Instructions

The Offeror shall use the Staffing Template (Attachment L-1) to this Instruction to Offerors to develop the proposed staffing matrix. The instructions below are for the staffing matrix:

1. General instructions –

a. Use Attachment L-1 in development of proposed staffing matrix, contractor format is acceptable as long as all requested information is provided
The Government reserves the right to not evaluate the staffing matrix submitted if all requested information is not provided
b. Do not use names of specific individuals, use the certifications and experience that the Offeror intends to provide to fulfill the PWS requirements.
c. Full Time Equivalent/Contracted Man-Year Equivalent calculations for all positions shall be based on a 2080 hour work year as defined in AFI 38-201.
d. If the Offeror is proposing partial FTEs for any position, the Government does not restrict the Offeror from spreading the FTE across multiple rows, as long as the competencies
required to perform on those positions are very similar.
e. Complete a staffing template (tab) for each Firm Fixed Price CLINs (X001, X002, X003, X004, and 0009) within Attachment L-1.

2. Column A – Provide labor categories

3. Column B – Provide proposed productive hours

4. Column C – Identify the PWS sections that position is intended to fulfill requirements

5. Column D – In less than 100 words provide details of the education or certifications that the contractor is proposing to fulfill the PWS requirements, where applicable.
Be specific enough for Government to relate the contents of this column to successful performance on the PWS requirements this position is intended to fulfil.

6. Column E - In less than 100 words provide details of the experience and expertise that the contractor is proposing to fulfill the PWS requirements. Make sure to provide overall experience in the area of expertise, and DoD specific experience in areas related to PWS performance

7. Column F – Enter the proposed location of performance for the position

8. Column G – This column indicates if this position will be utilized in Offeror’s cross-utilization approach with either a Yes/No answer

9. Column H – If yes in column G, in less than 100 words provide details of work to be cross-utilized that the contractor is proposing to fulfill the PWS requirements

9. Column I – Enter “Yes” if this position will be staffed on day 1 of base period, enter “No” if this position will not be staffed on day 1 of base period.

10. Column J - This column indicates if this position is subcontracted. "Yes" answer is defined as it is a subcontracted position. "No" answer is defined as it is not a subcontracted position.
NOTE: columns G, H, I and J have been customized for CLIN X009" (Phase-in).
11. Columns K through Q – enter the proposed FTE for each proposed position
