Facilities Maintenance B
Location: Vandenberg Air Force Base PRINCIPAL
RESPONSIBILITIES
Perform general maintenance and repair of equipment and buildings requiring practical skill and knowledge (but not proficiency) in such trades as painting, carpentry, plumbing, masonry and electrical work

HVAC Mechanic
Location: Vandenberg Air Force Base
PRINCIPLE RESPONSIBILITIES
Install, service and perform PMs and repairs environmental-control systems in residences and other commercial establishments, utilizing knowledge of refrigeration theory, pipefitting and structural layout Mount compressor and condenser units on platforms or floor, using hand tools, following blueprints or engineering specification Fabricate, assemble and install ductwork and chassis parts, using portable metalworking tools and welding equipment and install evaporator unit in chassis or in air-duct system, using hand tools Cut and bend tubing to correct length and shape, using cutting and bending equipment tools and cut and thread pipe using machine-threading or hand-threading equipment Join tubing or pipes to various refrigerating units by means of sleeves, couplings or unions, and solders joints using torch, forming complete circuit for refrigerant and installs expansion and discharge valves in circuit Connects motors, compressor, temperature controls, humidity controls and circulating ventilation fans to control panels and connects control panels to power source and installs air and water filters in completed installation Inject small amounts of refrigerant into compressor to test systems and add Freon gas to build up prescribed operating pressure Observe pressure and vacuum gauges and adjust controls to insure proper operation Test joints and connections for gas leaks, using gauges or soap-and –water solution Wrap pipes in insulation batting and secure them in place with cement or wire bands Replace defective breaker controls, thermostats, switches fuses and electrical wiring to repair installed units, using electrician’s hand tools and test equipment Install, repair and service air conditioners, ranging from 15 to 20 tons cooling capacity, in warehouses and small factory buildings Perform all operations, PMs or maintenance within their job group or a lower rated job group, either permanently in an additional job group or temporarily, when trained and directed by management, IAW the LO&SC-CBA agreement, Article Seven, Sections 4 and 5

Maintenance Electrician / Fire Alarm System

PRINCIPAL RESPONSIBILITIES
Perform a variety of electrical trade functions, such as: installation, maintenance or repair of equipment for the generation, distribution or utilization of electric energy
Install or repair any of a variety of electrical equipment, such as: generators, motors, transformers, switchboards, controllers, circuit breakers, heating units, conduit system or other transmission equipment
Perform PMs, working from blueprints, drawings, layouts or other specifications Locate and diagnose trouble in the electrical system or equipment Work standard computations relating to load requirements of wiring or electrical equipment Use a variety of electrician’s hand tools, measuring and testing instruments Perform all operations, PMs or maintenance within their job group or lower rated job group, either permanently in an additional job group or temporarily, when trained and directed by management, IAW the LOSC-CBA Agreement, Article 7, sections 4 and 5

Machinery/Crane/Hoist Maintenance Mechanic
Location: Vandenberg Air Force Base
PRINCIPAL RESPONSIBILITIES
Perform PMs and repairs of machinery, cranes, hoists or mechanical equipment Examine machines and mechanical equipment to diagnose source of trouble Dismantle or partly dismantling machines and performing repairs that mainly involve the use of hand tools in scraping and fitting parts Replace broken or defective parts with items obtained from stock Order the production of a replacement part by a machine shop or sending the machine to a machine shop for major repairs Prepare written specifications for major repairs or for the production of parts ordered from machine shops Reassemble machines and making all necessary adjustments for operation Perform all operations, PMs, or maintenance within their job group or a lower rated job group, either permanently in an additional job group or temporarily, when trained and directed by management, IAW the LO&SC-CBA agreement, Article Seven, Sections 4 and 5.

Material Expeditor / Warehouse A
Location: Vandenberg Air Force Base, Launch Operations Support Contract
Principle Responsibilities:
Procure Parts through the Standard Base Supply System (SBSS). Research part numbers in
FEDLOG to check availability through the SBSS. Monitor, maintain and order Bench stock and Operating Stock to ensure stock is on-hand at all times.
Conduct weekly inventories of bench stock in accordance with AFMAN 23-110. Update and adjust inventory quantities in CMMS for operating stock. Issue items from supply point, bench stock and operating stock and complete appropriate paperwork.
Perform inventory of Government Furnished Property in accordance with the FAR. Update Government Property records in computer database.
Track tools and equipment in Microsoft Excel spreadsheets and update them via data entry.
Perform purchasing functions by consolidating material requisitions, obtaining price quotes from at least three vendors per item, and prepare bid tabulation sheets to reflect quotes.
Generate purchase orders using a CMMS and fax to vendor. Select low bidder, if they can meet need date, if not, justification must be annotated in the folder to show why a higher bidder was selected.
Create Purchase order file folders with vendor names and purchase order numbers for tracking purposes. Conduct weekly follow-ups to retrieve status of all outstanding purchase orders.
Perform packing and crating of all materials, which required shipment and verify shipping paperwork against items shipped. Receive and inspect materials and verify items against packing slip and purchase order. Generate receivers from the CMMS.
Coordinate and prepare purchase order documentation for equipment rentals/leases required for respective maintenance. Research and order all office supplies. Coordinate AF Forms 3952 for approval/disapproval by Environmental Management. Order bar codes for all hazardous materials. Prepare documents for item that require turn in to DRMO, including scheduling appointments and delivery of items.
Accountable for control of GSA and lease vehicles including all maintenance and mileage reporting. Focal point for all telephone requirements.
Perform other duties as required to support the Logistics Department.

Material Handling Laborer Location:
Vandenberg Air Force Base, Launch Operations Support Contract
Principle Responsibilities:
Performs physical tasks to receive, store, issue and transport materials.
Duties involve loading and unloading trucks, performing receiving and issue functions, and delivering material to job sites on Vandenberg AFB.
Inspects materials received at warehouse for damage and compare items to packing slip and purchase order.
Shelve materials in proper warehouse storage locations or transport materials to job site as directed.
Maintains receiving and issue logs and processes receipts and issues into CHI’s data system.
Performs packing and crating of all materials, which require shipment and verify shipping paperwork against shipped.
Performs physical inventories of material and equipment.
Maintains records of equipment items sent out for calibration and record their return.
Performs assigned tasks according to detailed instructions in written or verbal form.
Knowledge and Skill Requirements:
Basic knowledge of warehousing principles, material handling and receiving, and physical inventory practices.
Must be able to lift heavy objects and stand for extended periods of time.
Have the ability to read and understand related work instructions, knowledge of basic arithmetic functions and some ability to use simple measuring instruments. Should be familiar with record keeping in a warehouse environment, storage aids, and storage methods.
Ability to operate a forklift and other material handling equipment.
Some knowledge of packing and crating to minimize damage in transit.

Plumber, Maintenance
Location: Vandenberg Air Force Base PRINCIPAL
RESPONSIBILITIES
Assemble, install and repair pipes, fittings and fixtures of heating, water and drainage systems, according to specifications and plumbing codes Must be able to study building plans and working drawings to determine work aids required and sequence of installations Inspect structure to ascertain obstructions to be avoided to prevent weakening of structure resulting from installation of pipe.
Cuts openings and threads pipe, using pipe cutters, cutting torch.
Assembles and installs valves, pip fittings, and pipes composed of metals, such as iron, steel, brass and lead, non metals such as glass vitrified clay, and plastic, using hand tools and power tools.
Joins pipe by use of screws, bolts, fittings solder, plastic solvent, and caulks joints.
Reads pressure gauges to determine whether system is leaking.
Installs and repairs, and maintains plumbing fixtures.
Bends pipe to required angle.

STATIONARY ENGINEER A
Location: Vandenberg Air Force Base, Launch Operations Support Contract Principle Responsibilities:
Operates, inspects and adjusts a gas turbine power plant and diesel engine generators, synchronizes and parallels generators to a single or multi-bus configuration. Controls frequency and voltage within prescribed range and controls load of generators independently or in parallel. Reads and records electrical measuring instruments to check operation of equipment. Monitors continuous emissions monitoring systems and adjusts turbine operation to maintain exhaust emissions within prescribed limits.
Operates and maintains a water purification system.
Performs periodic and special inspections on power generators. Troubleshoots complex repair situations and performs maintenance on electrical, electronic, hydraulic, pneumatic and mechanical components.
Interprets inspection findings and determines diagnosis and corrective action.
Repairs associated equipment in control rooms and switchgear, gasoline engines, electric motors, pumps, radiators, battery banks and chargers, air compressors, relays, circuit breakers, voltage regulators, load controllers Monitors computerized load control systems. Inspects and repairs diesel fuel storage systems and natural gas supply systems. May direct and coordinate activities of other (not stationary engineers) in performing tasks directly related to operating and maintaining the system or systems. Generator systems range 5kw to 3000kw. Maintains the requirements and conditions of the (APCD) permit to operate (PTO) assigned to each generator.

Storekeeper A
Location: Vandenberg Air Force Base, Launch Operations Support Contract
Principle Responsibilities:
Set up, operate and maintain applicable functions of a large warehouse, storage area or an isolated stockroom including the receiving, storing, issuing, delivering and shipping of parts, materials, supplies, tools, equipment and mail. Performs assigned tasks with minimum instruction or supervision.
Necessitates the ability to assume applicable responsibility for maintaining a large stockroom or several small stockrooms and working from instruction to receive and ship material. Uses standard methods to receive, ship, bin and disburse material and to maintain stock records. Makes general decisions to correct errors in stock issued and to adjust differences in records and stock delivered and received. Determines the most suitable method of packing, boxing and/or crating or material to be shipped.
Requires considerable physical effort to lift, bin, store, disburse and inventory stock and in carrying materials, parts or tools.
Involves frequent visual and mental attention to properly bin, store, disburse stock and take physical inventories.
Entails care to prevent damage to material while being received or prepared for shipment.
Applies extensive knowledge of warehousing principles including tool issue center operations, stock room operations and the maintenance and care of material in stock to assist in setting up and maintaining stock items. Authorized to inspect and receive material from outside sources consigned to DSI and to sign the associated documentation. Rejects materials during the receiving cycle when a discrepancy exists and prepares a report of item discrepancy to initiate corrective actions.
Authorized to perform Quality Control functions as certified to accomplish and to reject material when a discrepancy exists. Also prepares discrepancy reports associated with this effort.
Checks, stores and issues requested quantities of parts, materials, tools, equipment, administrative supplies and similar items. Picks up and delivers Company and US Mail throughout company locations that are part of an established route.
Maintains accurate warehouse records including material identification and making, periodic calibration requirements and other files as required, correcting errors in quantity and/or type of material and part issued and adjusting differences in records and materials delivered and received.
Assists lower-grade employees in all aspects of warehouse operations as required to properly maintain a controlled and accurate warehouse.
Monitors bench stock and tool crib requirements. Perform periodic or annual inventory of stock and other Government property controlled by the DSI.
Prepares parts, materials, supplies and equipment for shipment. Reviews and works with shipping requests, material lists and material availability determination sheets. Notes discrepancies and notifies supervisor prior to reconciling with the requesting organization.
Packs or crates items in cardboard boxes and/or standard wooden crates, securing items as necessary.
Obtains non-standard and/or special crates and boxes as required. Cuts and applies stencils and other exterior markings. Completes necessary documentation, i.e. Bills of Lading, DD Form 1149, Invoices, etc.
Operates power handling equipment to load and unload vehicles and to move material and equipment in and about the warehouse or other storage areas.
Refers problems to supervisor for guidance when desired results cannot be obtained.

The ability to read and interpret storekeeper related operating instructions, knowledge of simple arithmetic, accuracy in checking, posting and counting and some ability to use simple measuring instruments.

A minimum of four (4) years storekeeper experience or related work in maintaining 10,000 line items or more.

Establishes, locates or puts parts or material neatly in assigned location. Uses loading and unloading equipment items as required.
Fills shipping requests, material lists and material availability determination sheets as required.
Delivers items from storage area to requestor or designee.

Checks to make sure that no stocks are mixed, that locations are correct and that the material code or identification is correct. Notifies supervisor when any items are at or below the reorder point. Traces stock shortages within the stockroom by physically checking articles and/or investigating usage and receipt documents.
Moves materials, parts, tools and equipment from one location to another by securing items and delivering to a designated area. Operates vehicles such as trucks or forklifts when necessary to transport such items.
Assist as required other lower grade employees assisting in other warehouse functions. Refers problems to supervisor for guidance when desired results cannot be obtained.
Education, Training, Skills and Experience Requirements:
The ability to read and interpret storekeeper related operating instructions, knowledge of simple arithmetic, accuracy in checking, posting and counting and some ability to use simple measuring instruments.

Principle Responsibilities:
Receive, store, issue, inventory, prepare shipments and deliver materials, supplies, parts, assemblies, tools, equipment and mail within an assigned geographic location. Performs assigned tasks according to detailed instructions in written or verbal form.
Involves the judgment and initiative to determine what actions should be taken within the limits of standard practices and recognized methods in performing assigned duties.
Requires considerable physical effort to lift, bin, store, disburse and inventory stock and in carrying materials, parts or tools.
Involves frequent visual and mental attention to properly bin, store, disburse stock and take physical inventories.
Entails care to prevent damage to material while being received or prepared for shipment.
Assist as required other lower grade employees assisting in other warehouse functions.
Applies basic knowledge of warehousing principles when performing assigned tasks. Properly bins incoming parts, assemblies, raw materials, tools, etc. Unloads items from carrier either manually, by hand or power operated equipment. Opens containers and counts, weighs or measures contents for accuracy. Checks items for obvious damage or spoilage. Notifies supervisor or Storekeeper A of shortage, damage or spoilage as detected. Takes necessary precautions to prevent damage to stock.
Annotates applicable records including material identification and marking, periodic calibration and warehouse files, correcting errors in quantity and/or type of material and parts issued and adjusts difference in records delivered and received. Work is normally checked by a supervisor or higher-grade storekeeper.

Supply Technician
Location: Vandenberg Air Force Base, Launch Operations Support Contract
Principle Responsibilities:
Performs functions required under Government property control and supply regulations and procedures for all Government property and supplies in custody of the contractor.
The duties include purchasing of equipment supplies, maintenance agreements and materials, shipping and receiving, inventory control; accessing supplies and equipment; storing and distributing supplies and materials and responsibility for maintenance of all records necessary to satisfy contractual requirements.
Performs the maintenance and updating of the master Government property inventory list.
Coordinates with spare parts inventory personnel to ensure that proper records are maintained pursuant to inventory control procedures.
Checks open purchase requisitions against invoice as supplies and materials are received and coordinates with the purchasing clerk to ensure proper receipt of supplies.
Education, Training, Skills and Experience Requirements:
Knowledge of: Property Control Procedures, Inventory Management Procedures, Acquisition
Procedures and Government Property Control Requirements.

WORK CONTROL CLERK B
Location: Vandenberg Air Force Base Launch Operations Support Contract
Principle Duties and Responsibilities:
Compiles and records production data from such documents as customer orders, work tickets, product specifications, and individual worker production sheets, following prescribed recording procedures.
Writes production reports based on data compiled, tabulated and computed, following prescribed formats. Maintains files of documents used and prepared.
Compiles from customer orders and other specifications detailed production sheets or work tickets for use by production workers as guides in assembly or manufacture of products.
Prepares written work schedules based on established guidelines and priorities.
Compiles material inventory records and prepares requisitions for procurement of materials and supplies. Charts production, using chart, graph, or pegboard, based on statistics compiled for reference by production and management personnel. Sorts and distributes work tickets or material to workers.
Production Control Clerk is responsible for trouble calls, work orders, project tracking, and general office work.
Responsibilities include, but are not limited to:
Serve as alternate WCC Administrator Serve as alternate Periodic Maintenance Administrator In coordination with the WCC Administrator: staff the trouble desk, assign work orders and organize files associated with those efforts.
Track trouble calls and work orders until their completion, input logistics status and parts information for all work orders as applicable. Keep an updated phone list for distribution. Generate and maintain Elevator and Crane PM's. Update WCC contract folder with new SOWs and P00s.
All tasks as directed by the WCC Administrator and/or Work Control Manager.
Perform all tasks within their job group or a lower rated job group, either permanently in an additional job group or temporarily, when trained and directed by management, IAW the LO&SC-CBA agreement, Article Seven, Sections 4 and 5.
