.
A5: Recency should be within the last 5 years. Change all references of 3 years to 5 years.
Q6: Is there detectable warning on this project and, if so, what is the quantity?
A6: Yes, there is detectable warning for the handicap ramp at the building entrance. Per detail E on Sheet C501, there is a 2 foot by 4 foot section.
